Historique

Twenty five years of protracted conflict in the Chittagong Hill Tracts left the majority of its inhabitants in conditions of extreme poverty, and tensions over land tenure, resource access, and ethno-demographics remain challenges to sustainable development. The region remained largely outside mainstream development assistance for more than 25 years due to protracted conflict, which ended with the signing of the CHT Accord in December 1997. The Accord was recognized as a significant political achievement for the region which is home to 11 distinctive indigenous/tribal groups and Bengalis. Progress on establishing local institutions outlined in the Peace Accord, the creation of an improved environment for dialogue between communities and an increase in social provision in the area with nascent education and health services have built important foundations for longer term stability and social inclusion in the region. Despite these efforts the Chittagong Hill Tracts still experiences relatively low levels of development with economic and social progress being held back resulting in increased pressures on scarce resources including land, continued extreme poverty below the national average and a lack of economic development and opportunity in the region. In virtually all social and economic indicators the region is disadvantaged with limited access to education, an absence of clear linkages between the capabilities and needs of communities and state institutions as well as a lack of understanding of key challenges.[

The prevalence of absolute and extreme poverty among ethnic communities is 65 percent and 44 percent respectively above the national average.[2] Skills required to move from subsistence livelihood practices to a market economy are hindered by a clear lack of public policies and investment aimed at sustainable empowerment. Both urban and rural areas are affected adversely by the situation. Land husbandry is under pressure of an increasing population and land disputes encouraging detrimental short term farming strategies or illegal practices without appropriate regulation with communities pushing out into the fringes to more remote locations. In both rural and urban areas communities lack access to quality basic services under a regulatory and governance framework that provides uncertainty and overlapping or unclear functions.

UNDP Support to CHT

Since 2003/2004, in partnership with the central and local Government as well as CHT communities and NGOs, UNDP, in collaboration with development partners (DPs), supports the Promotion of Development and Confidence Building in the Chittagong Hill Tracts through the Chittagong Hill Tracts Development Facility (CHTDF). The current phase of the project will end on 30 September 2016.  The project document for new phase of UNDP project in CHT has already been submitted to ERD for review and comments. LPAC meeting is scheduled on 5 June 2016 and inter-ministerial meeting is expected to be held by 14 June 2016. Furthermore, a briefing meeting on new CHT Programme was held on 24 May 2016 with ERD Additional Secretary (UN) and UNDP has been suggested to immediately start the process for drafting the TPP/DPP. The new project is aligned with the Government of Bangladesh’s 7th Fiver Year Plan[3]. The expected outcome of the project is to meet citizen expectations for voice, development and accountability by strengthened institutions to progressively deliver universal access to basic services. The three outputs of the project are:

Output 1: Strengthened community land, resource and livelihood management.

Output 2: Increased participation and influence to shape decision-making.

Output 3: Democratic governance strengthened with responsive institutions and effective services.

The project will be implemented in all 121 Unions of 26 Upazilas in three Hill Districts of Rangamati, Khagrachari and Bandarban. A total of 5,000 communities with 150,000 rural and urban households will be direct beneficiaries of the project and will include the extreme urban and rural poor and vulnerable groups including women. In addition 47,500 poor marginal farming communities will have increased access to resilient livelihoods and 15,000 poor households living in urban slums improved opportunities and access to basic services and savings schemes.

Objective of the Assignment

The objective of the assignment is to assist the Ministry of Chittagong Hill Tracts Affairs (MoCHTA) and the executing agency, in preparing the Technical Assistance Project Proposal (TPP) and subsequent approval of the TPP by the Planning Commission under UNDP financing Agreement No. UNDP Grant No. xxx BAN: (Project Name : Strengthening Inclusive Development and Engagement in Chittagong Hill Tracts  (SIDE))

Scope of Work

The scope of work includes preparing the TPP and provide Technical and Advisory support for approval of the TPP, incorporating comments by MoCHTA and UNDP, and assisting MoCHTA in addressing queries raised by the Special Project Evaluation Committee (SPEC) meeting of the Planning Commission and Manpower Evaluation Committee of Finance Division, Ministry of Finance (MoF).

Expected Outputs and Deliverables

The following deliverables will be produced from this contract;

A) First draft of the TPP: Submission of the first draft of the TPP for MoCHTA and UNDP review and comments.

B) Second draft of the TPP

  1. Submission of second draft of the TPP after incorporating comments provided by MoCHTA and UNDP.
  2. Prepare the summary/working paper for MoCHTA for discussion in the SPEC meeting.

  1. Update the TPP based on the decisions of SPEC meeting and Manpower Review Committee and submit to the MOCHTA and UNDP for review.

Institutional Arrangement:

The CHTDF Programme Coordinator will directly supervise and manage the consultant. The consultant will directly report to him. Besides he/she will closely work with the CHTDF National Consultant-Government Liaison to carry out the consultancy smoothly on time.

Educational Qualifications:

  • At least Masters Degree or equivalent level in Economics or any relevant field from a reputed university is required.

Experience

  • At least 15 of years of experience in government system, international, regional or local consultancy; and the areas of DPP/TPP formulation.
  • The Consultant must has experience in developing Development Project Proposal DPP)/Technical Assistance Project Proposal (TPP) of UNDP and other development organizations.

Language requirements

  • Fluency of English language is required;

Price Proposal and Schedule of Payments

Lump Sum Amount. The total amount quoted shall include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

Evaluation Method and Criteria

Proposal of Individual consultant will be evaluated based on the following methodologies:

Preliminary Evaluation:

Prior to the technical evaluation all proposals will be screened based on the eligibility criteria mentioned in the table below. To be eligible for technical evaluation a proposal must meet both the criteria. Any proposal not meeting either of these criteria will be rejected from the evaluation. There is no scoring in this stage and screening will be done pass/fail basis.

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for financial evaluation.

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
