UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The consultant will undertake gender analysis and research on priority areas and producing credible well based statistical analyses and related reports. S/he is responsible for implementing key elements of UN Women’s Research, Knowledge Management and Data strategy in the Americas and the Caribbean region, in particular, in relation to developing and maintaining strategic research and statistics partnerships in the framework of UN Women´s commitments under the Working Group on Gender Statistics (WGGS) created at the Statistical Conference of the Americas of the Economic Commission for Latin America and the Caribbean (ECLAC) and the Flagship Programme “Making Every Woman and Girl Count”. 

The consultant will follow closely the UN debate on data revolution, the establishment and compliance with gender indicators for the Sustainable Development Goals (SDG), the national mechanisms to promote women equality in the Americas and Caribbean region along with regional and national processes geared towards the development and utilization of gender statistics. 

The consultant will be up-to-date on issues and events in the area keeping the Deputy Regional Director, the Regional Office and Country Representatives informed of relevant issues and events and providing technical assistance and support to relevant processes led by Country Offices and counterparts.

General objective

To undertake and systematize gender analysis and research in the Americas and the Caribbean Region, in particular, developing and maintaining strategic research and statistics partnerships in the framework of UN Women´s commitments under the Working Group on Gender Statistics (WGGS) and the agency´s Flagship Programme Initiative on Gender Statistics.

Specific objective

  • To undertake gender analysis and research on UN Women’s priority areas and produce credible well-grounded statistical analyses and related reports;
  • To provide technical guidance and develop capacity building initiatives on gender statistics;
  • To engage proactively in advocacy, knowlege management and promotion of gender statistics;
  • To plan and manage UN Women programme in strategic areas related with the topic of Gender Statistics.

The main activities, outputs and timeframe of this consultancy include:

Stage 1: Planning

Output: Six advance reports, one per month

Related activities:

  • To lead formulation, implementation, monitoring and evaluation of development programmes and projects on gender statistics during the consultancy period;
  • To undertake policy research and prepare quantitative studies, utilizing statistical methodologies, and knowledge of database applications for statistical analysis.

Stage 2: Knowledge management

Output: Knowledge management material between the second and fourth months of service

Related activities:

  • To organize and develop at least two webinars with the Gender Statistics Community of Practice;
  • To revise, assure quality and coordinate publication of the “Diagnostics on Gender Statistics Capacities”;
  • To elaborate knowledge products on Gender Statistics within the framework of the 2030 Agenda;

Stage 3: Technical assistance

Output: High level political forum self-starters UN Women report between the third and fourth months of service

Related activities:

  • To support “self-starters” countries on the elaboration of the 2017 SGD’s Report for the High Level Political Forum (Regional);
  • To provide Gender Statistics technical assistance to countries in the region;
  • To elaborate an Annual Report on Gender Statistics in preparation for the 2017 High Level Political Forum Conference;
  • To develop and maintain partnerships with government counterparts, UN agencies, donors, and NGO partners.

 

Stage 4: Publications

Output: Three publications delivered between the fifth and sixth months of service

Related activities:

  • To present the Annual Report on Gender Statistics in preparation for the 2017 High Level Politicial Forum Conference; 
  • To present the “Diagnostics on Gender Statistics Capacities”;
  • To present the publication on Capacity for Gender Statistics.

This consultancy requires the presentation of a technical proposal including a work plan to achieve the specific objectives and expected outputs mentioned. In addition, it should define the material and logistical support to be provided by the Regional Office of UN Women. The proposal will be submitted to the supervisor and will be adjusted according to the observations and contributions received.

Consultant responsibilities

• Compliance with the activities plan and presentation of products within the defined estimated periods as set out in the subsection of "Expected Outputs";

• The consultant will maintain permanent coordination with the supervisor for an effective implementation and development of products required by the consultancy service, as well as to provide information as requested under the terms of reference.

Reporting line

Supervisor of the consultancy will be conducted by the Deputy Regional Director.  UN Women will provide the consultant the necessary inputs for an effective implementation and development of the products required.

Consulting fees

the fees will be paid in a lump sum basis depending on the activities and expectec outputs.  In addition, the financial offer must consider the expenses related to lodging, allowances, and transportation (Foreseen at least three technical assistance missions within the region , one per sub region for three days).

Qualifications et expériences requises

Education: 

  • Completed master´s degree in Research, Statistics, Demography, Econometrics or closely related field, with specialization in Gender and/or Human Rights or closely related field.

Experience:

  • Minimum 5 years of experience at the national or international level in development, working on the research, design, implementation, monitoring, and evaluation of development projects, preferably in the field of gender and human rights of women;
  • Minimum 3 years of experience in carrying out research and preparing quantitative studies, utilizing statistical methodologies, and requiring a thorough knowledge of database applications for statistical analysis;
  • Prior experience in the UN System and the Americas and Caribbean region will be an asset.

Language requirements:

  • Fluency in English and Spanish is required;
  • Fluency in Frech or Portuguese is an asset;
  • Working knowledge of other UN official language is an asset.
