Historique

In September 2015, 193 countries of the world, joined at United Nations headquarters in New York and approved the Agenda for Sustainable Development 2030, with 17 Sustainable Development Goals (SDGs) and 169 goals. In approving the SDGs, the General Assembly reiterated that, while the targets are global, the implementation will be based and focused on the country. In this context, each member country was urged to ensure that the objectives are represented in their national development systems and agendas of international partnerships. Therefore, national ownership and leadership of the processes are crucial in developing optimal strategies and approaches to achieve results.In this context, the Government of Angola intends to review its strategies and development plans at national level and sectoral to align and integrate the SDGs within their national development objectives.

Devoirs et responsabilités

Overall the contractor will  support the Ministry of Planning and Territorial Development in the process of analysis and revision/update of its long-term development strategy, elaboration of the next National Development Plan 2018-2022 and National Budget, to ensure the mainstreaming of the Millennium Sustainable development (SDG). To  that end he/she, shall:

  • Caryy out Diagnosis of the degree convergence between national plans, sectoral and national budget with the SDGs. The diagnosis should not exceed 50% of the document content as a way to give enough space in the document to the Proposals and Plan of Action.
  • Clear identification of potential adjustments needed in the National Development Plan, Vision "Angola 2050", the main sectoral plans and the national budget to effectively integrate the objectives and strategies of SDG.
  • Carry out Strategic policy actions that may be necessary to ensure the mainstreaming and effective implementation, monitoring progress and effective advocacy, communication and resource mobilization for achieving the SDGs.
  • Establish a roadmap for the country to mainstreaming the SDG, in the Process and Planning Instruments (strategies, plans, programs, projects, etc.), and in the National Budget. This roadmap should include actions that need to be made, the timetable, the key institutions and relevant partners.

Main activitiesto achieving the consultancy results:

  • Negotiation through meetings with stakeholders from the Government, United Nations agencies and other development partners (eg: cooperation partners, civil society organizations, and the private sector), as relevant.
  • Analysis of the national plans, sectoral and existing national budget and identify areas for adjustments or changes. This involves analysing and detailing the passage of the existing plans and budget, and then, compare with the goals of global SDGs to identify gaps and provide the basis for recommending areas to the adjustment or change;
  • Compare the existing objectives and goals in national plans, sectoral and existing national budget with the goals of the SDGs in order to assess the areas of compatibility or conflict, as well as any gaps. This has to be done for all 17 targets, with preliminary indications the level of goals (169).
  • A technical workshop on the mainstreaming of SDGs in the national development agenda. The goal will be to have a first and preliminary feedback of the technical staff of the Government, the UN and other development partners on how to promote convergence between national plans, sectorial and national budget with the SDGs.
  • A final workshop to validate the results of the consultancy with partners.

Qualifications et expériences requises

Education:

  • Masters Degree in Economics, Social Sciences or areas related to the development fields.

Experience:

  • Minimum of 10 years of proven work experience in planning process in developing countries;
  • Of which mínimum  10 years of proven experience in consultancies and dialogue with Governments and development partners such as the United Nations, other international cooperation partners, NGOs, private sector,  academia, etc.
  • Proven practical knowledge of post-2015 development agenda and the Sustainable Development Objectives.

Language requirements:

  • Fluency in Portuguese  and  English (spoken, written and listened) is required.

Evaluation:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  •  Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial proposal;
  • Personal CV including past experience in similar projects and at least 3 references.

Cumulative analysis of offers

 The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  •  Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight:  70%

* Financial Criteria weight: 30%

* Only candidates obtaining a minimum of 70 points out of 100 would be considered for the Financial Evaluation

Evaluation Criteria

Obtainable Score:

  • Proven ability in conducting planning processes in developing countries: 30 points;
  • Proven Ability and work on development matters in the African Region: 20 points
  • Proven ability in conducting work related to Millennium Declaration: 15 points;
  • Solid knowledge of proven post-2015 agenda and the sustainable Development Goals: 10 points;
  •  Masters Degree in Economics, Social Sciences or areas related to the development field : 25.
