UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Nepal, UN Women is currently implementing its 2014-17 Strategic Note and Annual Work Plan (country programme) which incorporates several thematic areas, including economic empowerment, governance and leadership, ending violence against women and girls, and peace and security and humanitarian action. Across all of its work, UN Women applies its normative and coordination mandates, and works through strategic partnerships and on generating knowledge and evidence. 

Devoirs et responsabilités

Under the guidance and direct supervision of the Communication and Partnership Officer CPO, the National Communication Consultant will assist in the implementation of the country office’s (CO) communications plan, promote public and media outreach, social media visibility etc.

The consultant will perform the following tasks:

  • Assit/support the implementation of the country Communication Strategy including the communication plan related to the EQ to promote UN Women’s work and activities in Nepal;
  • Assist in the maintenance of the office web sites. Draft content for UN Women’s website in consultation with the CPO;
  • Generate and maintain relevant information about different partner priorities and plans for their work on gender equality and women empowerment in Nepal. Set up an information database;
  • Assist in the collection/preparation of success stories, media packets and reports on successful UN Women initiatives in relevant areas. Collect and draft stories illustrating the summary of the achievements of UN Women in Nepal in consultation with the CPO;
  • Edit briefing notes, background documents, letters and other corporate communication material for the Office of the Representative;
  • Support in the preparation of speeches and talking points for the Representative and other senior members;
  • Assist in the dissemination of press releases, press/media kits and updated information and stories to inform media, key partners and the general public of UN Women programming initiatives;
  • Liaise with designers, photographers and printers and support effective partnerships with them.

Key Deliverables:

  • Draft at least 1 news story every 2 weeks for the Nepal Country office website to ensure sustained visibility of our work in Nepal;
  • Assist in the drafting of a detailed information package (1 brochure/factsheet per programme) highlighting the key achievements of UN WOMEN in Nepal mainly for dissemination to external stakeholders;
  • Assist in the development of an information database about the work of partners on gender equality and women empowerment;
  • Develop quality communications materials, including speeches, press releases, briefing notes, background documents.

Duration of assignment and duty station

The duration of this assignment will be of three months. The main duty station of this position for the assignment is UN Women County Office Nepal. The consultant may need to travel as and when required. 

Schedule of Payments

Payment will be made on monthly basis upon satisfactory performance of the consultant. The monthly payment will be determined based on UN National Consultant Fee structure.

Qualifications et expériences requises

Education:

  • Master's degree in public relations, mass communication, journalism or any related field.

Experience:

  • Minimum two years of relevant experience at the national or international level in public relations, communications or advocacy;
  • Some experience in writing strategies, briefs, concept notes, press releases, op-eds, etc;
  • Some experience of working with various media, including print, television, radio and online;
  • Understanding of and familiarity with women’s rights issues would be an added advantage;
  • Work experience in similar assignments with development agencies is desirable;
  • Good knowledge and experience in handling of web-based management systems.

Language:

  • Excellent command of written and oral English and Nepali.

Evaluation of applicants:

The technical component is evaluated on the basis of its responsiveness to the Terms of Reference (ToR). Technically qualified consultants may be contacted for an interview.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ complaint/ acceptable, and
  • Having received the highest score in technical evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Qualification (Max 10 points);
  • Relevant experience at the national or international level in public relations, communications or advocacy (Max 30 points);
  • Experience in writing strategies, briefs, concept notes, press releases, op-eds, etc. (Max 15 points);
  • Experience of working with various media, including print, television, radio and online (Max 15 points);
  • Knowledge and experience in handling of web-based management systems (Max 15 points);
  • Work experience in similar assignments with development agencies (Max 10 points);
  • Understanding of and familiarity with women’s rights issues would be an added advantage (Max 5 points).

Maximum total technical score amounts to 100 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 70 points under the technical evaluation will qualify to the next round of the evaluation.

Note:

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
