Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In October 2012, UN Women established its Gender and Humanitarian Action Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across humanitarian action. This includes disaster risk reduction with a focus on prevention, mitigation and preparedness, humanitarian response and early recovery.

UN Women will strengthen its work in humanitarian action and collaborate closely with UN system partners, in particular with the Office for the Coordination of Humanitarian Affairs (OCHA) given their coordination mandate, to ensure accountability and coherence in addressing gender equality in humanitarian action. UN Women will also build partnerships with national and regional institutions, civil society, and other humanitarian actors to increase awareness, commitment and capacity on gender responsive humanitarian action. In particular UN Women will work with gender equality institutions and organizations, from grassroots to inter-governmental bodies, to strengthen their position and capacity as champions for gender equality in humanitarian action and beyond.

UN Women Humanitarian Strategy provides the framework for the corporate approaches and areas of engagement which will position the organization as the lead UN agency on coordination and leadership on gender equality and women’s empowerment in the context of humanitarian action. The engagement of UN Women in humanitarian action has intensified demand for support and gender expertise/capacity to ensure that the coordinated efforts of Humanitarian Country Teams and the Cluster/ Sector System incorporate gender equality and women’s empowerment focus in their operations. UN Women Field Offices in particular often need specialized expertise to respond to

Under the overall guidance and supervision of the Gender And Humanitarian Action Advisor the incumbent will contribute to the effective implementation of the UN Women Humanitarian Strategy. The incumbent will be home-based but deployed to UN Women field offices and/or emergencies for up to 75-80% of the year. The incumbent is expected to work in close collaboration with field colleagues and with little supervision. The scope of tasks to be undertaken with regards to gender equality and humanitarian action will be agreed with the incumbent as the need arises, and may cover, but is not limited to:

  • Coordination and Leadership Support;
  • Technical advisory, Programmatic and Results Based Management Support;
  • Capacity Building and Institutional Consolidation;
  • Knowledge Management, Advocacy and Communication Support.

Coordination and Leadership Support

  • Support and develop the engagement of UN Women field offices (Offices) in existing inter-agency regional and national coordination mechanisms and enhance coherence of UN system in promoting gender equality concerns in humanitarian response;
  • Support Offices in inter-agency cooperation and coordination and to build strong partnership with HCTs, Clusters, UN Agencies, National Disaster Authorities, bilateral and multi-lateral Donors, Civil Society, National Gender Machineries, Gender Theme Groups;
  • Support Offices to build strategic alliances with other key actors at country and regional level to advocate for gender sensitive programming in humanitarian action, disaster preparedness;
  • Represent UN Women in interagency response teams or needs assessments such as MIRA, PDNA/PCNAs, UNDAC teams etc.;
  • As designated, participate in and support relevant inter-agency and inter-governmental forums and UN/IASC tasks forces and working groups.

Technical advisory, Programmatic and Results Based Management Support

  • Support UN Women Offices, through direct or remote technical and programmatic advice, on gender equality programming in humanitarian action, including disaster risk reduction, disaster preparedness and early recovery activities;
  • Contribute to and support the facilitation of regular reviews and assessments of programming on humanitarian issues;
  • Advise Offices on facilitating the inclusion of gender dimensions into all steps of the Humanitarian Programme Circle;
  • Advise and support as required the implementation of programmes within the disaster preparedness and humanitarian response and recovery context, analyze progress on achievement of the objectives and results, proposing adjustments and solutions where necessary;
  • Advise Offices and /or country sectors/clusters in setting up or adapting existing systems to monitor the progress in gender mainstreaming by using inter alia the framework and checklists in the IASC Gender Handbook (2006) and GBV Guidelines (2005; currently under review);
  • Advise Offices on how to ensure proper monitoring and reporting systems to facilitate progress monitoring of gender mainstreaming at regional level;
  • Draft/ provide inputs to gender analysis, concept notes, funding proposals and project documents.

Capacity Building and Institutional Consolidation

  • Develop, adapt and/or provide tools and training/orientation on gender equality and Humanitarian Action with UN Women Offices, UN Women partners and humanitarian actors to enhance skills and knowledge of humanitarian system on gender mainstreaming in disaster preparedness, humanitarian response and early recovery;
  • Support country staff capacity development to engage in humanitarian response and recovery and in supporting system coordination and responses from a gender perspective;
  • Develop formulation of policy guidance and practice notes on humanitarian action as required by the Offices;
  • Support the development and implementation of programme approaches and modalities in line with the UN Women’s Humanitarian Strategy;
  • Support the development, management and coordination of surge mechanisms and services.

Knowledge Management, Advocacy and Communication Support:

  • Undertake research and studies on gender and humanitarian action;
  • Elaborate and contribute to briefing notes, talking points and presentations;
  • Contribute to UN Women’s global knowledge management efforts , products and platforms on humanitarian action
  • As designated, contribute to fund-raising including development of new project proposals for use in resource generation for the region;
  • Provide technical support to and identify opportunities for the development of relevant advocacy and communication/information to address gender (in) equality issues;
  • Contribute to the development and maintenance of knowledge networks and practices on mainstreaming gender into humanitarian response and recovery contexts;
  • challenges and opportunities associated with crisis and post-crisis circumstances as they build their own as well as the capacity of partners in this area. A key task for the successful implementation of the Humanitarian Strategy is therefore the provision of stand-by capacity on humanitarian action to UN Women field offices and programmes worldwide;
  • To support the UN Women's work in Humanitarian Action including in providing guidance, technical, coordination and capacity development support to UN Women field offices, UN Women is seeking a Gender and Humanitarian Action Specialist who will be deployed in UN Women country and regional offices.

  • Familiarity with UN Women and broad knowledge and understanding of the UN System

Qualifications et expériences requises

Education:

  • Master’s degree in Political Science, Law, International Development, International Relations, Sociology, Gender studies, or other relevant social sciences.

 Experience:

  • Minimum 7 years of professional experience in gender equality programming,
  • Experience working in the  Humanitarian system and humanitarian coordination mechanisms at country level;
  • Experience with UN  highly desirable;
  • Seven years of experience in humanitarian action work, minimum five of which focused on issues of gender equality and women’s empowerment;
  • Experience in contributing to the development and drafting of advocacy statement and programme/ project documents.
  • Experience in inter-agency coordination and collaboration with governments, donors and civil society organizations at HQ and field level, preferably in crisis and emergency contexts.;
  • Experience in drafting advocacy statements and conducting research on gender equality and women’s empowerment issues;
  • Familiarity with the Humanitarian System and Civil Society Organizations in particular would be an asset;
  • Ability to relate humanitarian affairs issues and perspectives particularly and with a focus on gender equality, to political, economic, social and human rights programmes.

 Language:

  • Fluency in written and spoken English;
  • Knowledge of another UN language such as French, Arabic and Spanish is an asset.

Evaluation of Applicants:

Applicants will be screened against qualifications and the competencies specified in this TOR. Screened-in applicants will be subject to a written assessment and/or competency-based interview.

Payments:

Payment will be made upon confirmation that the agreed upon services have been satisfactorily performed, or as specified in the contract with UN Women.
