With funds through the Sustainable Development Goal Fund (SDG-F) secretariat, UNDP Sierra Leone is implementing a joint FAO / UNDP two-year project “Enabling Sustainable Livelihoods through Improved Natural Resource Governance and Economic Diversification in the Kono District”, Eastern Sierra Leone. The project is implemented within the framework of a UN multi-agency Area-Based Development (ABD) approach that focuses on two broad interlinked intervention areas aiming to enhance sustainable, inclusive governance of natural resources and diversification of sustainable livelihood opportunities in one of the most mineral-rich, but least developed areas in the country.

The project is designed with a strong focus on achieving tangible results by building on and complementing previous or ongoing activities of UNDP, FAO, and other partners.

Its outcomes include:

  • Inclusiveness, accountability and transparency in natural resources management;

  • Livelihoods of vulnerable groups improved through economic diversification.

    Amongst the many activities to realise these outcomes, the project will offer skills trainings to youths by working in partnership with local artisans and training institutions for specific practical, theoretical trainings and job experiences. This will enhance effective acquisition of viable skills and knowledge to youths hence placing them in an advantage position for alternative job market.

    To accompany the effectiveness of this task, a consultant is required to offer youths business and entrepreneurial skills trainings to compound their advantage of being self-reliant and able to manage their own businesses as well as becoming self or waged employed. Thus the consultancy will aim to produced well trained youths capable of starting, managing and sustaining a business.

Scope of Work

Specifically, the consultancy will:

  • Review and adapt available business and entrepreneur skills training manuals used in country to prevent overlap and duplication
  • Produced a simplified business training manual
  • Use adapted manual to facilitate and train youths on business and entrepreneur skills
  • Design a supervision and monitoring strategy and document to be subsequently used to monitor graduate’s businesses

These activities are expected to be done through a series of strategically focussed technical training sessions and customized training activities and any other appropriate activities that will enhance capacities of the youths for starting, managing and sustaining a business.

Expected Outputs and Deliverables

Based on the scope of work outlined above, it is expected to deliver the following outputs:

  • Produce a simplified business training manual;
  • Certify trainees;
  • Bi-weekly and final report to UNDP detailing work undertaking, with final report submitted not more than two weeks after completion of task;
  • Detailed work plan, including timelines and activities that the consultant plans to undertake in order to complete this assignment, to be submitted for approval to UNDP.3 days after signing contract;     
  • Review of existing and production of a new comprehensive training manual by 9 December 2016 Yes;
  • Facilitation of training sessions and production of bi-weekly reports by 16th December 2016;
  • Reports to be reviewed by PM;
  • Final Reporting on business and entrepreneurial skills trainings for youths in Kono by 1st March 2017         
  • The Consultant is expected to complete the following tasks;
  • Review, adaptation and production of training manual;
  • Assessment of trainees’ capacities and dividing them into groups;
  • Design of timetable and allocating trainees to fit timetable;
  • Facilitating training sessions for trainees based on agreed number of hours per day and number of days per week.

Compétences

  • Demonstrated ability to meet deadlines.
  • Good interpersonal communication and coordination skills and a team player.
  • Strong analytical and strategic skills, particularly applied to enterprise development, programming and implementation;
  • Capacity to communicate fluently with different stakeholders (e.g. youths, civil society, government authorities, local communities, project staff).

Qualifications et expériences requises

Academic Qualifications

  • Master’s degree in Business Administration, Economics, Development or any related field.

Experience

  • 5 years relevant working experience;
  • Strong experience in facilitating business and entrepreneur trainings in local context and for low literate persons;
  • Experience in working with youths;
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.

Language

  • Excellent knowledge of English Language, including the ability to set out a coherent argument in presentations and group interactions.
