Since October 2007, the UNDP in Belarus has been implementing grants of the Global Fund to Fight AIDS, TB and Malaria with the purpose of increasing efficiency of measures undertaken to reduce and prevent further spread of TB infection in Belarus. Since January 2011, the project "STOP-TB Strategy Implementation in the Republic of Belarus in particular aimed at fighting Multidrug Resistant Tuberculosis (MDR-TB)” has been implemented. The project is aimed at reducing TB incidence in Belarus by strengthening measures to combat MDR-TB, expanding access to quality diagnostics and treatment of MDR-TB patients, reducing morbidity and mortality from tuberculosis.

From 2004 to 2012 UNDP Belarus implemented HIV grants of the Global Fund - the Round 8 and RCC. The two grants were recently consolidated into SSF HIV grant that was approved by the Global Fund for implementation in Belarus for the period of 2013-2015. Implementation of the SSF HIV grant started in January 2013. The grant is aimed at further development and strengthening of the national response to HIV epidemic.

 

Devoirs et responsabilités

Objectives of assignment:

The Finance Assistant will be responsible for assisting the Finance Manager and Finance Specialists in implementation of financial procedures for all GFATM grants within UNDP portfolio in Belarus:

Contribution to effective and accurate implementation and oversight of financial procedures of GFATM grants in line with GFATM/UNDP regulations;
Assistance with development of finance-related reports and regular updates on the grants financial delivery;

Implementation of operational strategies and procedures related to finances;

Preparation of payment documents in line with GFATM/UNDP regulations and procedures;

Responsibilities:
  • Maintaining routine payment workflow on a daily basis;
  • Processing travel claims: collecting and checking all necessary data, submitting Travel Plan, calculating travel expenses, creating vouchers;
  • Making prepayments to grocery stores, checking balances on account 16065 and providing all necessary information on its status to CO Finance and Procurement Units, providing stores with information on exchange rate on a monthly basis;
  • Performing the duties of Petty Cash Custodian;
  • Providing the obligatory cash flow forecast on a monthly basis;  in case of any changes updating the data on a weekly basis during the month;
  • Entering financial data into Atlas System: creating requisitions, vouchers and Atlas reports if needed;
  • Timely flagging corrective actions on unposted vouchers, including the vouchers with budget check errors, matches exceptions, unapproved vouchers;
  • Assisting with preparation of periodic financial reports for the GFATM and the government of Belarus;
  • Performing other duties as required by the Finance Manager. The Finance Assistant will work in coordination with all relevant UNDP staff and services of the UNDP office if required.

Qualifications et expériences requises

  • Specialized secondary or higher education in Finance, Accounting, Economics or International Relations;  
  • At least 1 year of relevant experience in accounting, finance or audit;
  • Good command of English.
