Under the leadership of the UNDG Chair, and with the guidance of the UNDG, the overall objective of the United Nations Development Operations Coordination Office (DOCO) is to support the Strategic Priorities of the UNDG, and related coordination goals, and to meet DOCO’s responsibilities under the Management and Accountability system, in furtherance of the QCPR framework.

DOCO supports the UNDG at all levels to better support national partners in meeting the MDGs/IADGs and other critical national development priorities, specifically, the UNDG and its Advisory Group at Headquarters, Regional UNDG Teams, and RCs and UNCTs. In carrying out its responsibilities, DOCO works closely with other UN entities and stakeholders and through various interagency mechanisms.

The UNDG Human Rights Working Group was established in 2009 at the request of the Secretary General. This mechanism aims to bolster system-wide coherence, collaboration and support to Resident Coordinators and United Nations country teams, so that they can better provide support to Member States to strengthen national capacity for the promotion and protection of human rights.  The secretariat of the Working Group is located in DOCO.

Under the general direction and overall guidance of the Policy Specialists of the DOCO Human Rights Team, the intern will support the work of DOCO’s Human Rights Team, in line with the UNDG Strategic Priorities and the UNDG Human Rights Working Group’s 2015-2016 work plan.

Devoirs et responsabilités

The key result expected is support in the preparation of a report on a cohort analysis of the application of the human-rights based approach (HRBA) in UN Development Assistance Frameworks (UNDAFs) as directed by the Policy Specialists of DOCO’s Human Rights Team through research, analysis, and writing and other support as needed.  Specifically, the key activities of the intern will involve the following:

  • Conducting research on the application of the HRBA in UNDAFs of the 2010-2015 cohort, particularly in terms of the design, implementation, reporting, and monitoring and evaluation phases of the UNDAF programming process;
  • Preparing parametric and non-parametric comparative statistics based on the UNDAFs of the 2010-2015 cohort in terms of human rights mainstreaming, and capturing best practices;
  • Contributing to the compilation of information from the IMS results, the 2014 UNDAF Desk Reviews, and other sources, to complement the analysis on the application of the HRBA in UNDAFs;
  • Assisting the Human Rights Team in writing a report on the application of the HRBA in the UNDAFs of the 2010-2015 cohort;
  • Supporting DOCO’s Human Rights Team and the UNDG Human Rights Working Group in the preparation of the upcoming inter-agency workshop on HRBA (October/November);
  • Other tasks as requested by the Policy Advisor.

Qualifications et expériences requises

Education:

  • Currently enrolled in Masters programme in human rights, international relations, political sciences or related field.

Experience:

  • Demonstrated experience in understanding of the UN work at country level, particularly with regard to the delivery of UN development assistance;
  • Understanding of the application of human rights norms and principles to development programming and policy
  • Exposure to, the different mandates of UN agencies funds, and programmes;
  • Demonstrated experience, part or full-time, paid or volunteer, in human rights, development programming, or related fields of social development, development, research, and policy development;

Language:

  • Strong writing and speaking abilities in English;
  • Proficiency in French or Spanish.

Conditions:

  • UNDP internship programme does not provide a salary or remuneration for the internship;
  • All the expenses connected with the internship will be borne by the intern, sponsoring Government or institution;
  • UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship;
  • The intern is responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;
  • Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship or for six months immediately following the expiration date of internship;
  • The intern must provide proof of enrollment in health insurance plan;
  • Interns are not staff members and may not represent UNDP in any official capacity;

Only those students who will return to their studies upon completion of their internship assignments are eligible.
