Ministry of Population and Environment (MoPE) is implementing the Nepal Climate Change Support Programme (NCCSP) in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) with the financial assistance of DFID, EU, Cyprus and technical assistance of UNDP.? The programme has a goal to contribute in ensuring that the poorest and most vulnerable communities in Nepal are able to adapt to the negative effects of climate change. ?The programme is underway in 14 districts of mid and far-western region.

The Programme consists of 3 key outputs (i) implementing 100 Local Adaptation Plan of Actions (LAPAs) in 90 VDCs and 7 municipalities in 14 districts? (ii) putting in place local and sub-national mechanisms to implement and promote scalable adaptation actions and people’s resilience; and (iii) establishing/further developing institutional and funding mechanisms for climate change adaptation actions.

Devoirs et responsabilités

The primary responsibility of incumbents will be to support in planning and implementation of NCCSP activities in the districts. While the incumbents will work under the direct supervision of Deputy Project Manager (DPM), s/ he will work closely with team members at the Programme Central Office, Programme Regional Offices, DEECC Sections and government deputed staff to the project as relevant.

The key roles and duties of the incumbents will be as follows:

Technical Support, Coordination, Monitoring and Reporting

  • Be responsible for providing technical advices and guidance for proper planning and implementation of NCCSP activities in the respectively assigned cluster of districts and DEECC sections;
  • Assist National Project Director (NPD)/National Project Manager (NPM)/Deputy Project Manager (DPM)?in planning and budgeting of annual and quarterly activities from their respective cluster of districts;
  • Conduct monitoring of CCA practices and activities implemented through NCCSP in the cluster of districts of responsibilities. Also, facilitate NPD, NPM and center level project related officials and stakeholders in ensuring timely monitoring of the field activities and reporting from their respective cluster of districts as well as undertake regular field visits to track progress of implementation at the field level;
  • Co- ordinate with district and regional level offices and assisting in integrating the provisions of climate change policy and strategies in other development activities including climate change adaptation and mitigation activities at the district and regional levels;
  • Coordinate with institutions in their respective regions at different level for research, training and line agencies for the development of package of practices, organize and conduct training program and for integrated service provisions;
  • Explore the climate change adaptation options and share it with the district in the hub for replication as well as facilitation/promotion of good practices at the hub districts;
  • Provide technical inputs to local sectoral and adaptation – research, conservation, and community development at district as well as local level planning;
  • Play catalytic role to establish regional mechanism for climate change coordination (RCCC) and act as member secretary.
  • Assist the DPM for undertaking close observation; review and assessment of NCCSP implementation information by providing own monthly, quarterly, trimester and annual reports;
  • Assist the DPM to prepare monthly, quarterly, annual ?and reports on demand by government, UNDP and donors;
  • Undertake any other responsibilities relevant for implementing NCCSP.

Administrative and supervisory role

  • Prepare a movement plan (field travel and leave) in consultation with the District Staff (DC, DCCOs and DAFA) within the assigned hub districts and send to PMU for approval;
  • Approve the travel and leave of the district staff (DC, DCCOs and DAFAs), and send monthly leave/field travel report to PMU on a monthly basis;
  • Collect the progress report (technical and financial) from the respective districts, and send a compiled report to PMU on a monthly basis;
  • Monitor the performance of the district staff, and provide necessary feedback to the staff in consultation with PMU and LDOs;
  • Carry out the formal performance appraisal of the district staff on an annual basis.

Qualifications et expériences requises

Education:

  • Completion of Master's degree in environment, climate change, agriculture, forestry, management, social sciences or any other relevant field.

Experience:

  • 3 years of relevant work experience in project implementation in a governmental or multilateral organization.
  • Experience of working in a multi- cultural setting.
  • Experience in partnership building and networking.
  • Knowledge and experience of RBM methodologies and tools (project and programme management, design, monitoring and evaluation) and report writing.
  • Experience in usage of computers and offices software packages (Ms Word, Excel, etc.)

Language Requirements:

  • Fluency in written and spoken English and Nepali languages.
