The UN Somalia Common Security Budget activities, includes staffing costs and UN missions in conflict. The United Nations Organizations in Somalia therefore seeks to recruit suitably qualified nationals for the position of Finance Associate to effectively implement the UN Common Security Budget (CSB) for Somalia. The Finance Associate works in close collaboration with the UNDSS Somalia and other UN personnel in providing support on finance related issues.

The mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the Programmes and activities of the United Nations System.

Under the guidance and supervision of the Deputy Security Advisor and technical supervision of the UNDP Finance Specialist ensures effective execution of financial services and processes in CO and transparent utilization of financial resources. The Finance Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

 The Finance Associate can supervise clerical and support staff of the Finance Unit. The Finance Associate works in close collaboration with the operations, programme and projects’ staff in the CO and with UNDP HQs staff for resolving finance-related issues and information exchange.

Ensures administration and implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system;
  • UNDSS Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management;
  • Implementation of cost sharing agreements prepared by UNDP / SOMT;
  • Elaboration of proposals and implementation of cost saving and reduction strategies in consultations with UNDSS management.

Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Preparation and modifications of budgets for UNDSS Programs and activities, follow up with HQs on authorized spending limits (ASL) for management of core functions;
  • Preparation and modifications of the local Inter- Agency Cost Shared Security Budget (CSSB);
  • Assist UNDP Finance / SOMT in establishment of criteria for apportionment of Agencies contributions to the CSSB and follow up on timely recovery of payments;
  • Implementation of the control mechanism for development Activities through monitoring budgets preparation and modifications, budgetary status versus ASL, maintenance of the General Ledger;
  • Preparation and modifications of budget proposals for Extra-Budgetary resourcing from donors authorized by the UNDSS Management;
  • Supporting and working in close coordination with the UNDP PMU in completing and implementing donors’ protocols and timely monitoring and reporting to the UNDSS management;
  • Presentation of thoroughly researched information for planning of financial resources of the UNDSS Somalia, reports containing analysis of the financial situation;
  • Timely preparation of cost-recovery bills in Atlas for the services provided by, elaboration and implementation of the income tracking system and follow up on cost recovery;
  • Ensure that set administrative rules and regulations are followed as per UNDSS HQ directions;
  • Review and ensure that effective operational processes, procedures and controls are in place and are being implemented;
  • Provide input to the CO business processes mapping and elaboration of the content of internal SOPs;
  • Liaise with UNDP CO Finance team to ensure financial processing of UNDSS expenditures are according to UNDP rules and regulations;
  • CO finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management;
  • Supports the UNDP Finance Team in strengthening the internal controls over all UNDSS financial processes, in compliance with UNDP’s corporate requirements.

Provides accounting and administrative support to the UNDP Finance Unit focusing on achievement of the following results:

  • Proper control of the supporting documents for payments, review of financial reports;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; travel claims, MPOs and other entitlements are duly processed;
  • Coordination and review of accounts closure;
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Timely response to HQ requests to resolve financial data issues;
  • Proper receipting of goods and services and establishment of accruals in coordination with the UNDSS Procurement and HR;
  • Liaise with OCHA, CHF and donors on the CAP process administration for UNDSS projects;
  • Manage and administer the UNDSS budget by guiding the CSA/DCSA on budgetary allocations for all payments raised in ATLAS, reviewing the monthly expenditure reports;
  • Identify areas for improvement in the management and use of the budget;
  • Prepare programme budget estimates and budgets on an annual and bi-annual basis or as required with particular attention to the specific requirements of various donors;
  • Provide financial analysis of the programme and projects’ budgets and expenses for the programme and projects’ management;
  • Monitor programme budget’s implementation and ensure that expenditures are within the approved budget allotments and in conformity with UNDP financial rules, regulations and procedures;
  • Draft all financial management related correspondence for the programme;
  • Advice the CSA and DCSA on the Mid-year-Review as or when requested in relation to funding status as per yearly ASL;
  • Provide regular monitoring of expenses and submit financial report to CSA, DCSA, HQ and to donors as per the schedules;
  • Undertake analysis of expenditure reports and alert the DCSA on factors such as slow or rapid disbursements against the work plans.

Ensures proper UNDSS cash management functioning focusing on achievement of the following results:

  • Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application;
  • Alternate to Finance Analyst as primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishment. May serve as member of bank signatory panel upon decision of Resident Representative;
  • Timely preparation of monthly cash flow forecast for use by Operations Manager of DSS;
  • Alternate as cashier for cash disbursements made on site.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization of training for the operations/programme/projects staff on financial management;
  • Synthesis of lessons learnt and best practices in financial management;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall CO efficiency in financial resources management and success in implementation of operational strategies.  Accurate analysis and presentation of financial information enhances UNDP’s credibility in use of financial resources and proper financial process management. The information provided facilitates decision making of the management.

Qualifications et expériences requises

Education:         

  • Completion of Secondary Education, with specialized certification in Accounting and Finance;
  • University Degree in Finance, Business or Public Administration desirable, but it is not a requirement;
  • Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

Experience:      

  • 7 years of progressively responsible finance and accounting experience is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems and ERP financials, preferably PeopleSoft;
  • Knowledge of IPSAS and/or IFRS required.

Language:      

  • Fluency in in English (Both Oral and written).
