UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is seeking a Gender Adviser to establish its programme presence in Syria This function is part of UN Women's efforts to significantly enhance its senior level gender expertise, in order to support the efforts for implementation of gender equality and women’s empowerment priorities spanning from peace and security processes to addressing humanitarian needs and strengthening resilience of women and girls.  UN Women will aim at catalyzing its networks of civil society and women’s machinery matched with field level programming to deliver results that advance gender equality and the empowerment of women and girls in key areas of UN Women’s work. It specifies four targeted priorities – increasing women’s participation and contribution to peacebuilding efforts, increasing access to humanitarian needs, addressing gender-based violence and overall protection and enhance resilience through increased opportunities to livelihoods and economic empowerment.

Under the direct supervision of the Regional Director of Arab States Regional Office, and in close consultation with the Resident Coordinator [RC] in Syria, the Gender Advisor will be responsible for the provision of coordination, programme and technical support on women’s rights and gender equality to the RC and the UN Country Team [UNCT] and manages and coordinates all aspects of UN Women programming in Syria as required, including programme development, management of operational projects, as well as continued monitoring of implementation and reporting. She/he works in close collaboration with UN Women programme and project staff, UN staff and UN agencies, government officials, technical advisors and experts, multi- and bi-lateral donors and civil society, the UN Women Regional Office in Cairo as well as UN Women HQ in New York ensuring the successful interventions of UN Women in Syria.

Analyze and monitor trends, opportunities and challenges around gender equality and women’s empowerment:

  • Lead research and analyze the political, social, and economic situation in and the region related to the programming and normative areas of gender equality;
  • Lead and participate in policy dialogues around gender equality and the empowerment of women;
  • Provide analysis and advice to the RC and the UNCT on key gender issues and opportunities to support women engaging in and benefitting from the assistance provided by the UNCT;
  • Advise and lead on entry points for new initiatives for the UN Systems to strengthen capacities for gender equality and to support the advancement of women’s empowerment and gender equality;
  • Identify and provide analysis based advice on UN Women’s comparative substantive role and specific contribution in the development agenda.

Provide advice on gender equality and women’s empowerment to programme development and management to the Regional Office:

  • Provide strategic advice on gender equality/ women’s empowerment to programme development;
  • Provide strategic advice on the formulation of concept notes for UN Women's intervention areas;
  • Review and provide technical inputs to proposals; advise the programme/ project teams on the relevance to UN Women programming;
  • Provide expert guidance and advice to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality;
  • Lead network and capacity development to Civil Society Organizations and other stakeholders at the regional level;
  • Provide strategic advice to the UN Women Regional Director for UN Women’s programme formulation in in line with Strategic Plan.

Provide technical support to inter-agency coordination:

  • Advise joint inter-agency UN planning processes and similar exercises ensuring that gender concerns are clearly reflected and mainstreamed;
  • Provide strategic analysis and expert advice to Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Prepare substantive inputs to CCA/ UNDAF and other documents in the region;
  • Provide strategic support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences as required;
  • Represent UN Women at regional conferences and meetings;
  • Advise the UNCT on improved accountability tools and assets to ensure the UN’s commitments to gender equality and women’s empowerment , are tracked and up-scaled as opportunities arise.

Provide technical support to strategic partnerships building and resource mobilization:

  • Provide technical inputs to partnerships and resources mobilization strategies;
  • Liaise with key stakeholders from Government, academia, civil society, the private sector and key international actors to build and strengthen strategic alliances and partnerships on women’s rights and gender equality initiatives;
  • Finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Lead advocacy and facilitation of knowledge building and management:

  • Lead the establishment of advocacy networks and linkages to international networks related to gender equality, women’s empowerment; including those relating to reconciliation and humanitarian support;
  • Lead trainings on gender-related issues and priorities;
  • Lead advocacy strategies and their implementation;
  • Lead and oversee the process of identifying and synthesizing best practices and lessons learnt, according to priorities set by the UNCT; and contribute to their dissemination.

  • Timely and quality contribution and leadership to the UNCT and DPG working groups and other coordination meetings;
  • Quality advice to RC, UNCT, and Senior Management;

Qualifications et expériences requises

Education:

  • Advanced university degree in the social sciences (i.e. sociology, demography, psychology, political science and economics), public policy or international development. A concentration in gender is a strong asset.

Experience:

  • At least ten years of progressively responsible relevant work experience/ demonstrated track record that combines intellectual, strategic and managerial leadership in development programmes. The majority of which should include having undertaken and led substantive programming research on gender and development in key issue areas;
  • Experience in working in emergency and crisis context is required;
  • Experience in coordination and advocacy;
  • Experience in building and maintaining relationships with government institutions and donors;
  • Experience at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes is an asset;
  • Experience related to the Arab States region in general, and in particular, is also an asset.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of Arabic is an asset.

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
