UN Women Mission Statement

UN Women is the UN Entity for Gender Equality and the Empowerment of Women, dedicated to advancing gender equality and women’s human rights globally. Organizational Context

UN Women Afghanistan delivers its programme through three thematic Pillars, to ensure greater cohesion between the program areas, namely:

  • i) Elimination of Violence Against Women (EVAW) Pillar;
  • (ii) Economic and Political Empowerment Pillar; and
  • (iii) Coordination and Advocacy Pillar. This consultancy falls within the EVAW Pillar.

The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, parliamentary bodies, and civil society, with the implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS), specifically within the areas of legal protection, rule of law and women’s human rights. The Pillar builds on partnerships developed with MoWA, other line ministries, local government entities in the justice, interior, social protection and health sectors, NGOs and community-based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context.

UN Women is supporting variety of partners including the Ministry of Women’s Affairs and the civil society organizations through the EVAW Special Fund as a mechanism to channel financial and technical support towards ending violence against women with provision of financial and technical support. To improve the quality of the work of the EVAW Special Fund UN Women recently conducted an evaluation of the program which resulted in a number of recommendations.

Objective and purpose

In follow up to the results of the external evaluation of EVAW Special Fund, UN Women is planning to engage services of an international consultant to help UN Women ACO and its EVAW Pillar to address the findings and recommendations made in the evaluation report in a comprehensive and systematic way. This consultancy should help UN Women in addressing key priority areas and approaches on how to improve the quality of the services provided as part of the EVAW Special Fund to the beneficiaries of this initiative.  Using this exercise as a foundation, the Consultant will also train other ACO staff in establishing baselines and conduct M&E in a participatory and inclusive manner, bringing Responsible Partners and beneficiaries into the processes.

Description of responsibilities, deliverables and timeframes

Summary of key functions

Under the direct supervision of the EVAW Pillar Manager, and the overall guidance of the ACO Senior Management as well as in consultation with key stakeholders including the Ministry of Women’s Affairs, UN Agencies, donor community, the Afghan civil society, clients of Women Protection Centers, and other beneficiaries, the International Consultant will be responsible for facilitating the process of capacity development and as well as systems revisions leading to a more efficient operations of the EVAW special fund. The consultant will also focus on strengthening the M&E systems at all levels starting with UN Women ACO and Responsible Partners. He/she will develop mechanisms for participatory M&E which will systematically include and address views of primary beneficiaries. The consultant will work with the UN Women ACO team to strengthen its planning, implementation, monitoring and substantive reporting capacities. He/she will also lead the development of the M&E strategy for the ACO team to ensure that ACO team is equipped with tools and skills for pro-active M&E, capturing qualitative and quantitative results, capturing and communicating human interest stories as part of reporting to donors and other audiences.  In addition, the consultant will revisit the ACO workflows, planning and reporting templates with Responsible Partners to make sure that RPs are also equipped with new tools for measuring and reporting results. Specific measures will also be developed to ensure that views and feedback from beneficiaries are taken into account when new grants are being developed for funding by the EVAW Special Fund. He/she will be supported by the EVAW team in UN Women Afghanistan Country Office.

Scope of Work:

Functional assessment of the EVAW Special Fund Advisory Board:

  •  Review the existing Standard Operating Procedure (SOP) of the EVAW Special Fund in comparison of the similar mechanisms of fund in other countries as well as globally and in line with the findings and recommendations of external evaluation of EVAW special fund;
  • Consult with the members of EVAW Special Fund Advisory Board, UN Women staff and the beneficiaries of the EVAW special fund on the role and function of the advisory board;
  • Develop Theory of Change (TOC) for the EVAW Special Fund, in consultation with EVAW SF Advisory Board, UN Women, civil society and Governmental partners;
  • Support development of mechanisms to ensure participation of civil society and direct beneficiaries in the design and planning of EVAW Special Fund activities; addressing the needs to identify and engage with new partners;
  • Revise the EVAW SF SOP to reflect the EVAW SF evaluation recommendations.

Deliverables:

  • Initial desk review completed. A work plan for the assignment developed and endorsed by the ACO management. A compilation of recommendations and good practices from other countries prepared and shared with ACO;
  • EVAW SF SOP revised and approved by ACO management and the EVAW SF Advisory board;
  • Theory of Change for EVAW SF developed, including development of a log frame with indicators, annual targets and where possible baseline data.

Timeframe:

  • 30 work days (10 days in country and 20 days home base).

