UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Within the overall context of UN Women’s Strategic Plan for India and Bhutan, UN WOMEN MCO in New Delhi under the Governance Programme is implementing three year project, “Gender-responsive governance leading to better outcomes for women based on improved access to their rights and entitlements”, the programme will support central governments of India and Bhutan and at the state level in India. The project is aimed to strengthen the capacities of governance institutions to better leverage opportunities created for Gender Equality and Women’s Empowerment through legislation, policies and programmes.  The project will advance this objective by supporting civil society participation as well as government transparency and accountability for gender responsive governance.

 The focus of the programme is to:

  • Develop a body of evidence to inform and enhance the capacity of governance institutions to leverage opportunities created through legislation, policies and programmes;
  • Pilot test gender responsive implementation of flagship schemes to inform policy change on mainstreaming gender issues;
  • Strengthen the capacity of national and state level government institutions to deliver on international and national commitments on women’s rights and gender equality.

The outcomes for the three year project (2015 – 2018) are:

  • Outcome 1: Enhanced accountability and transparency of governance institutions to ensure gender responsive design and  implementation of legislation, policies and programmes;
  • Outcome 2: Strengthened implementation of Normative Frameworks  for gender equality at the international, national and sub-national levels thereby enhancing government accountability.

Under the overall guidance and direct supervision of UN Women Deputy Representative, the National Programme Specialist for the Governance Programme will lead the project “Gender-responsive governance leading to better outcomes for women based on improved access to their rights and entitlements”. S/he will advise the senior management on national and regional policies on gender & governance. The National Programme Specialist will provide analysis for formulation of strategies on governance issues to the senior management. S/he will work closely with government counterparts both at central and state level, civil society organizations specifically in India and the MCO region to support, policy advocacy and trainings, coalitions and lobbying for strengthening the capacity of elected women representatives, and addressing the legal and policy commitments towards women’s political participation in India & Bhutan.

The National Programme Specialist will lead a team of experts, international and national consultants and project staff. The National Programme Specialist will maintain a network with colleagues from UN Women in the multi country offices, UN Agencies, government officials, multi-lateral and bi-lateral donors and civil society.

Summary of Key Functions:

  • Ensuring the strategic direction of UN WOMEN’s Governance Programme;
  • Management of the Programme and supervision of the Programme team;
  • Strategic partnerships and support to resource mobilization;
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management.

As a member of the MCO management team, ensures the strategic direction of Governance Programme focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of SP, AWP, UNDAF and other documents;
  • Identification of strategic programme areas of cooperation;
  • Operationalization of UNDAF/SP in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming;
  • Analysis and presentation of UN WOMEN’s policies and their implementation in the MCO;
  • MCO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

Ensures effective management of the Governance Programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the  following results:

  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Design and formulation of MCO programme within the area of responsibility, translating UN WOMEN priorities into local interventions. Coordination of programme implementation with the executing agencies;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the  programme, tracking use of financial resources in accordance with UN WOMEN rules and regulations
  • Effective monitoring, measuring the impact of the MCO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
  • Effective management of the Programme Team;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports;
  • Organization of cost-recovery system for the services provided by the MCO to projects in close collaboration with Operations Manager.

Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Management Support and Business Development Team  focusing on achievement of the following results:

  • Implementation of the MCO partnerships and resources mobilization strategies to achieve programme outcomes;
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc;
  • Determination of programmatic areas of cooperation, based on strategic goals of UN WOMEN, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Ensures provision of top quality advisory services and facilitation of knowledge   building and management  focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme.

Any other duties assigned by the Representative and/or Deputy Representative.

Qualifications et expériences requises

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language:

  • Fluency in English and working knowledge of the national language of the duty station.
