UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.

The UN Women Regional Office for Arab States (ROAS) located in Cairo, supports programme implementation across the Arab region in areas of economic empowerment, women´s participation and leadership, women´s peace and security, humanitarian action, ending violence against women and girls and gender responsive budgeting and planning frameworks. Through its strong mandate on coordination with the UN system, UN Women is working on supporting member states in meeting the SDG and Beijing PoA targets.

The regional and country offices have a donor base of predominantly key bilateral donors, who also contribute to Un Women globally. Going forward, the office seeks to enhance internal RM capacities and develop the donor base to expand beyond traditional donors, and engage in new partnerships and opportunities.

Against this backdrop, the regional office is working on the development of a resource mobilization strategy to be able to meet the required financing gaps and deliver on the commitments of the 2030 agenda. A consultant is sought to complete the drafting of a resource mobilization strategy. 

Devoirs et responsabilités

Under the overall guidance of the regional director, and in close collaboration with the strategic planning and coordination specialist and the donor relations officer the consultant will be responsible for a draft resource mobilization strategy.  

Key tasks:

  • Conduct a desk review of existing RM strategies at the country level to inform calls with country representatives;
  • Conduct interviews with Country Representatives in the region (6 total), relevant staff in the RO (approximately 8) as well as key focal points in HQ (approximately 4) to inform the strategy development. Interviews should provide an overview of existing donors, efforts made to expand donor base, and engagement with non-traditional donors, including private sector;
  • Review relevant documentation that will inform the resource mobilization strategy, including strategies from other regions and organizations;
  • Utilize existing mapping of donors, proposal submission protocols, and other guidance developed to date and ensure incorporating into the strategy with adequate guidance on how each piece should be utilized;
  • Develop a resource mobilization strategy for the regional office that can be used as a “how to” guide for resource mobilization based on an in-depth analysis of the needs of UN Women’s COs and RO in the Arab States, the strategy should have relevant annexes (building on what is already in place), including contact points, key priority areas for donors, etc.;
  • Develop key recommendations for donor engagement, including a timeline for relevant calls for proposals (rolling calls) from major partners.

Deliverables

  • Review relevant documentation and conduct interviews with identified relevant staff in RO, COs and HQ and reviews of relevant documents including country level resource mobilization strategies;

  • Draft resource mobilization strategy and share for comments, delineating different types of donors and including a comprehensive approach on how to engage with non-traditional donors and expand existing donor base;
  • Show examples of best practices for donor engagement, including tools/communication/advocacy materials;
  • Develop a presentation with an overview of the findings of the interviews and draft RM strategy to be presented by the regional director at regional peer review meeting;
  • Incorporate comments and feedback from regional meeting for a finalized product.

Qualifications et expériences requises

Academic qualifications:

  • Master’s degree or advanced university degree in international relations, management related disciplines or other social science fields.

Experience:

  • Minimum of 7 years of progressively relevant professional work experience, with experience in donor relations and resource mobilization;
  • Strong analytical skills;
  • Experience in resource mobilization and working with non-traditional donors;
  • Experience working with both UN and private sector an asset;
  • Experience in information analysis;
  • Experience working with personnel for varied nationalities and backgrounds and proven ability to build synergy and team spirit.

Language requirements:

  • Excellent communication skills (Written and oral) in English are required; French and Arabic is a distinct advantage.

 

Application Information:

Individual consultants will be evaluated based on the following methodologies:

  • Cumulative analysis.

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria;
  • Technical Criteria - 70 points;
  • Financial Criteria - 30 points;
  • Only candidates obtaining a minimum of 70% of the total rating will be considered for the financial evaluation.

 

Evaluation Method and Criteria:

  • Break down of Technical Criteria 70 points;
  • Technical Proposal (30 marks).

Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.

Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, milestones (including interim approvals by the Client), and delivery dates. The proposed plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.