Develop plan for conducting high-quality baseline assessments:

  • Review the EVAW SF grant recipient applications, baseline and M&E approaches, including 3rd party monitoring process to identify gaps and recommend how to improve the system;
  • Develop tools and guidelines on how to capture soft results and establish baselines;
  • Train UN Women staff and the staff of its Responsible Partners on how to establish baselines as well as on monitoring approaches;
  • Advise UN Women on how to help grant recipients implement their projects in a manner that strengthens the right of participation among target groups as agents of change, informed participants, and valuable rights-holders;
  • Review monitoring tools developed by UN Women and suggest revisions to improve the quality;
  • Advise on strengthening the M&E systems at all levels starting with UN Women ACO and Responsible Partners;
  • Develop mechanisms for participatory M&E which will systematically include and address views of primary beneficiaries;
  • Strengthen ACO’s planning, implementation, monitoring and substantive reporting capacities;
  • Lead the development of the M&E strategy for the ACO team to ensure that ACO team is equipped with tools and skills for pro-active M&E, capturing qualitative and quantitative results, capturing and communicating human interest stories as part of reporting to donors and other audiences;
  • Revisit the ACO workflows, planning and reporting templates with Responsible Partners to make sure that RPs are also equipped with new tools for measuring and reporting results. Deliverables:

  • Produce a report highlighting the M&E approaches of EVAW SF grant recipients and recommendations for improvement of the RPs M&E system;
  • Develop new EVAW SF M&E Strategy and Tools;
  • Training on M&E and developing baseline conducted for EVAW Pillar and EVAW SF RPs staff;
  • Develop M&E and reporting strategy and guideline for ACO.

Time Frame: 27 days (in country)

  • Develop effective Communications Plan for EVAW Special Fund;
  • Review current mechanisms of communication within the EVAW SF; with its partners, as well as between EVAW Special Fund projects and other projects and agencies involved in the EVAW response;
  • Consult with EVAW Special Fund partners as well as other stakeholders in the area of EVAW and identify potential areas of gaps and approaches to address the gaps;
  • Assess potential areas of collaboration and support with regard to Knowledge Management and production of knowledge products that could facilitate better communication on EVAW related issues among the partners;
  • Develop a Communication Plan for the EVAW Special Fund.

Deliverables:

  • EVAW Special Fund Communication Plan developed.

Time Frame:

  • 7 days (in country).

4.Final report on the work conducted including finalized version of all documents produced.

Deliverables:

  • Prepare the Final report on the work conducted with recommendations on operationalization of new approaches and action points with timelines.

Timeframe:

  • 5 work days (Home based).

Administrative arrangement:

  • The Consultant will be based at the UN Women Country Office in Kabul, with possible travel to the provinces;
  • The consultancy shall commence as soon as possible for the total of 69 working days;
  • The contract payments will based on the submission of satisfactory deliverables to the ACO.

Key Deliverables:

  • A work plan for the assignment developed and endorsed by the ACO management;
  • Revised SOP approved by ACO and the EVAW SF Advisory Board;
  • EVAW SF Theory of Change;
  • Revised Monitoring and Evaluation Strategy and tools for UN Women ACO;
  • Guidelines/ training material on developing M&E frameworks for RPs, including how to collect qualitative and quantitative baseline data, identify soft indicators, and ensure continuous monitoring and results capturing;
  • Compile good practices from other countries and share with ACO;
  • Develop the EVAW Special Fund Communication Plan;
  • Prepare the Final report on the work conducted with recommendations on operationalization of new approaches and action points with timelines.

Timeframes and Institutional Arrangements

  • The consultant will be engaged for a maximum of 69 working days.

He/she must submit the following documents/information to demonstrate her/his qualifications:

Cover letter:

  • (Not more than 450 words) explaining their suitability for the work and a brief description of approach to work/methodology.

Financial proposal:

  • Indicate fee per day tied to each deliverable as well as travel cost by most direct and economic route (return ticket);
  • Signed P11 including past experience in similar projects and at least 3 references.

Financial Proposal:

  • The contract is based on fees per day tied to satisfactory achievement of deliverables (and not number of days) as per the scope of assignment identified in the TORs.  Payments will be made upon receipt of satisfactory deliverables, certified by supervisor and approved by the Country Representative.

Compétences

  • Excellent analytical, facilitation and communication skills; ability to negotiate with a wide range of stakeholders;
  • Ability to work under pressure, to follow deadlines and handle numerous tasks simultaneously;
  • Proven ability to liaise with myriad stakeholders and partners, including government, civil society, international organizations and grassroots organizations;
  • Commitment to upholding the organizational values and principles of UN Women;
  • Demonstrated sensitivity, discretion, tact and courtesy in relation to gender equality and women’s rights, development principles and projects.

Qualifications et expériences requises

Education:

  • Master’s Degree in social development, gender, or other related social science related fields.

Experience:

  • Minimum 7 years of relevant professional experience in conducting community assessments, project formulation, and knowledge of gender, GBV and the impact of conflict on women;
  • Knowledge of EVAWG international frameworks and EVAW country level programming;
  • Expertise in gender equality and women’s empowerment. Experience with VAW prevention work;
  • Prior experience in gender analysis;
  • Experience in countries of a similar context as well as previous experience in a similar role with the government, civil society and/or UN;
  • Experience in Afghanistan will be an additional asset;
  • Strong experience and knowledge of human rights issues, the human rights based approach to programming;
  • Strong experience in Monitoring and Evaluation.

Language:

  • Professional fluency in English (written and oral);
  • Knowledge of Dari and/or Pashto an asset.
