Purpose
The purpose of the consultancy is to ensure high quality economic expertise and support in conducting quality assurance process for the EU Flood Recovery Programme, in line with the broader programmatic scope of the intervention and the general scope for the economic development component as defined within the EU FRP Description of Action. 

 

Objective
The primary focus of the consultancy is to provide expert monitoring and data collection services for the Livelihoods Component activities.

 

Background Information

In May 2014 heavy rains fell over Bosnia and Herzegovina, causing massive flooding in northern, eastern and central parts of the country bordering Croatia and Serbia. The floods are the worst in 120 years and have brought enormous destruction in a country that is still recovering from the consequences of the 92-95 war and where significant groups of the population suffer from chronic poverty and unemployment. The natural disaster affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population of 3.8 million. Some 50% of local governments were affected by the floods with a number suffering near-complete flooding of urban, industrial and rural areas. Consequently, houses, infrastructure, schools, hospitals, private facilities, farms and crops were damaged or destroyed, causing deterioration of public services, local economy and agriculture activities.
In cooperation with national and local governments, the UN, European Union and the World Bank are conducting a recovery needs assessment to identify short, medium and long-term recovery priorities in a variety of sectors. The results and findings of this assessment will inform the design of relevant interventions to address the consequences of the floods in an integrated and sustainable manner.

In the meanwhile, and based on an assessment conducted on the 46 most affected local governments, the UN has identified the critical recovery demands and their financial projections for the next few months, in the following sectors:
 

  • Rehabilitation and reconstruction of public buildings and services;
  • Shelter and Housing;
  • Debris Management and demining;
  • Community Infrastructure: small roads & bridges;
  • Water, Sanitation and Sewage, and
  • Livelihoods and Agriculture

Devoirs et responsabilités

Under the direct supervision of the EU Flood Recovery Programme Coordinator, Recovery Livelihoods Officer will be responsible for monitoring and quality assurance for all 116 MSMEs originally included in the programme. The programme will continue to follow the economic activity impact created through new equipment and business infrastructure acquired/rehabilitated during the programme and provide support to direct beneficiaries as needed.

Scope of work

The Recovery Livelihoods Officer will provide assistance to the EU Floods Recovery Programme team in the livelihoods component with specific focus on post-assistance monitoring as well as review of development progress of 116 MSMEs.

Key functions

The functions of the Recovery Livelihoods Officer will include the following:

  1. Post-assistance monitoring and quality assurance of the activities implemented through 116 MSMEs and review of development progress of MSMEs;
  2. Support Recovery Programme Project Manager in terms of data collection;
  3. Support to the Recovery Programme Coordinator in terms of effective reporting of gender index.

1. Post-assistance monitoring and quality assurance of the implementation of the livelihoods component

  • Support the EU Recovery Programme Coordinator – conducting extensive post-assistance quality assurance of grant implementation;
  • Review the current state of play (within two specific time periods) against set targets during the Programme implementation;
  • Review of development progress of MSMEs against set targets (in terms of financial indicators as well as number of employees);
  • Provides support in organization of external evaluation of the project.

2. Support Recovery Programme Project Manager in terms of data collection.

  • Collect key business data from MSMEs as defined in the progress reports for defined business periods;
  • Analyze impact of EU FRP grants based on the key business data collected (including trends).


3. Support to the Recovery Programme Coordinator in terms of effective reporting of gender index:

  • Support to the Recovery Programme Coordinator in ensuring gender mainstreaming throughout the Livelihoods programme component activities, work plans, budgets, reports, research, analyses  and, where specifically relevant, analyzed in detail.

c. Reporting

  • Progress report on implemented activities on monthly basis;
  • Final report for the monitoring conducted;
  • Interim monitoring report for each MSME;
  • Final monitoring report for each MSME


d. Deliverables and timelines

The Recovery Livelihoods Officer is responsible for completion and submission of the following deliverables:

      2.   Reporting (50 days)

  • Monthly progress report; End of each month.
  • Interim reports for each MSME; August, 15th, 2016
  • Final reports for each MSME; 30th November, 2016.
  • Final progress reports, December 15th, 2016

Qualifications et expériences requises

  • University degree in the field of business, economics, development, political sciences and other relevant social sciences;
  • At least 4 years of relevant professional experience in the field of economic, rural or private sector development experience in BiH;
  • Understanding of development trends in Bosnia and Herzegovina;
  • Familiarity with key public documents, strategies, trends and initiatives related to economy and economic development in Bosnia and Herzegovina;
  • Excellent team leadership and inter-personal skills required;
  • Previous experience with an international public and/or private sector organization would be considered as an additional asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PPT etc.);
  • Excellent command of B/C/S languages;
  • Fair command of English.
