Under the framework of the “Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP)” project, UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance the human and institutional capacities at various government agencies to support them in implementation of the Kuwait National Development Plan. This is achieved by providing them with necessary technical expertise that is responsive to their needs and demands in line with the KNDP.

The Central Statistics Bureau is mandated as the sole official statistical reference for the state of Kuwait. It aims at building integrated national statistical systems that effectively meet the needs of users and continuously seeks to develop its statistics and systems in line with international standards. Within this context, the CSB is seeking to recruit an Information Technology Systems Specialist.  The assignment of the Specialist will contribute to the following:

KNDP objectives:

  • Continuation of development of the tools, methodologies and resources of statistical work

                 Related KNDP policy: Continuation of modernization of CSB including building institutional and IT infrastructure, development of    information systems, indicators, databases, templates and statistical surveys, transition to the Register Census and developing economic researches.          

  • Enhancing areas of statistical cooperation nationally, regionally and globally

                Related KNDP policy: Integration and exchange of data between CSB and related entities, including the private sector and CSOs and enhancing the IT link with different entities.

The assignment will also contribute to the following ICDI/KNDP project outputs:

  • Output: Enhanced institutional and human capacities of the CSB for evidence-based plans and policies on sustainable development.
  • Activity Result: Develop information technology infrastructure for data management
  • Indicator: Number of improved or new statistical methods or indicators developed by the    
  • project.

Purpose and Objective:

The main purpose of the assignment is to provide support to CSB on building information systems and IT solutions for all surveys and to support the IT infrastructure preparation of the 2020 Census. The specific objectives are:

  •  Assess, propose and develop IT programmes and solutions for all CSB departments/surveys, including- but not limited to-the Labour surveys, Foreign Trade statistics, national accounts, CPIs and PPIs and household income and expenditure surveys as well as the 2020 Census.;
  • To develop capacity and transfer knowledge, guide, orient and train IT staff at the CSB on developing IT solutions customized for statistics purposes.

Devoirs et responsabilités

The main responsibilities and tasks of the specialist are as follows:

  • To assess, propose and develop IT programmes and solutions for all CSB surveys based on demand, including-but not limited to- 1) the development of labour information and labour surveys, 2) Foreign Trade statistics, 3) national accounts, 4) CPIs and PPIs and 5) household income and expenditure surveys as well as 6) the 2020 Census and GIS system and manage all related aspects to implementation.

 Based on the guidance of the Head of the CSB, coordinate with the various departments within CSB to understand their IT needs and assess the existing programmes/systems

 Develop specific programmes that correspond to the requested surveys needs in a timely manner

 Provide timely ad-hoc IT solutions to arising issues or problems

Upgrade and enhance the IT systems at CSB in implementation of the national plan’s IT projects 

Assist/provide input to the CSB in coordination and follow up with the GSSCPD on the automated systems for monitoring projects implementation in the annual plans.

Assess and provide advice and solutions on the IT systems linking CSB with government entities in preparation for the 2020 register census.

Perform additional IT related tasks as requested by the Supervisor

  • To develop capacity and transfer knowledge, guide, orient and train IT staff at the CSB on developing IT solutions customized for statistics purposes.

Assess the training and support needs of IT staff at CSB

Work closely with IT staff at CSB and provide guidance to them on developing IT software/solutions customized and responsive to statistics production and management needs.

Conduct workshops on IT standards and best practices

Link the CSB IT Departments to other IT Departments nationally as well as in other statistics offices in other countries especially the GCC countries.

Indicative approaches:

As indicated above, a key objective and approach in this assignment is to develop national capacities through facilitating learning from other countries experiences, training and knowledge and skills transfer to the IT staff of the CSB. The specialist would thus be required to submit a capacity development/expertise and knowledge transfer plan based on an understanding of the needs of the Department.

Outputs:

  • A Work Plan at the outset of the assignment including- 2 weeks;
  • A training plan for the IT staff- End of Month 3;
  • IT systems/programmes/software based on demand assessed and developed- Ongoing (To be Specified after starting the assignment);
  • Monthly and quarterly progress reports as per standard templates- Ongoing.

Roles and Coordination Requirements

The Specialist will work under the direct management of the Head of the Central Statistics Bureau.  The Specialist will also report to the Project Manager of the ICDI/KNDP project based with the Technical Cooperation and Development Support Department at the GSSCPD by submitting regular reports on progress and impact of the assignment.

Coordination is required with all CSB departments to get an understanding of their IT requirements.

Qualifications et expériences requises

Education

  • Masters Degree or equivalent in Computer Science, Computer Engineering or related field;
  • PHD is an asset.

Experience

  • A minimum of 10 years of relevant experience a the national and international levels;
  • Significant proven experience in developing IT systems/software/solutions in national/government Statistical offices;
  • Experience in other countries and GCC countries experience is an asset;
  • Proven knowledge and understanding of statistical systems and surveys’ IT requirements;
  • Public sector experience is a must.

Language Requirements

  • Fluency in English (both in writing and oral) and fluency Arabic is preferred.

  • This position will be on governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development.
