The new Democratization and Human Rights Programme in Ukraine (2013 - 2016) funded by the Danish Ministry of Foreign Affairs and implemented by UNDP Ukraine builds upon the achievements of the previous Civil Society Development Programme (2009-2012). It is a nation-scale 4-year initiative which runs from 1st January 2013 until 31st December 2016.

The overall aim for DHRP is a strengthened civil society with actors able to promote human rights, advance democracy (including through digital means) and ensure legal aid. DHRP also lends support to civil society initiatives which aim at advancing democratic / human rights reform and improvement of relevant systems’ efficacy.

DHRP follows a human rights-based approach to programming under which policies, processes and planned activities will be anchored in a system of rights and corresponding obligations established by international law. The initiative shall also ensure gender mainstreaming in all its components, providing opportunities for equal participation of men and women in capacity building, advocacy and grant activities.

DHRP is to be implemented through three main components:

  • Strengthening CSOs as guardians of democracy and good governance;
  • Supporting human rights actors to promote and defend human rights in Ukraine;
  • Advocacy for wider and results-driven Government-CSO dialogue.

Description of responsibilities / scope of work

UNDP DHRP has been in place for over 18 months and, over this time, has been able to both successfully advance its operations vis-à-vis its programme document, and expand its operations onto the areas, which have gained importance as a result of radical transformations provoked by revolutionary events of winder 2013-2014.

Increased number of mandates, on which the project is working, coupled with the need to enhance the external communications pillar, call for increasing the team’s capacities through a communications consultancy that would serve a four-pronged goal:

Shaping of the DHRP mid-term (2-year) success stories publication into a knowledge and marketing tool;
Defining the best format and dissemination strategy for the DHRP bulletin and jumpstarting of the project bulletin initiative, ensuring its regular operations;
Assisting the team with improved arrangements for DHRP reporting and producing model reports (annual and semi-annual);
Ensuring proper operations of the DHRP website and other UNDP Ukraine (social) media instruments to achieve the goal of increasing the project audience in different target audience clusters; advising on better utilization of social innovation instruments for DHRP goals.

Monitoring/reporting requirements

DHRP Coordinator will supervise the work of the Communications Expert through regular in person and e-mail/or telephone communication. Upon completion of the task, the final report, in English, shall be submitted in hard copy and electronically. UNDP will be the final authority to control the quality and evaluate the work. No reports, documents, communications should be published or distributed to third parties without prior approval of UNDP.

Qualifications et expériences requises

Education:

  • Masters degree or equivalent in communications, social sciences, international relations, political science or related field;
  • Education in a country with English being the primary language of instruction is considered a strong asset;

Experience:

  • No fewer than 3 years of progressively responsible experience that includes development of varied communications tools, formation of target audience expectations and oversight over production of flagship communications products;
  • Work as chief / focal point for communications would be a strong asset;
  • Previous experience with periodic reporting for international organizations or non-profit organizations in English for no shorter than one year;

Language:

  • Extremely strong command of English; native Ukrainian required
  • Fluency in Russian is an asset.

Applicants shall submit the following documents:

  • Personal CV, including information about past experience in similar projects / assignments and contact details for referees.
  • Financial proposal
  • Writing sample of a report or publication in English produced by the incumbent. The sample may have up to 10 pages in length and should be authored by the incumbent. In case the sample was co-authored, respective sections of authorship should be marked to clearly assess the writing style of the specialist.

Financial proposal - Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

Travel costs

Should any unenvisaged travel be planned for the purposes of the assignment, UNDP will reimburse the expenses based on the duly authorized travel details. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Educational background

10 points max 

10 pts – Specialist/Master’s degree with studies in an environment where English was language of instruction;

8 pts - Specialist/Master’s degree;

Progressively responsible experience related to communications issues

20 points max

20 pts – 7 years and more;

18 pts – between 5 and 7 years;

15 pts – between 3 and 5 years;

Periodic reporting experience for international organizations / non-profit organizations in English

20 points max

20 pts – 5 years and more;

18 pts – between 3 and 5 years;

15 pts – between 1 and 3 years;

Language Skills

10 points max

10 pts – Extremely strong command of English, native Ukrainian and fluent in Russian;

8 pts – Extremely strong command of English and native Ukrainian;

Writing sample of a report or publication in English produced by the incumbent

20 points max

20 pts – Outstanding: the extract presents a cogent, well-articulated analysis of the issue and conveys meaning skilfully;

18 pts – Strong: a generally thoughtful, well-developed analysis of the issue and conveys meaning clearly but with minor errors;

15 pts – Adequate: presents a competent analysis of the issue and conveys meaning with acceptable clarity and generally demonstrates control of the conventions of standard written English;

10 pts – Limited: addressing specific directions, in analyzing the issue and in conveying meaning, but obviously flawed;[1]

Maximum available technical score - 70 points.

Evaluation method - Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer. After successful completion of the validation interview the offeror will be awarded a contract.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
