South Sudan population is amongst the youngest in the world with estimation of 72% being under 30 years and is expected to grow as result of high fertility rate 6.7. South Sudan has the worst Maternal Mortality rate 2,054/100,000;Teenage pregnancy rate is 300/100,000; 16% of girl children are married before they are 15 years of age, and another 37% are married before the age of 18.

The UNFPA South Sudan office has been supporting youth programming in South Sudan with collaboration of the national ministry of culture youth and sports and Ministry of Health. The intervention used includes Youth Peer Education and provision of youth-friendly sexual and reproductive health services and HIV prevention among others. These interventions are designed to reach adolescents and youth who are among the high-risk groups in driving the HIV/AIDS epidemic.  Health services have difficulty in covering this group, because of their age, their engagement in marginal activities, and their reluctance to contact health services providers.

In the current humanitarian emergencies in South Sudan, family and social structures are disrupted; adolescents are separated from their families or communities, while formal and informal educational programmes are discontinued, and community and social networks have broken down. The loss of livelihood, security and the protection provided by family and community places adolescent at risk of poverty, violence and sexual exploitation and abuse (SEA) and their consequences.

Under the overall supervision of the Youth Cluster Coordinator, the programme assistance will assist in the planning, implementation, coordination, monitoring and evaluation of youth programmes. This includes, humanitarian response activities targeting young people in the POCs and IDPs settlement and ASRH programming.

Devoirs et responsabilités

  • Coordinate, implement, monitor and evaluation activities targeting young people and preparing weekly youth activities’ reports and assist in monthly, quarterly and annual reports on the related project;
  • Preparing monthly, quarterly and annual report on the related project followingthe guideline of the report template and be duty bound to mobilize resources, financial and otherwise from appropriate agencies;
  • Work with implementing partners to ensure timely submission of quarterly and annual financial and progress report;
  • Facilitates collection of information and data on youth-peer education and other relevant activities; analyzes for monitoring and evaluation purposes. Assists in developing projects’ financial and narrative reports;
  • Advocacy, media involvement and mobilizes resources for youth programming and initiates development and preparation of Youth News Bulletin, and contribute to UNFPA CO, Regional and Global Youth Newsletter;
  • Facilitates strengthening of the South Sudan National Y-Peer Network and improve coordination with State and County Y-Peer Networks;
  • Management of Y-PEER list-serves, generates forum discussions, updates it with new members and ensures distribution of relevant information, publications to all network members;
  • Advocate and Promote Y-PEER at national and state level; ensures greater representation of different NGOs and other institutions that work on youth sexual and reproductive health, HIV/AIDS/STIs prevention, and other youth related organizationin the Y-PEER Network;
  • Facilitate and assist UNFPA South Sudan Office in the selection process and recruitment of young people to participate at different youth-related activities both on national, regional and international level;
  • Processing and filing all project and Y-PEER related documentation, including official correspondence, requests for payments, financial records, project inventory, Y-PEER training database, etc;
  • Maintains regular contacts with institutions which conduct programmes on young people’s health, RH, HIV/AIDS prevention, etc, and coordinates UNFPA youth-related activities with them;
  • Undertakes other tasks that may be assigned by UNFPA in connection with the fulfillment of the above responsibilities.

Qualifications et expériences requises

Education:

  • Post-Secondary Level training in development related field but first level university degree would be desirable.

Experience

  • At least 6 years of relevant experience in programme/ project management;
  • Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures will be an asset.
  • Fully proficiency in computer-related applications (Word, Excel, PowerPoint).

Language:

  • Fluent in English;
  • Arabic is desirable.
