The UN Entity on Gender Equality and the Empowerment of Women (UN Women) was established by General Assembly Resolution 64/289, and became operational on 01 January 2011. Its vision is a world where women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.

UN Women Sudan’s Strategic Note (SN) 2014-16, aims "to consolidate efforts that contribute to gender equality and women’s empowerment in Sudan". Key strategies for the implementation of the country programme include capacity building, advocacy, gender mainstreaming, evidence, information and data collection and the use of media to highlight and inform the general population of Sudan. The SN outlines the overall strategy and plan of action for the UN Women Sudan Country Office (CO) for the years 2014-16 and includes a Development Results Framework (DRF) and an Organizational Effectiveness and Efficiency Framework (OEEF) with expected results and targets/ indicators/ baselines.  The SN 2014-2016 covers five impact areas, namely; 1) Women lead and participate in decision making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; 4) Peace and security and humanitarian action are shaped by women’s leadership and participation; and 5) Governance and national planning fully reflect accountability for gender equality commitments and priorities.

2017 AWP of UN Women Sudan Country Office (Co) focuses on concrete, impactful and scalable initiatives, prioritizing 2 UN Women Strategic Plan Impact areas, namely Impact area 2 (WEE) and 4 (WPS/Humanitarian Response), in response to the prevailing context and opportunities. “EVAW” and “Gender Mainstreaming, Planning and Budgeting” interventions will be mainstreamed under each of the above accordingly. Under the Organizational Efficiency and Effectiveness framework the office will focus on coordinating GEWE work within the UN, with government, CSOs, Academia, Private sector, Donors and other stakeholders. The Country Programme also lays emphasis on strategic partnerships and resource mobilization to bridge the resource gap.

Coordination, partnership and resource Mobilization is an urgency for UN Women world-wild and UN Women Sudan Country Office in particular. Programme development, coordination, delivery and reporting are essential for creating and maintaining relations with donors and strategic partners. Strategic partnerships and Resource Mobilization are therefore key components of UN Women Sudan AWP 2016/2017.

The consultant will work under the direct supervision of the Country Representative in consultation both programme and Operations staff.

Devoirs et responsabilités

Under the leadership and direct guidance of the Country Programme Director for UN Women Sudan, supported by the Programme Specialist, the international consultant will undertake the following tasks:

Key Duties and Responsibilities:

  • Support building of smart partnerships, developing and undertaking effective resource mobilization strategies;
  • Ensure effective coordination of Sudan Country Programme/Portfolios with all relevant partners and stakeholders in Sudan;

Support building of smart partnerships, developing and undertaking effective resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies;
  • Develop a prospective donor profile database that includes prospective donor funding areas, geographical and sectoral preferences, criteria, and policies with a view to identify funding opportunities;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships;
  • Undertake preparation of donor proposals including reviewing proposals;
  • Oversee donor and other reporting requirements:
  • Track all donor reporting requirements of projects and identify “pending” reporting and funding requirements of all on-going and closed projects; Ensure that both financial and progress reports are timely submitted as per donor’s requirements;
  • Review all donors reports before submission to Country Representative;
  • Develop and implement strategies for maximizing potential for existing trust funds and regional projects and other sources;
  • Provide support in proposal development submission to potential donors;
  • Disseminate publications and reports to donors and partners in a timely manner;
  • Explore and provide inputs for creative option in resource mobilization;
  • Identify funding opportunities while facilitating, developing and negotiating competitive proposals;
  • Develop and maintain an updated dataset of funding organizations and opportunities;
  • Ensure grant compliance and timely reporting;
  • Contribute to the development of UN Women programmes and strategies through support to the programme staff in the areas of proposal writing, internal reporting, donor reporting, and equality assurance of outgoing documents;
  • Provide relevant input when needed on key developments and opportunities to develop and strengthen institutional partnerships for the promotion of gender equality and women´s rights and to ensure the inclusion of a gender perspective in the intergovernmental fora;
  • Develop and expand knowledge management strategies, products and methodologies;
  • Keep the supervisor informed of incoming requests, correspondence and all matters requiring attention pertaining to partnership and resource mobilization, provide sound input as appropriate to facilitate decision making and ensure follow-up action, as directed.

Ensure effective coordination of Sudan Country Programme/Portfolios with all relevant partners and stakeholders in Sudan:

  • Support of coordination of joint mechanisms on GEWE in Sudan including GTG, GiHA, Partners in Development (Group (donors’ group), CSOs forum and any other coordination mechanism established by UN Women Sudan Co;
  • Ensure cross fertilization and sharing of best practices amongst the coordination mechanisms (GTG, GiHA, Partners in Development (Group (donors’ group), CSOs forum and any other coordination mechanism established by UN Women Sudan Co);
  • Gather inputs and coordinate the preparation of Joint Programmes/Projects, work-plans, periodic narrative progress reports and expenditures status reports;
  • Establish systems, processes and mechanisms to support Joint Programme/Projects’ planning, implementation, monitoring and progress reporting, in collaboration with partners;
  • Record and maintain documents on Joint Programmes/Projects activities, issues, and risks;
  • Record and maintain documents on coordination mechanisms meetings and joint activities and initiatives;
  • Ensure effective information flow, communication and coordination across the office and with other UN Women units;
  • Coordinate the process of gathering information and preparing reports on progress of programme implementation for RO/ HQ and donors, assessing results and identifying areas for senior management action and/or decision;
  • Keep the supervisor informed of incoming requests, correspondence and all matters requiring attention pertaining to coordination, provide sound input as appropriate to facilitate decision making and ensure follow-up action, as directed.

Deliverables:

The consultant is expected to contribute to the implementation of effective coordination, partnership and resource mobilization strategies based on UN Women Sudan Strategic Note (2017 – 2019). In particular, the key results have an impact on implementation of UN Women coordination, partnership and RM strategies across the main impacts areas of UN Women Sudan AWP 2017; which impact in turn on the overall effectiveness of the UN Women programme of the CO in Sudan.

Specifically, the consultant is expected to deliver the following:

  • Submission of resource mobilization strategy;
  • A smart proposal of Nomadic Women in Darfur Network Initiatives;
  • Submission of at least 3 smart proposals for resource mobilization;
  • Finalize ToRs for the donors group (Partners in Development Group), and submission of relevant documents and tools to strengthen this group;
  • Submission of prospective donor profile database that includes prospective donor funding areas, geographical and sectoral preferences, criteria, and policies with a view to identify funding opportunities;
  • An updated dataset of funding organizations and opportunities;
  • Production of tools to ensure cross fertilization and sharing of best practices amongst the coordination mechanisms (GTG, GiHA, Partners in Development (Group (donors’ group), CSOs forum and any other coordination mechanism established by UN Women Sudan Co);
  • Establish systems, processes and mechanisms to support Joint Programme/Projects’ planning, implementation, monitoring and progress reporting, in collaboration with partners;

Qualifications et expériences requises

Education:

  • University Master’s degree or higher in international development, Gender Studies, Management, Social science or related field.

Experience:

  • At least 7 years relevant experience in programme/project development and management, including resource mobilization and partnership building;
  • Experience with UN highly desirable;
  • Experience of international development institutions and well developed networks of international economic and gender experts;
  • Knowledge of the culture and social environment of Sudan is highly desirable.

Language Requirements:

  • Excellent skills in written and spoken English;
  • Working knowledge of Arabic would be an added advantage but not a prerequisite.
