Under the supervision of UN Women’s Country Representative, the Program Management Specialist is responsible and accountable for the effective and efficient provision of donor related support services to senior management, programmes and operations units within the Country Office (CO). The donor related support services include external relations and resource mobilization coordination, corporate monitoring and evaluation (M&E) processes, coordinating the preparation of proposals and donor reports. The incumbent will work in close coordination and consultation with ACO’s programme and operations as well as partners.

Devoirs et responsabilités

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;

  • Develop a prospective donor profile database that includes prospective donor funding areas, geographical and sectoral preferences, criteria, and policies with a view to identify funding opportunities;

  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships;

  • Oversee the preparation of donor proposals including reviewing proposals;

  • Develop staff capacities on corporate requirements for resource mobilization.

Oversee donor and other reporting requirements:

  • Track all donor reporting requirements of projects and identify "pending" reporting and funding requirements of all on-going and closed projects; Ensure that both financial and progress reports are timely submitted as per donor's requirements;

  • Review all donors reports before submission to Country Representative;

  • Develop and implement strategies for maximizing potential for existing trust funds and regional projects and other sources;

  • Coordinate the process of gathering information and preparing reports on progress of programme implementation for RO/ HQ and donors, assessing results and identifying areas for senior management action and/or decision.

Lead knowledge management efforts:

  • Develop and expand knowledge management strategies, products and methodologies;

  • Lead the development and implementation of the Information and Hub and Gender Database;

  • Manage the process of identifying and synthesizing best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination;

  • Provide technical support in the implementation of advocacy strategies as required.

Oversee the monitoring and evaluation for the Afghanistan Country Office:

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;

  • Oversee the monitoring progress on mutually agreed results frameworks and performance indicators;

  • Prepare programme team for audits and monitor implementation of audit recommendations on programming;

  • Provide technical support to mid-term reviews, annual reviews and outcome evaluation in collaboration with programme units and other UN Agencies, as needed;

  • Maintain and support the implementation of the CO evaluation plan and ensure that it adheres to the corporate evaluation policy and follow up on evaluation recommendations and observations;

  • Provide training on results-based management to office staff as necessary.

Oversee and guide people and budget management for the programme team:

  • Supervise assigned team members;

  • Act as mentor/coach, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;

  • Ensure effective information flow, communication and coordination on reporting and knowledge management across the office, between programmes, projects and operations, and with other UN Women offices and units.

Key Performance Indicators:

The key results of the post are to improve development and organizational effectiveness of the CO, to strengthen the cohesion and synergies between programme and operations teams, as well as between the CO and projects. It is further expected that this post ensures linkages between strategic planning, policy analysis, external relations, networking, knowledge management, capacity building, monitoring and evaluation, and resource mobilization.

  • Quality resource mobilization strategy which generates increased resources for the ACO;

  • Timely reporting to donors in alignment with deadlines and requirements;

  • Quality and timely monitoring of programmes, as well as timely adjustments;

  • Quality knowledge management tools and effective implementation/dissemination.

Qualifications et expériences requises

Education:

  • Master's degree in Public Administration, Economics, Social Sciences, Gender Studies, International Relations, Political Sciences, Development Studies or related field.

Experience:

  • Minimum of 5 years of progressive relevant professional work experience in management methodologies along the areas of policy and program development and management, planning, design and project implementation, monitoring and evaluation, knowledge management, resource mobilization and networking;
  • Experience with gender and participatory approaches with sound knowledge of international standards on women's rights and related instruments;
  • Experience in leading and managing staff.

Languages:

  • Fluency in English is required;
  • Working knowledge of local language, Dari and/or Pashtu, will be considered as an asset;
  • Working knowledge of another official UN language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
