From 2016-2017, UNODC Regional Office for Southeast Asia and the Pacific will be delivering a project titled  Strengthening and enhancing the capacity of law enforcement officials in combating travelling child sex offenders in Cambodia, Lao PDR and Viet Nam.  It is a multi-country initiative to combat the sexual exploitation of children in travel and tourism in the Mekong sub-region and builds on work undertaken in the last five years that addressed the serious issue of sexual exploitation of children in travel and tourism in the aforementioned countries.

The project consists of three main outcomes related to legal reform, training and inter-agency and cross-border cooperation mechanisms on crimes against children. It will utilize tools and mechanisms developed by UNODC that are necessary to support countries in Southeast Asia, but in particular will be used to strengthen capacity of police, prosecutors and judges Cambodia, Lao PDR and Viet Nam.  In Cambodia, Lao PDR and Viet Nam, UNODC has supported police, prosecutors and judges to address legal gaps in domestic legislation on the protection of children from sex offenders. UNODC has facilitated discussions between national and regional level agencies and forums on legal reform and has drafted two curricula for use by frontline officers and specialist investigators in training institutions.

The Purpose of the review:

Under the supervision of the UNODC Programme Coordinator, the consultant will be responsible for:

  • Finalizing the updated UNODC Legal Analysis Report: Child Sexual Exploitation in Travel and Tourism 
  • Finalizing the regional training curriculums for prosecutors and judges on prosecuting traveling child sex offenders (Lao)
  • Assisting to organize the Regional Legal Research Group Meeting
  • Assisting to provide training for police officers, prosecutors and judges

Scope of work and Objectives:

Within the project’s framework and reporting to the UNODC Project Coordinator (RCEAP), the consultant will be responsible for:

  • Finalizing the updated UNODC Legal Analysis Report: Child Sexual Exploitation in Travel and Tourism (in Lao). 
  • Finalizing the regional training curriculums for prosecutors and judges on prosecuting traveling child sex offenders (in Lao).
  • Attending and recording notes of discussion at workshops.
  • Providing the international consultants substantive inputs on the legal situation in Laos PDR.

Responsibility

  • Minutes of discussions at the workshops.
  • Updated UNODC Legal Analysis Report: Child Sexual Exploitation in Travel and Tourism (in Lao).
  • Finalized the regional

Qualifications et expériences requises

Education:

  • Advanced University degree in law and/or criminology.

Experience:  

  • At least 2 years of professional experience in the area related to law or the practice of law is required.
  • Knowledge of and exposure to work in the field of child abuse investigations, child protection and child sexual exploitation or human trafficking are strongly desirable. 
  • Demonstrated ability to conduct consultative legal research and analysis.
  • Experience of detailed legislative reviews and drafting of recommendations appropriate for government deliberations and decision-making.
  • Experience of undertaking consultative research and in producing high quality analytical reports.

Languages:

  • Excellent ability to write and communicate orally in Lao and English, with accuracy and professionalism.

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Technical and Financial Proposal as per Annex III “Offeror's letter to UNDP confirmin interest and availability”;
  • Explaining why you are the most suitable for the work;
  • Providing a brief methodology on how you will approach and conduct the work including the work schedule for the delivery of outputs/deliverables;
  • Some samples of teaching syllabus that you have used in the past;
  • CV including past experience in similar projects and contact reference of at least 3 references for whom you have rendered preferably the similar services;

Note:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an economy class air ticket.

Evaluation of Proposals:
Cumulative analysis

  • The award of the contract will be made to a consultant who offer has been evaluated and determined as Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria;
  • Technical Criteria weight; [0.7];
  • Financial Criteria weight; [0.3].

Only a consultant obtaining a minimum of 70% (49 points) in the technical rating would be considered for the financial evaluation.
