The Local Governance Support Programme/Phase-2 aims to promote more effective, accountable, and inclusive local governance in Uzbekistan by enhancing local governments' performance, increasing citizen participation in local governance, and encouraging increased accountability and transparency. Building on achievements from the first Local Governance Support Project implemented from 2010 to 2013, LGSP-2 supports the government’s efforts to increase the capacity of regional and district level authorities to manage the implementation of increased decentralization/ deconcentration of administrative and fiscal authority.

The LGSP-2 works at three levels of capacity development: systemic, organizational and individual, as well as provides an integrated approach to local development. It also contributes to the reform of policy, legislative and fiscal frameworks for decentralization, stronger participatory planning, management and monitoring capacities for service delivery, testing and replication of options for equitable access to services based on principles of sustainability and non-discrimination and new models of citizen engagement and voice. Pilot regions are Djizak, Namangan, and Tashkent regions.

As a part of its work in developing the administrative capacity of central and local authorities at systemic/policy level, LGSP-2 will facilitate policy discussions on a new edition of the Law “On Local State Authorities” with a particular focus on clear separation of functions, powers and responsibilities of state authorities at all levels in the delivery of public services. This policy dialogue will be accompanied by the development of a methodology/manual to develop and implement mid-term and long-term development strategies for sub-national level/regions of Uzbekistan.

In this regard, the Project intends to involve international expertise for the development of methodology to develop and implement mid-term and long-term development strategies for sub-national level/regions of Uzbekistan.

The International consultant will work under direct supervision of the Project manager and in close collaboration with the Institute of Forecasting and Macroeconomic Research (IFMR) and the UNDP team and be responsible for the following duties:

Devoirs et responsabilités

Carries out an inception meeting with the UNDP project teams to clarify the task and agree on the expectations of the mission.

Thoroughly revises previously developed methodological concepts and mid-term and long-term development strategies for sub-national level/regions of Uzbekistan and drafts a critical report (taking into consideration written feedback of previous LGSP-2 international consultant) specifying key omissions and possible ways for improvement;

Along with IFMR team thoroughly revises regulatory framework governing mid-term and long-term development strategies in Uzbekistan (Law "On local state authorities", Budget code, Tax code and other regulatory documentation) and proposes coherent proposals for improvement (including a step-by-step guide on the inclusion of the mid-term and long-term development strategy elements in the state budgeting);

Based on the previous experience and international best practices develops preliminary draft methodology for the development of mid-term and long-term development strategies for sub-national level/regions.

The draft is expected to cover the following broad areas:

  • Goals and objectives;
  • Methodology for strengths, weaknesses, opportunities and threats (SWOT) analysis;
  • Ownership and inclusion;
  • Strategy costing and budget formulation;
  • Strategy implementation;
  • Monitoring the results.

Carries out meetings/discussions with the national partners (the Cabinet of Ministers, Ministry of Finance, Ministry of Economy, IFMR, Khokimiyats of pilot regions, and Chamber of Commerce and Industry) and presents the preliminary draft of the methodology;

Along with the IFMR team finalizes the final draft of the methodology (taking into account recommendations from national partners) and submits it to the LGSP-2 team.

Duration of assignment

Total working days: 30 days during May 2015 – October 2015.

Desk review of preliminary data provided by the national consultants – 5 working days

Field trips to Uzbekistan (total 6 days):

  • 3 working days: 3 days in Tashkent city.  Expected dates: June 15-17, 2015;
  • 3 working days: 3 days in Tashkent Expected dates: September 14 - 16, 2015.    

Preparation of preliminary draft of the methodological manual - 4 working days

Online mentoring and guidance for national experts and LGSP-2 team – 2 days

Preparation of methodological manual for the development and implementation of mid-term and long-term development strategies for sub-national level/regions of Uzbekistan - 10 working days.

Preparation and submission of final report – 3 working days.

Output No. 1. A draft of critical report on previously developed methodological concepts and mid-term and long-term development strategies for sub-national level/regions of Uzbekistan and regulatory framework governing the mid-term and long-term local development.

Output No. 2.  Preliminary draft of the methodological manual for the development and implementation of mid-term and long-term development strategies for sub-national level/regions of Uzbekistan.

Output No. 3.  Final draft of the methodological manual for the development and implementation of mid-term and long-term development strategies for sub-national level/regions of Uzbekistan.

Remuneration scheme:

  •    All payment procedures will be processed after the acceptance and successful evaluation of deliverables by Project Manager.

Compétences

  • Advanced computer skills in Microsoft Word, PowerPoint and Excel;
  • Excellent facilitation and interpersonal skills, including proven capacity to work effectively with teams and guide the work of others in various settings;
  • Ability to work under pressure and meet deadlines.

Qualifications et expériences requises

Education:

  • Advanced degree in Public Administration, Economics, Law, Social/Political Studies or/and Development Studies or a related field;

Experience:

  • At least five years of relevant experience in institutional development, governance issues, and/or capacity development with a strong background in public administration reform, specifically in functional review and capacity assessment;
  • Hands-on experience in local governance reform including analysis of socio-economic statistics,  macroeconomic analysis and functional analysis for the countries in transition (CIS countries) is a strong asset;
  • A proven track record of publications on decentralization, LDS, public administration reform, local governance development, human resources development, civil service, statistics and labor markets is an asset.

Language:

  • Excellent command of English (speaking, writing);
  • Knowledge of Russian and/or Uzbek is an asset.

Financial Proposal

Lump sum contracts

This is a lump sum contract. The financial proposal shall specify a total lump sum amount; In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days);

The payment will be made in three installments to be issued upon completion and submission of Performance Evaluation Form (PEF) on the works performed as indicated in the terms of reference:

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation

The individual consultants will be evaluated based on the Cumulative analysis methodology.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of the set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70%;
  • Financial Criteria weight – 30%.

Only candidates obtaining a minimum of 49 points for the Technical Criteria will be considered for the Financial Evaluation.
