The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting for the Monitoring and Evaluation Specialist following position in the South Sudan Country Office.

Under the guidance and supervision of the UNFPA Representative, the Monitoring and Evaluation (M&E) Officer will be responsible for the coordination and operationalization of results-oriented monitoring and evaluation. The M&E Officer will have a key role in improving the quality and results orientation of UNFPA-supported policy and programme interventions and in developing institutional and national capacity in monitoring and evaluation. He/she will work closely with the component leads and the entire country office team and national counterparts to ensure M&E aspects are well internalized and applied. The M&E Officer will participate actively in M&E mechanisms established as part of the UNDAF and joint programming processes.

The Monitoring and Evaluation Officer maintains collaborative relationships with all programme and project staff as well as administrative and operations team of the CO.

Devoirs et responsabilités

  • Coordinates efforts to establish a results-oriented monitoring and evaluation culture within the country office, and to build the capacity of staff and national counterparts in reporting, monitoring and evaluation;
  • In the context of UNFPA Business plan, UNDAF 2012-2015 and the CP framework, coordinates annual work plans monitoring, reviews and reporting;
  • Takes responsibility for the design and development of a fully-fledged results-oriented monitoring and evaluation system within the country office including: taking the lead in designing and establishing a results-based information management system associated to the output and outcome indicators contained in the Results Framework and the Monitoring and Evaluation Framework (M&EF); directly supervising the CPAP’s Monitoring and Evaluation Plan; and leading the process of drafting the Office’s Evaluation Plan;
  • Plays a central role in leading the process of updating and adjusting (whenever relevant) the Results Framework and the Monitoring and Evaluation Framework (M&EF) with inputs from Office’s personnel and by means of consultations with relevant partners. She/he will also make sure that the CPAP’s M&E Plan is yearly reviewed and adjusted;
  • Plays a leading role and coordinates the design and conduct of high quality evaluations in line with the methodology for conducting country programme evaluations developed by the Evaluation Branch;
  • Undertakes the quality assessment of the evaluation report to ensure its compliance with international professional standards in line with the Evaluation Quality Assessment methodology and template for CPE developed by the Evaluation Branch;
  • Ensures that evaluation findings and recommendations are used to improve programming and decision making;
  • Coordinates the contribution of the country office to the design and implementation of UNFPA’s Strategic Plan 2014-2017 including high quality and timely regional midyear and annual reporting and Country Office Annual Report which contributes to strategic plan results;
  • Identifies and participates in knowledge building networks and shares M&E approaches and tools with CO staff, national partners and consultants;
  • Collaborates closely with UN counterparts in the context of UNDAF to ensure the alignment, simplification and harmonization of planning, reporting, monitoring and evaluation. Represents the country office in monitoring and evaluation working groups in the context of the UNDAF and other national processes;
  • Identifies and uses experiential knowledge, research and evaluation findings to build a solid evidence base for UNFPA engagement in national policy dialogue and advocacy;
  • In collaboration with governmental, non-governmental and development partners identifies strengths and weaknesses in strategic planning, monitoring and evaluation systems and supports efforts to fill these capacity gaps;
  • Coordinates monitoring and evaluation activities with UNFPA regional office and headquarters as needed;
  • Represent country office in RBM/M&E related fora, at national, regional and global levels;
  • Ensures that all documents related to M&E are properly archived and are accessible both electronic and in print;
  • Establishes and maintains an M&E area on the UNFPA Country Office website.

Qualifications et expériences requises

Education:

  • Advanced degree in health, population, demography and/or other related social science field.

Experience

  • 5 years of  professional experience in the field of development and population activities, with experience in programme/ project management.

Language:

  • Fluency in English is required;
  • Knowledge of Arabic is desirable.
