Public transport in Almaty is mainly provided by bus and trolleybus. In addition, one 9 km metro line is operated. At present, less than 30% of all trips are done by public transport (PT) in Almaty.  PT modal share has declined in recent years and will continue to lose ground given increasing car ownership and poor level of service. Bus transport in Almaty city is provided by 17 private operators. Municipal CNG bus fleet purchased in 2011-2015 and 200 trolleybuses were transferred in 2016 under the management to private company. This makes the planning, management and monitoring of public transport a challenging environment. The creation of a modern integrated public transport system will require additional actions in the field of organization, internal work processes, coordination, contracting, financing, and management and supervision of public transport operations.

The Almaty City Administration (the “Akimat”) acknowledges that an improvement of public transport can be only achieved through a new robust organization model - both within the Akimat as for the public transport market - supported by the appropriate institutional, legal and financial settings. This transformation should be supported by (1) broad agreement of stakeholders on clear objectives and targets, (2) decisions on responsibilities and capacity of entities involved, (3) defining of work and action plans with miles-stones and output to be delivered (4) creation of an appropriate and accountable internal organization with capable management and (5) a management style that is based on management by objectives and output.

In 2017 Akimat would like to introduce and test new tenders’ procedures based on the bus per km contracts and introduce new public service contract. This process requires some external support in justification and monitoring of this tender’s scheme and presentation to the stakeholders including operators.

Devoirs et responsabilités

The GEF/CAST is intending to appoint an International Public Transport Expert to assist Akimat on the appropriate organisation and management of the public transport sector in Almaty in all aspects and actively participate in a hands-on manner with the required transformation process.

Under the direct supervision of the Deputy Mayor, the Expert will undertake the following tasks:

  1.  Advise the Deputy Mayor for Transport on public transport matters and in particular on four topics listed above;
  2. Support the municipal Department of Transport and roads on a daily basis with priorities identified for the improvement and PT reform process;
  3. Analyse the current short comings in the way public transport in Almaty is organised and provide practical advice on improvements;
  4. Analyse the current short comings in the organisation(s) entrusted with the organisation and management of public transport in Almaty;
  5. Deliver working papers on urgent issues identified either by the Deputy Mayor or the Expert himself and facilitate discussion and decision-making on these issues; Deliver templates and guidelines for work processes and assist with the implementation of reforms.
  6. Development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) Akimat staff or (non-) governmental counterparts.

The nature of the assignment is to provide practical advice and guidance on daily basis (totally 130 working days for the whole period of contract) and does not include studies.

General guidance during the fulfilment of this Terms of Reference will be provided by the CAST Project Manager in coordination with designated person in Akimat.

 

Compétences

Experience:

  • Experience of work as an Expert to senior municipality officials at international level is an advantage;
  • Experience with reform and transition processes in public transport including contracting public transport services and current best international on Public Service Contracts is an advantage;
  • Experience and knowledge of the country or prior working experience in CIS would be an advantage;

Technical capabilities and knowledge in public transport field:

  • Sound knowledge of cost structures of public transport and capability to calculate the operational costs of public transport;
  • Good knowledge of Excel, Words, Power Point and Web navigation;

Communication and writing skills:

  • Excellent communication skills and experience in conducting technical presentations with a variety of stakeholders;

Full proficiency in English both written and verbal including ability to review, draft and edit required project documentation; sound knowledge of Russian language would be an advantage.

Qualifications et expériences requises

  • University degree in transport planning, engineering, business administration, or other relevant field is required. Advanced university degree would be an advantage; 
  • Minimum of 10 years of professional experience in the field of Public Transport; Practical experience with day-to-day operations of public transport and measures to improve the quality of services for passengers as well as the efficiency of operators is an advantage.
