Historique

The overall objective of the United Nations Development Operations Coordination Office (DOCO) is to provide the UNDG and its member agencies with technical advice and support to ensure effective development cooperation. To achieve this, UN DOCO supports the UNDG at all levels to ensure coordinated and coherent support to the UN’s national partners in meeting the Sustainable Development Goals and the development priorities in a post 2015-agenda. The core objective is a relevant and impactful UN contribution to sustainable development.

In 2014, DOCO set up a UNDG public blog (www.silofighters.org) to share:

  • Examples and perspectives on how UN Coordination impacts sustainable development and improves crisis response and recovery
  • Bottom up stories and perspectives during the rollout of the Delivering as One Standard Operating procedures.

The blog is also intended to incentivize staff who innovate, document and share their work.

Scope of Work

  • Copy edit, shorten where needed, and ensure blogging style in blog submissions of between 500-1000 words
  • Revert back to authors to ensure sign off on final blogs
  • Advise UN staff on format of blogging, including through skype calls where needed in order to add a personal touch, keep the tone informal, and enable a conversation
  • Insert hyperlinks or embed tweets as necessary within WordPress format
  • Based on an in-house photo gallery, include visuals where possible
  • Maintain a database record of planned publication of blogs including those pending and those which need to be solicited.

Expected Outputs and Deliverables:

  • At least one blog post published weekly in the silofighters.org blog – publishing up to a total of 12 blogs per quarter;
  • Develop posts for social media (Facebook, Twitter, Linkedin and Yammer) outlets to share the blog posted- updating DOCO’s social media outlets 12 times per quarter;

Payment: An all-inclusive daily fee. All-inclusive implies that all costs incurred by the Contractor are factored into the final amount submitted in the proposal. Payments will be made following certification by UNDP of the satisfactory delivery of the products and the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives.

The consultant will work for up to a maximum of a 100 working days over this period – 16 hours per week.

It is noted that due to the nature of the project, there will be periods of time when no actual writing will occur because the writer will be waiting for either text clearances from DOCO.

Institutional arrangements:

The consultant will be working under the direct supervision of the Knowledge Management and Communications (KM&C) Specialist and under the overall guidance of the Knowledge Management and Innovation Team Leader.

The consultancy will be home-based. A flexible agreement can be made with the KM&C Specialist on how the weekly hours will be allocated.

Travel: No travel is envisaged for this consultancy.

Qualifications et expériences requises

Qualifications

  • Education: Bachelor Degree in Journalism, Foreign Languages or Political Science. MA will be an advantage.
  • Experience: Proven experience of at least two years in blog editing, publishing, journalism or other related areas.
  • Language Requirements: Proficiency in English; Working knowledge of French will be an advantage.

Application Requirements

The agreement will cover a period beginning 11th July 2016 to 7th July 2017, with the possibility of extension. DOCO reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

  • Duly completed Letter of Confirmation of Interest and Availability using template provided by UNDP which includes the financial proposal which includes “all-inclusive (*)” daily fee;
  • Personal CV or P11, indicating all past experience from similar projects 
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, which addresses the required qualifications and evaluation criteria;

(*)“all-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

Evaluation:

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria (100 points):

  • Demonstrated experience of at least two years in print or digital journalism, 35%;
  • Demonstrated experience of at least one year in blogging, 35%
  • Experience of at least two years writing or reporting on development issues, 30%;                                                                                        
  • Only candidates obtaining a minimum of 70% of 100 points in the Technical Evaluation will be considered for the Financial Evaluation.

Technical Criteria weight overall: 70%;

Financial Criteria weight overall: 30%.
