Angola is exposed to a large range of natural and man-made disasters including floods, coastal erosion, droughts, and epidemics such as Cholera. Over the past few years Angola has suffered from recurrent impact of climatic alterations leading to prolonged droughts or floods, especially in the Southern part of the country. Climate change is increasing vulnerability at all levels, affecting the country’s growth and development. Many landmines and much unexploded ordnance left behind by the 30-year war continue negatively affecting lives and livelihoods of the people in 18 provinces today. 
The national Disaster Risk Management (DRM) institutional framework was developed in 2003 with establishment of the National Civil Protection Commission (CNPC) and National Civil Protection and Fire Fighting Service (SNPCB). The SNPCB, which is under the Ministry of Interior leading the CNPC, is the designated national DRM coordinator with the responsibility to coordinate and promote activities relating to disaster preparedness and response throughout the country both at national and local levels.  Until now, with the increased efforts made by the CNPC, the SNPCB and other relevant government ministries and agencies with support of UNDP, the Angolan Government’s DRM has made progress in the areas of preparedness, response and rehabilitation, while prevention, mitigation and risk reduction still require be developed and consolidated. 

The national mine action authority (CNIDAH) coordinates the mine action sector that involves significant national operational capacity of the Executive Demining Commission and international and national NGO and commercial operators. 10 years of support provided by UNDP to the CNIDAH and the national operator (INAD) has contributed to the development of substantial national capacity to plan and execute mine action, and progress is being made in landmine clearance. Yet there still remain challenges of institutional coordination, data management, and priority-setting to fulfill Angola’s commitment under the Mine Ban Convention.

Under the direct supervision of the UNDP Deputy Country Director for Programme and indirect oversight of the Team Leader-Governance, the Programme Manager will work with the National Project Managers/Directors in CNPC/SNPCB and CNIDAH to advocate, advice and deliver on the results agreed in the programme document / annual work plans and contribute to the creation of a sustainable environment for human security and resilience from disasters. The Programme Manager will collaborate with other actors in these sectors to leverage synergies and complementarities for greater impact of UNDP interventions.  Apart from developing capacity building initiatives in the field of DRM and Mine Action, the Programme Manager will also be responsible for management and evaluation of programmatic activities within his/her portfolio, providing policy and technical advisory services to both CNIDAH and CNPC/SNPCB.

Policy advice, strategic technical guidance and leadership on CPR issues:
  • Support the UNDP Country Office as well as the UN Country Team to develop, promote and mainstream CPR activities in national development frameworks;
  • Identify entry points and develop concrete strategies and activities for strengthening CPR related issues in Angola. Ensure complementarity and coherence of UNDP interventions with those of other partners in these areas;
  • Provide policy advice and technical support to the Country Office as well as the UN Country Team and partners in the field of Mine Action and Disaster preparedness and Risk reduction by actively participating in the sector-wide networks including the UN Disaster Management Team (DMT);
  • Support the development of initiatives on DRR, Mine Action, and community recovery at the local, provincial and national levels;
  • Ensure the mainstreaming of Hyogo Framework for Action (HFA) 2 in the National Development Plan;
  • Support the UNDP Country Office as well as the UN Country Team to develop, promote and mainstream CPR activities in national development frameworks.
Programme Planning and Management:
  • Plan, manage, monitor, and oversee the different steps and stages of the execution of the CPR programme and Annual Work Plans (AWP) with a focus on Civil Protection and CNIDAH, taking decisions and timely actions to ensure results are achieved, while ensuring coherence of the various initiatives;
  • Establish the work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations. Monitor progress and identify risks for timely action and early resolution;
  • Building on existing CO capacity and resources, plan and manage programme resources (financial and human) to maximize project cost-effectiveness and efficiency. Determine technical inputs including staffing needs to support the NPM to develop terms of reference for experts and studies, establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance;
  • Ensure gender-mainstreaming and monitoring in the implementation of the CPR programme and related projects.
  • Assess programme impact and oversee the appropriateness and accuracy of methods used to verify progress and results. Develop innovative improvements to enhance performance;
  • Provide authoritative advice and technical guidance on project formulation, implementation and delivery. Initiate strategic discussions and contribute to senior level government debate to advocate and promote organizational issues, and agenda. Advise UNDP senior management and senior national government officials on the direction, strategies and technical issues of the programme;
  • Be responsible for required and other project reports (progress, financial, procurement, etc.) for management information, oversight and action. Plan and oversee the implementation of mid-term and other required project evaluation to address any design or implementation issues;
  • Ensure compliance of all actions and activities with organizational rules, regulations, policies, strategies and internal control mechanisms and the achievement of results according to the principles of results based management (RBM);
  • Ensure appropriate administrative, financial and logistic systems/procedures are in place, maintained and followed;
  • Ensure accurate budget control and overall responsibility for financial management of the Programme.
  • Ensure familiarity with donor compliance issues, ensuring all projects are compliant with these and UNDP Procedures;
  • Plan, manage, monitor, and oversee the different steps and stages of the execution of the CPR programme and Annual Work Plans (AWP) with a focus on Civil Protection and CNIDAH, taking decisions and timely actions to ensure results are achieved, while ensuring coherence of the various initiatives.
Strategic partnerships and alliances:
  • Maintain dialogue with the main partners and stakeholders particularly the MININT, CNPC (SNPCB) and CNIDAH to advocate, promote and advance organizational issues, priorities, interests and competencies for a successful programme and project delivery;
  • Coordinate and collaborate with clients, partners and stakeholders to link and harmonize approaches and to promote common interests and achievement of results as well as mobilize resources to complement UNDP catalytic results;
  • Develop a strategy and plan of action to achieve optimum outcomes in programme implementation;
  • Represent UNDP in relevant fora to promote and advocate for sustainable human security and resilience in DRR.
  • Ensure the liaison with key partners / donors active in the field of crisis prevention in order to identify further opportunities for partnership and resource mobilization.

Building knowledge and capacity:

  • Document and produce knowledge products based on the programme experience in Angola;
  • Promote knowledge-sharing within the CO, the UN and with external partners.

Qualifications et expériences requises

Education:

  • Masters degree in, Economics, Local Development, Public Administration, and Political, Social Sciences or any other related field.

Experience:

  • Minimum 7 years of experience in management consulting, design, monitoring and evaluation of CPR projects / program of development, including extensive experiences and knowledge in mine action, disaster risk reduction, reintegration and community recovery, community security, and all related CPR issues such as conflict prevention and post-conflict recovery, governance, rule of law;
  • Proved experience in implementing partnerships with international organizations and government institutions;
  • Deeply familiar with the institutional environment in post-conflict situations (international cooperation mechanisms, partnership arrangements with NGOs, system of the UN agencies, national capacity building emerging, etc.). UNDP attaches great importance to the Gender Dimension in general and particularly in post-conflict situation, be familiar with the 1325 resolution and have the ability to promote and sensitize on the Gender Dimension issue in the framework of all the activities;
  • A mastery of common software in computers science (Windows, Excel, Internet, Outlook,);
  • Having worked in Southern Africa or CPLP countries is an advantage. 

Language:

  • Perfect command of Portuguese (working language) and very good knowledge of English.
