Historique

The Gender-Responsive Budgeting Project was initiated in 2012 by UN Women, jointly with UNDP and Sabanci University, as a UN Joint Programme (UNJP). The UNJP is implemented in cooperation with the Ministry of Internal Affairs, Ministry of Family and Social Policies, Ministry of Education, and Union of Municipalities of Turkey. The donor of the Programme is the Sabanci Foundation. The project will end in September 2015.

The overall purpose of the UNJP is to accelerate the implementation of gender equality commitments at local level and contribute to development of sustainable capacities to promote, protect and exercise women’s rights and contribute to gender equality in various areas of life.

The GRB project aims to improve the capacities of local administrations, local women’s CSOs (including Citizens’ Assemblies, Women Assemblies), and Women’s Studies Units of Universities in 11 provinces (Aydin, Çanakkale, Edirne, Erzincan, Eskisehir, Gaziantep, Kahramanmaras, Kastamonu, Kayseri, Kocaeli, and Ordu) to analyse, develop, and monitor local development plans using gender-responsive budgeting skills, knowledge, and tools.

Despite many important results achieved under the project, gender responsive budgeting and planning is still nascent in Turkey, and making it common practice will require long-term, systematic investment. To achieve this aim, UN Women aims to develop a comprehensive GRB Programme, which will be implemented in both local and central governments in cooperation with CSOs and women studies centers of universities.

To address this issue, UN Women wishes to hire an international consultant to assess the current project and develop a project document for Phase II.

Devoirs et responsabilités

The international consultant will report to the UN Women Programme Specialist at the Europe and Central Asia Regional Office [RO] in Istanbul and will work in consultation with the UN Women National Project Coordinator for the GRB project in Ankara, as well as with colleagues from the Policy and Programme Divisions at UN Women HQ in New York.

Specific Tasks and Responsibilities:

Needs Assessment:

  • Prepare an inception report which outlines the methodology and detailed work plan [with milestones and timeline] for conducting the needs assessment and preparing a project document together with the national consultant;
  • Undertake a desk review of relevant documents, including the reports prepared within the current GRB project carried out by UN Women;
  • Provide guidance and inputs to the national expert hired for the same assignment for conducting a mapping study of relevant stakeholders at the local and central level, including ministries of finance, interior, development as well as gender machinery;
  • In cooperation with the national consultant, identify entry points for gender responsive budgeting at central level, and assess the capacities of relevant public institutions/officials to develop tailor-made training programmes;
  • In cooperation with the national consultant, identify pilot provinces which have a high potential to implement further gender responsive budgeting works at their localities;
  • In cooperation with the national consultant, identify roles of women’s organizations at central and local levels to initiate and implement gender responsive planning and budgeting process at different levels, as well as their needs in order to assume these roles;
  • Finalise the needs assessment by integrating the feedback and comments of the aforementioned UN Women colleagues.

Programme Document:

  • In close collaboration and consultation with the UN Women PO, RO, and HQ, and based on the need assessment and in line with UN Women’s mandate as detailed in the UN Women Strategic Plan [2014-2017], identify the priority area of intervention, including the project’s “Theory of Change” and validate it with the ECA RO
  • Draft the ProDoc; the ProDoc will follow the programme formulation guidelines detailed in UN Women’s Programme and Operations
  • Together with the national consultant, share the draft ProDoc with aforementioned key stakeholders and partners for their feedback and comments in meetings and interviews which will be held in Ankara
  • Share draft ProDoc with the aforementioned UN Women colleagues for their feedback and comments
  • Based on the feedbacks and comments and following consultations, finalise the full-fledged project document.

