The United Nations Development Programme is supporting the Ministry of Justice to implement a Project titled Strengthening Enforcement of Law, Access to Justice and Social Integration (SELAJSI).

The Project focuses predominantly on enhancing equal access to justice for all by strengthening mechanisms and processes aimed at expediting case flow management within the criminal justice sector, supporting policy and legal reform initiatives, supporting access to core legislation in all three languages, as well as strengthening protection and assistance afforded to victims of crime and witnesses. The Programme works in close collaboration with all stakeholders within the justice sector and supports initiatives aimed at enhancing coordination between and among all actors within the penal chain.

The Project extends its support to a number of initiatives aimed at strengthening victim and witness protection mechanisms including technical support on policy and law reform, extensive training of key stakeholders, public awareness programmes, and initiatives aimed at building the knowledge base on the subject.

The Project will work in close cooperation with the National Authority National Authority for Protection of Victims of Crime and Witnesses in implementing the activities identified within the plan of action to operationalize the provisions of the Assistance to and Protection of Victims of Crime and Witnesses Act No 4 of 2015.

Scope and Objective:

Against the above mentioned background, the Project envisages supporting the National Authority for Protection of Victims of Crime and Witnesses with the position of a Management Consultant in order to assist with putting in place the organizational mechanisms of the National Authority.

Devoirs et responsabilités

Based on decisions arrived at under the guidance of the Board of the National Authority the consultant would be required to :

  • Develop management and organizational structures of the Authority;
  • Liaise with other governmental institutions (i.e. Ministry of Finance, Department of Management Services, Salaries & Carders Commission) and obtain approvals necessary to enforce organizational, administrative, and financial structures decided upon by the Board;
  • Function as the de-facto Director General (DG) up-until the appointment of a permanent representative;
  • Assist the Board in the recruitment of personnel;
  • Support the UNDP in implementing its activities supportive of the National Authority;
  • Keep abreast of the administrative circulars, guidelines issued by the Government of Sri Lanka and inform the Board of the same;
  • Develop the internal manuals of administrative and financial procedures;
  • Develop and operationalize the performance appraisal systems;
  • Prepare annual and quarterly administrative work plans and budgets for the National Authority in consultation with the Board of the National Authority and its Finance Division;
  • Regularly update the Board of the National Authority of the administrative and financial progress and developments in the implementation of assigned tasks;
  • Identify the training needs and develop a plan of action for staff training in consultation with the Board;
  • Follow-up on the adoption/implementation of decisions adopted by the Board of the National Authority;
  • Undertake any other tasks assigned by the Chairman of the National Authority in support of efficient implementation of the initiatives.

Expected Deliverables:

The key products to be delivered are as follows:

  • Work plan for undertaking the above mentioned tasks, approved by the Chairman of the National Authority- indicating timeframe for completion and achievement of monthly targets – (within 2 weeks of signing the contract);
  • Progress Report on achievement of target for month 1;
  • Progress Report on achievement of target for month 2;
  • Progress Report on achievement of target for month 3;
  • Progress Report on achievement of target for month 4;
  • Progress Report on achievement of target for month 5;
  • Progress Report on achievement of target for month 6 .

All Deliverables would need to be endorsed by the Chairman of the National Authority.

Compétences

Technical work:

  • Thorough understanding of the administrative and financial regulations of the Government relating to statutory bodies;
  • Sound understanding of the ‘Assistance to and Protection of Victims of Crime and Witnesses Act No 4 of 2015 and the overall objectives of that law;
  • Good understanding of the justice sector in Sri Lanka and the key functions of the sector’s institutions/ stakeholders;
  • Thorough understanding of the management and administration of a governmental organization in the nature of a National Authority;
  • Basic understanding of the UN system and Project Management.

Partnerships:

  • Proven ability to engage with senior representatives from Governmental Ministries, Departments, and Authorities;
  • Maturity and confidence in dealing with senior members of national institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the project proposal;
  • Excellent coordination skills and result oriented collaboration with colleagues – especially for this case the national level consultants. 

Results:

  • Promotes the vision, mission, and strategic goals of UNDP;
  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
  • Good team player who has the ability to maintain good relationships.

Qualifications et expériences requises

Education:

  • Attorney-at-Law and a Bachelor’s Degree with a minimum of 20 years of service in the public sector out of which a significant period of service is at management / staff officer level.

Experience:

  • Prior experience having worked in the Ministry of Finance / Ministry of Public Administration an advantage;
  • Prior experience working with the justice sector in Sri Lanka would be an advantage;
  • Prior experience working with the UN / International Organization an advantage;
  • Demonstrated strategic technical and intellectual skills in the substantive area;
  • Demonstrated leadership, facilitation and coordination skills, ability to manage technical team    and long term strategic partnership;
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners, people skill for conflict resolution and negotiation;
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

Language:

  • Excellent English language skills, particularly in the preparation of written documents.

Payment Services:

Management Consultant- National Authority for Protection of Victims of Crime and Witnesses shall receive payment from UNDP as follows, upon receiving certification for the release of payment by the Chairman of the National Authority:

  • Upon completion of Deliverable 1 - 05%;
  • Upon completion of Deliverable 2 - 10%;
  • Upon completion of Deliverable 3 - 10% ;
  • Upon completion of Deliverable 4 - 15%;
  • Upon completion of Deliverable 5 - 15%;
  • Upon completion of Deliverable 6 - 20%;
  • Upon completion of Deliverable 7 - 25%.

Timeframe

The envisaged time frame of the consultancy is a total of 6 months starting 1 July 2016. The consultant is expected to work full time.
