Historique

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women's rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is operational in Moldova since 2010 on the basis of former UNIFEM projects, which were laid and active in the country from 2007. It extended continuous support to the Government of Moldova, to key stakeholders from national and local levels, through various programmes and activities aimed at creating an enabling environment for gender equality, recognized as a prerequisite for sustainable development with a strong and active policy on gender equality.

UN Women is one of the 16 agencies present in Moldova and operate a Country Office, with Delegation of Authority staring with June 2014. UN Women Country office has been established in the Republic of Moldova to provide continuous support for the Government, UN and Civil Society to promote gender equality and women’s empowerment based on the four key strategic areas in Moldova: (i) Women lead and participate in decision-making at all levels, (ii) Women, especially the poorest and most excluded, are economically empowered and benefit from development, (iii) Women and girls live a life free of violence and (iv) Women Peace and Security and (v) Governance and national planning fully reflect accountability for GE commitments and priorities.

Currently, UN Women is implementing the following major projects: Project on Enhancing Women’s Political Representation (WiP), Gender Responsive Budgeting (GRB) as part of a regional project, Women Labor Migrant project, as part of a global project. The first project is implemented jointly with UNDP. These projects are implemented through close inter-coordination at the policy, institutional and local levels in Moldova. The coordination is ensured through joint weekly meetings, coordination and cooperation around the key actions that are supported by the country office team with respect to program and operations functions.

Moldova Country Office is at the mid-term stage of implementation of the its strategic plan covering the period 2014-2017. This entails number of key momentums, including the completion of current and starting of new programs, raising funds for the new areas of engagement and focus, and implementing new programs, including Women in Leadership and VAWG, GRB, Romani Women, work in Transnistria, Labor Migration, as well as capacity building of CSOs, including in the framework of the CSO Advisory Board.

During the Mid Term Review (MTR) of the Strategic Note (SN) UN Women was acknowledged as a proactive and high profile member of the United Nations Country Team (UNCT) and other inter-ministerial platforms, with a strong voice among development partners advocating for the rights of women and gender equality. The MTR has confirmed that the directions of work of UN Women in MDA are in line with country priorities, and as per revised SN UN Women will continue supporting UN concerted efforts on promoting gender equality and women’s empowerment, supplemented by work where UN Women has a clear comparative advantage: coordinating the work on GE and WHR, leading Civil Society Advisory Group, advancing introduction of temporary special measures and increasing women’s leadership and participation in decision making in public and private sectors, securing women’s access, especially from rural areas to productive resources and services, providing social protection to the most excluded groups of women such as Roma and disabled; leading UN agencies efforts for ending violence against women and girls, promoting and protecting rights of migrant women. In this respect the results are planned in the areas of Women in Leadership, Women’s Economic Empowerment, Eliminating Violence Against Women and Girls as well as policies, plans and budgets that are engendered.

The MTR also pointed to the need to have diversification of the agency team by staff with various backgrounds. Therefore, the existing organogram of the UN Women in Moldova was revised and changes operated for the implementation of the country programme for 2016-2017 and beyond, to move towards a programmatic approach. This implies a vision of three Portfolio Managers, each responsible for one Flagship Programme, one Women’s Human Rights Specialist/Lawyer, one Communications Specialist, and one M&E Specialist, and a Programme Associate as part of the CO’s structure. With the overall aim to support the implementation of the UN Women Moldova Strategic Note action plans and contribute to the fulfillment of the set milestones and results, UN Women is planning to hire a Programme Associate.

Devoirs et responsabilités

Under the supervision of the National Programme Officer/Programme Specialist and in close collaboration with UN Women Moldova staff, Programme Associate will be responsible to support timely and synergetic implementation of the UN Women Strategic Note and its action plans in line with the corporate guidelines, rules and regulations.

Summary of Key Functions:

  • Support in the formulation of Programme Strategies;
  • Programme Management Support;
  • Administrative and Financial Management Support to the Programme Unit;
  • Facilitation of Knowledge Building and Knowledge Sharing.

