Guinea has faced, in the past decades, acute social and political tensions between the Government, political parties, civil society organizations and the population.

In this context, the United Nations system has been actively involved to support peacebuilding efforts. Guinea has received support from the Peacebuilding Fund since 2007, and since February 2011, Guinea is also one of the six countries on the agenda of the Peacebuilding Commission. Two Peacebuilding Priority Plans were approved in 2009 and 2011, with a recent second phase of the 2011-13 Priority Plan was approved in December 2013. The three priority areas of the Peacebuilding Plan are Security Sector Reform, National reconciliation and Women and youth employment.

In addition, Guinea is one of the countries recipients of the “Gender Promotion Initiative” (GPI), a special funding window opened by PBF in 2010 to support peacebuilding projects focused on women’s empowerment and gender equality. Phase 1 of the GPI  funding has allowed innovative work on the integration of gender and fight against gender-based violence in the on-going security sector reform process.   These efforts urgently need to be consolidated to reach long-lasting impact of the current activities, especially since funding under GPI2 has just been secured to continue this work.

The Gender & Peacebuilding Specialist, located in the Peacebuilding Secretariat, will provide leadership, strategic advice and technical expertise to the United Nations Country Team to enhance gender-responsive peacebuilding in Guinea.  S/he will ensure the integration of gender equality and women’s empowerment throughout the work of the Peacebuilding Fund and Peacebuilding Commission in Guinea, engage women's civil society groups to participate in peacebuilding; and work closely with UNDP and women's groups in Guinea to ensure that the security sector reform process including transitional justice as well as conflict prevention in relation to the upcoming electoral process fully integrate the promotion, protection and participation of women.

The Specialist will work in synergy with UN agencies and other development partners contributing to gender related activities, including participating in the UNCT, Gender thematic Group and all working groups related to SSR, justice reform and conflict prevention. The Specialist will have a matrixed reporting line to the Resident Coordinator and the UNDP Country Office Director, and will also work in close coordination with UN Women.

The Gender and Peacebuilding Specialist will have the following responsibilities:

Provides Strategic Policy advice and Coordination on gender-responsive peacebuilding for the United Nations Country Team (UNCT) focusing on the achievement of the following results:

  • Provide strategic advice and technical guidance to members of the Guinea UNCT; through the integration of the women’s empowerment and gender equality dimension in the UN peacebuilding portfolio in Guinea;
  • Strengthen the integration of women's perspectives and gender analysis into UN and national peacebuilding planning frameworks;
  • Provide technical expertise to ensure that all submissions to PBF are gender responsive, in particular those targeting the three Government identified priority areas: security sector reform, youth and women's employment, and reconciliation;
  • Lead awareness raising efforts within the UNCT and national partners of the importance of women's role in peacebuilding, highlighting practical recommendations for integrating women into all areas of peacebuilding;
  • Advocate for and provide technical guidance on the integration of women's perspectives and gender analysis into PBC engagement in Guinea;
  • Monitor and evaluate gender outcomes/outputs of peacebuilding efforts, analyze findings and share with strategic stakeholders;
  • Build capacities of UNCT on gender-responsive peacebuilding;
  • Liaise with key gender/GBV actors to strengthen inter-agency, multi-sectorial gender/GBV coordination groups at national level;
  • Lead the technical support in developing and implementing a multi-sectorial and coordinated gender/GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation
  • Facilitate the review and approval of agreed-upon Standard Operating Procedures and other related policies and practices;
  • Facilitate South-South and regional cooperation on gender-responsive peacebuilding.

Provide technical expertise on the development of gender-responsive peacebuilding (UNDP) programmes, focusing on the achievement of the following results:

  • Coordinate the PBF-supported Gender Promotion Initiative project (GPI2) and ensure the project is anchored in the implementation of the broader SSR strategy by leading efforts to integrate gender equality and women’s empowerment in the on-going security sector reform;
  • Provide technical assistance to the Gender Units that will be established in the Ministries Defense, Justice and Interior Protection in the framework of GPI2;
  • Substantively contribute to integrate gender equality and women’s empowerment in the justice reform process as well as national reconciliation processes;
  • Link up with UNDP/BPPS   programming and contribute to the establishment of gender-responsive early warning mechanisms and the National Conflict Prevention Strategy.

 Build partnerships and Strengthen Capacities of National Women's Organizations (UN Women & UNDP):

  • Strategically engage with grassroots women's civil society organizations (including private sector organizations) and advocate to implement the Secretary-General's report on women's participation in peacebuilding. This will be done through increasing their influence in shaping national peacebuilding plans, reconciliation processes, strategies and financing mechanisms; through network development, development of oversight bodies, capacity development and support to the development of national and international advocacy platforms;
  • Technically assist women’s civil society organizations to be fully engaged in the forthcoming electoral process, especially in capitalizing their prevention role based on the electoral monitoring mechanism established during the 2013 legislative elections;
  • Facilitate 'Open Days' between UN senior leaders and women peacebuilders on their priorities for peacebuilding;
  • Undertake frequent field missions and meetings with national CSOs.

Facilitates knowledge building and knowledge sharing, focusing on the following results:

  • Identification and formulation of lessons learned and recommendations on gender responsive peacebuilding to be integrated in the broader UNCT programmes;
  • Contributions to knowledge networks and communities of practice;
  • Organisation and conduct of training  courses gender responsive peacebuilding.

Impact of results

Key impact of result will include optimal mainstreaming of gender responsive peacebuilding across all UNCT programmes and PBF supported programmes as well as effective coordination and implementation of the PBF supported GPI Project. This position will be also critical to ensure the building of the capacities of national and international partners to mainstream gender responsive peacebuilding in national (governmental and NGOs) peacebuilding programmes.

Qualifications et expériences requises

Education:

  • A Master's degree (or equivalent) in social sciences, political science, international affairs, international development studies, gender/women's studies, human rights or a related technical field.

Experience:

  • At least seven years relevant experience in the field of gender and peacebuilding;
  • Knowledge of and country experience in conflict and post-conflict situations;
  • Experience engaging in results oriented in-country capacity development;
  • Experience supporting women's organizations in conflict and post conflict situations is desirable;
  • Experience working within the UN and familiarity with the UN peacebuilding architecture an advantage;
  • Proven experience and results in providing high quality technical support on gender and peacebuilding;
  • Professional project management, monitoring and evaluation experience.

Language:

  • Fluency in French and English is required.