Assignment Deliverables:

Task 1:

Time-frame:

  • 17-24 August (home-based) 3 working days

Task 2:

  • Provide guidance and inputs to the national expert hired for the same assignment for conducting a mapping study of relevant stakeholders at the local and central level, including ministries of finance, interior, development as well as gender machinery;
  • In cooperation with the national consultant, identify entry points for gender responsive budgeting at central level, and assess the capacities of relevant public institutions/officials to develop tailor-made training programmes;
  • In cooperation with the national consultant, identify pilot provinces which have a high potential to implement further gender responsive budgeting works at their localities;
  • In cooperation with the national consultant, identify roles of women’s organizations at central and local levels to initiate and implement gender responsive planning and budgeting process at different levels, as well as their needs in order to assume these roles;
  • Finalise the needs assessment by integrating the feedback and comments of the aforementioned UN Women colleagues.

Deliverable:

  • Final needs assessment report, including a stakeholders’ mapping study and recommendations with entry points for GRB initiatives at central level and scaling up interventions at local level (maximum 20 pages without Annexes)

Time-frame:

  • 25 August – 4 September (home-based)7 working days.

Task 3:

  • In close collaboration and consultation with the UN Women PO, RO, and HQ, and based on the need assessment and in line with UN Women’s mandate as detailed in the UN Women Strategic Plan [2014-2017], identify the priority area of intervention, including the project’s “Theory of Change” and validate it with the ECA RO

Deliverable:

  • 5-6 pages summary report on priority area of intervention, including the project’s “Theory of Change”

Time-frame:

  • 4-6 September (home based)2 working days.

Task 4:

  • Draft the ProDoc; the ProDoc will follow the programme formulation guidelines detailed in UN Women’s Programme and Operations.
  • Together with the national consultant, share the draft ProDoc with aforementioned key stakeholders and partners for their feedback and comments in meetings and interviews which will be held in Ankara.
  • Share draft ProDoc with the aforementioned UN Women colleagues for their feedback and comments

Deliverable:

  • Draft ProDoc

Time-frame:

  • 7-30 September (5 days in Ankara; 3 days home based) 8 working days.

Task 5:

  • Prepare a full-fledged project document.

Deliverable:

  • Final  Prodoc (maximum 20 pages, without Annexes)

Time-frame:

  • 1-15 October (home based) 4 working days.

Task 6:

  • Preparation of a mission report.

Deliverable:

  • Mission reports (3-5 pages).

Time-frame:

  • 16-17 October (home based) 1 working day

Qualifications et expériences requises

Education:

  • Master’s degree in Economics, Public Finance Management, Public Administration, City Planning, Urban Design and Local Governments, Gender Studies, or related fields.

Experience:

  • Practical experience in research and analysis
  • Minimum of 5 years of experience in result based project planning and formulation;
  • Minimum of 3 years of experience in the field of gender-responsive planning and budgeting;
  • Minimum of 3 years of experience working with international stakeholders;
  • Strong record of experience in providing capacity development on gender equality;

Language:

  • Written and oral proficiency in English is required; knowledge of Turkish is an advantage.

  • Cover Letter including brief information about which of your previous experiences makes you the most suitable candidate for the advertised position;
  • Financial Proposal (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum amount (daily rate and number of anticipated working days, travel tickets, per diems and any other possible costs);

Payment Schedule:

20% of the amount specified in the Financial Proposal will be disbursed upon signing of the contract, 40% upon submission and acceptance by the ECA RO of the needs assessment and the remaining 40% upon submission of the project document and certification by the UN Women Programme Specialist at the Istanbul RO.

Evaluation of Applicants:

International consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical criteria and evaluation– 70 % of total evaluation:

Criterion A – Relevant education (Max points: 15)

Criterion B – Language skills (Max points: 10)

Criterion C – Relevant Experience (Max 75 in total for all of the following criterion):

  • Practical experience in research and analysis (Max 15 points)
  • Minimum of 5 years of experience in result based project planning and formulation (Max 15 points)
  • Minimum of 3 years of experience in the field of gender-responsive planning and budgeting(Max 15 points)
  • Minimum of 3 years of experience working with international stakeholders (Max 10 points)
  • Strong record of experience in providing capacity development on gender equality (Max 15 points)

Only candidates who have obtained at least 70 % of the points under the technical evaluation will qualify to be considered in the financial evaluation round.

Financial evaluation – 30 % of total evaluation

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.
