UNDP Libya, based at Tunis - Tunisia is seeking a qualified and motivated international consultant under “Immediate Assistance to the Libyan Political Dialogue and Government of National Accord” initiative of UNDP Libya. The consultant will work under the supervision of Project Manager, with technical guidance provided by the Chief of the UNSMIL Women Empowerment Section. The consultant will support the chief of the UNSMIL Women Empowerment Section on the strategy and implementation of support to the role of Libyan women in the Libyan political dialogue process, preparation of policy briefs on woman’s track political dialogue meetings, technical advice to women’s participants in the political dialogue and preparation of reports on outcome of women's track political dialogue meetings.

Devoirs et responsabilités

Under the supervision of the deliverables of actions, the project manager, with technical guidance provided by the Chief of the UNSMIL Women Empowerment Section, the Consultant will perform the following duties:

  • Support the Chief of the UNSMIL Women Empowerment Section on the strategy and implementation of support to the role of Libyan women in the Libyan political dialogue process;
  • Contribute to the organization and preparation of four women's track political dialogue meetings;
  • Draft four policy briefs on women, peace and security to feed into the women's track dialogue meetings (one per meeting);
  • Provide technical advice to women participants in the political dialogue;
  • Provide facilitation support to four women's track political dialogue meetings;
  • Provide training on UNSCR 1325 during four women's track political dialogue meetings;
  • Prepare four reports on outcome of women's track political dialogue meetings (one per meeting);
  • Contribute to UN reporting on UNSCR 1325 within the context of Libya;
  • Perform any other tasks deemed necessary for the implementation of the assignment including logistic support.

Qualifications et expériences requises

Education:

  • Advanced university degree (Master's) in political science, conflict resolution, gender studies or other relevant thematic area.

Experience:

  • At least 5 years of experience working on gender and conflict, women, peace and security, including relevant field experience, especially in crisis or post-conflict settings;
  • Technical knowledge of gender issues relating to mediation and/or dialogue processes, women and conflict (UNSCR 1325);
  • Proven advisory and advocacy experience and track record of engaging with stakeholders regarding women and peace;
  • Proven intellectual and practical capacity to understand and interpret national and local development and political issues, particularly in recovery situation/post crisis settings;
  • Track records of facilitation skills;
  • Proven records of writing skills;
  • Excellent drafting and formulation skills.
  • Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system, including SharePoint;

Language:

  • Excellent spoken and drafting skills in both Arabic and English
