The UNDP, Iraq Rule of Law Programme is being developed informed by past and on-going interventions aimed at strengthening equal access to justice and security through the development and effective delivery of responsive, accountable and accessible justice and security provision in Iraq. The programme aims to enhance community, institutional and policy resilience to manage and mitigate conflict drivers and maximise opportunities for sustainable peace through the provision of security sector reform and security sector governance including within the context of stabilisation, legal aid and free legal services, legislative reform relevant to enhancing equal access to justice and security, initiatives to promote and support a context specific reconciliation/ transitional justice process, pilot programmatic approaches to justice as prevention and research and analysis to develop an evidence- base and monitor trends in public attitudes around justice and security issues and service delivery in post conflict - Iraq.

Overall UNDP Rule of Law Programme in Iraq combines project implementation at the community level, capacity building, policy reform, networking and advocacy and working with a range of national, regional and international government and non- governmental counterparts.

Within this context, the role of the post holder is to provide strong programmatic and management support to Rule of Law Programme Manager in order to design and develop a long-term engagement strategy for UNDP Rule of Law Porgramme and assist in the implementation of current and future activities including developing and managing relationships with other UN agencies, national, regional and international actors. The post holder will be responsible for providing strong support to Rule of Law Programme Manager in the overall development and management of the programme including monitoring programme delivery against a three-year programme strategy, elaborating the strategic framework for further evolution, resource mobilisation to pursue opportunities for programme development, financial oversight and reporting to donors.

The programme deals with politically sensitive issues in rapidly changing and complex context. In this environment, effective programme development and implementation also involves planning for and managing a range of expected risks. Finally, the post holder must contribute to UN wide processes and discussions to advance UNDP Rule of Law thematic priorities (Justice and Security), cross-cutting issues (Gender Equality, Social Inclusiveness and Human Rights) methodological approaches and overall programme development.

Devoirs et responsabilités

Programme development and project design:

  • Assist Programme Manager in the development and implementation of UNDP Rule of Law programme strategy and related activities and monitor progress over the programme cycle;
  • Deepen Programme analysis and understanding of the Iraq context in relation to Rule of Law thematic areas;
  • Develop new ideas and initiatives to address the programme’s thematic priorities related to access to justice and security and related issues, including justice as prevention; security sector reform and security sector governance; community security; conflict prevention and conflict sensitivity; and promoting inclusive, responsive and accountable peacebuilding and governance process;
  • Assist Programme Manager on the design of new projects and programme interventions including identifying new funding opportunities, developing funding proposals and undertaking scoping missions to identify new intervention areas where appropriate;
  • Identify and develop relationships, ensuring regular engagement and coordination, with key strategic partners in government, justice and security and justice sector, civil society and the international community;
  • Promote internal lesson-learning within UNDP Rule of Law programme and other relevant programmes within UNDP to ensure effective knowledge management on cross–organisational thematic issues (such as human security, gender equality, social cohesion and conflict sensitivity) and functions (such as capacity building, policy advocacy and research, resource mobilisation and communications);
  • Contribute to significantly to overall Rule of Law programme strategy and development by participating in planning, resource mobilisation, monitoring and other processes.

Programme management and implementation:

  • Manage and oversee projects as advised by the Programme Manager;
  • Contribute significantly to annual planning and strategy review processes;
  • Ensure overall monitoring and evaluation of the programme, including through undertaking programme review processes where appropriate;
  • Assist Programme Manager in the production and delivery of progress reports for donors;
  • Ensure effective documentation of UNDP Rule of Law Programme activities, lessons learned and best practices and reliable information management.

Networking and partnership and relationship building:

  • Network Develop and manage partnerships with national, regional and international partners, ensuring effective collaborations, relationship building and communication;
  • Develop and manage a database of UNDP Rule of Law Programme partners and contacts.

People Management:

  • Line manage approx. 2 -3 staff members as advised by the Rule of Law Programme Manager;
  • Manage external consultants, where necessary.

Financial Oversight:

  • Develop and manage project budgets in-line with UNDP policies and processes;
  • Provide overall financial oversight to project budgets as advised by the Programme Manager.

Qualifications et expériences requises

Education:

  • Master’s degree (or equivalent) in Law, justice or security studies, international relations, political science or a related field.

Experience:

  • 5 years’ experience in the international development sector (either governmental or non-governmental) with excellent understanding and working experience in security and justice sector/Rule of Law;
  • 3 years’ out of which project management experience working in an international setting;
  • Proven ability to support resource mobilisation and programme development including developing funding proposals;
  • Experience in financial oversight, including donor reporting and developing and monitoring project budgets;
  • Excellent analytical skills and proficiency in written and spoken English;
  • Good understanding of discourses on justice and security sector development, statebuilding and stabilisation, peacebuilding, governance and of the international policy environment in which these issues are addressed;
  • Ability to plan strategically and think creatively. Excellent communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing;
  • Proven experience of working in partnership with a range of national and international actors and NGOs/INGOs and networks would be an advantage;
  • Previous work experience in the Middle East Region would be an advantage.

Language:

  • Excellent command of both written and spoken English.