Support in the formulation of Programme Strategies:

  • Collect and present background information for the preparation of effective application of Results Based Management tools;
  • Provide support in drafting project documents, work plans, budgets, proposals on implementation arrangements, partners’ assessment, drafting minutes of the meetings, drafting agendas, Terms of Reference, concept notes;
  • Provision of guidance to the UN Women partner agencies and project teams on routine implementation of projects, tracking use of resources and quality control;
  • Provide support to the Programe Unit on projects’ management and oversight;
  • Assemble briefing materials and prepare power-point and other presentations for the programme unit;
  • Provide support in preparation of progress/annual reports by providing inputs to and collecting those form programme colleagues;
  • Provide support for preparation and conduct of audit of NGO projects, implementation of audit recommendations, if needed.

Programme Management Support:

  • Support the Programme Team in the implementation of the control mechanisms for development projects through monitoring of budget preparation and modifications;
  • Monitor the status of implementation of Project Cooperation Agreements with partners including timely submission of reports, proper control of the supporting documents for payments, etc.;
  • Support in preparation and clearance of Project Cooperation Agreement FACE forms and reports
  • Support the Programme team in the tracking and reporting on mobilized resources;
  • Assist UN Women CO in organizing GTG regular meetings, including, inter alia, planning the meetings, taking notes during the meeting and provide brief summaries of the discussion, maintaining communication with GTG members and assist with the 2016 Annual Work Plan development for the GTG;
  • Provide support in organizing CSAG planning retreat and regular monthly meetings, including by calling for the meeting, follow-w up with confirmations, putting together updates from the partners, drafting minutes from the meetings, follow-up with partners on the agreed next steps and collecting required info and resources, assist with the 2016 Annual Work Plan development etc.;
  • Support in organizing the meeting of Donors on Gender including drafting agenda and sharing it to the list of participants along with required resources and materials, etc.;
  • Assist UN Women in participating in sectorial coordination councils, especially in the area of Social Protection, economic/business development, IT, as well as inter-ministerial council on human trafficking and violence, Government Committee on Gender Equality, etc.

Administrative and Financial Management Support to the Programme Unit:

  • Provide administrative support to the implementation of CO initiatives, including on organizing consultations and supporting organization of other meetings, networking with partner, supporting documentation, etc.;
  • Provide support in following up with partners on joint initiatives;
  • Keeping track of all regular UN Women meetings and support the Programme Unit in the preparation for those;
  • Coordination of administrative processes for CO projects and initiatives (especially those without dedicated staff), including management of contracts, payments, deliverables, etc.;
  • Create requisitions in Atlas for development projects registers of goods receipt in Atlas;
  • Prepare cost sharing, and trust fund agreements, follow up on contributions within the CO resource mobilization efforts.

Facilitation of Knowledge Building and Knowledge Sharing:

  • Provide support in organizing capacity building and learning events with UN Women staff and partners;
  • Synthesis of lessons learnt and best practices in programme;
  • Sound contributions to knowledge networks and communities of practice, including egalitatedegen.md, Yammer groups, etc.;
  • Promotion of cross-practice collaboration, exchange of information and joint programming.

Perform any other duties as may be assigned by the management of the CO.

Impact of results

The key results have an impact on the overall UN Women CO efficiency in programme and success in implementation of Strategic Note. Accurate analysis and presentation of information enhances UN Women position as a strong development partner.  The information provided facilitates decision making of the management.

Qualifications et expériences requises

Education:

  • University degree in Business, Public Administration, Programme/Project Management, International Development, Human Rights or in the field of social sciences or other relevant field.

Experience:

  • Minimum of 5 years of experience with programmes/projects or related experience in development filed, including administrative;
  • Substantive knowledge of and experience on gender equality and women's empowerment will be considered a strong advantage;
  • Knowledge in the concept and application of Results-Based Management (RBM) to programme/project cycle will represent an asset;
  • Experience in data analysis is a strong asset;
  • Experience in the UN system, agencies and international organizations is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Excellent knowledge of and a good knowledge of English and Russian (written and spoken) is required;
  • Fluency in Romanian;
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
