Historique

The Aid for Trade project aims to support Kosovo’s public institutions, private enterprises and other relevant stakeholders as they strive to develop a vibrant and export-oriented private sector. The project attempts to achieve these objectives by strengthening the technical capacities of partner beneficiaries and facilitating their access to relevant support services. As part of these broader goals and objectives, the Aid for Trade project provides targeted technical assistance interventions to support the capacities of the Ministry of Trade and Industry (MTI) in designing and monitoring gender responsive policies on private sector development and job creation.  In this regard, the project supported development of evidences and conduction of several analytical assessments that informed key institutions in designing targeted policies and strategic plans.

Moreover, project extended its cooperation with the Kosovo Investment and Enterprise Support Agency (KIESA), an agency within MTI whose mandate is to contribute to the economic development through the promotion of foreign and domestic investments; provide support to small and medium businesses (SMEs), assist with management of the economic zones and promote export, and tourism in Kosovo. 

Thus, in the frame of the existing circumstances, the AFT seeks to support KIESA in developing a clear and new form of communication strategy with all stakeholders using a wide range of communication tools, with emphasis on social networks. 

Objectives of Assignment

The objective of the assignment is to design and implement communication / public relations strategy and plan in order to positively highlight results of KIESA. Public relation person should use a wide range of media to communicate results achieved by KIESA through the planned publicity campaigns and PR activity.

Assignment will be conducted in line with UN 8 Point Agenda and the UNDP Gender responsive mandate.

Devoirs et responsabilités

The following tasks will be performed by the local consultant in close cooperation with and under direct supervision of the responsible staff within KIESA and UNDP Programme/Project team: 

  1. Consolidate the communication strategy of KIESA and prepare implementation of the strategy for a three-year period;
  2. Set up the concrete goals  aimed to be achieved in a calendar year by the agency, namely PR and Marketing;
  3. Expand communication with all stakeholders using a wide range of communication tools available and create new if needed;
  4. Create accounts on social and professional networks such as on the Facebook, Twitter, Instagram, LinkedIn, YouTube, etc. and supervise and update content across all channels with the primary purpose of informing the public, and improving the communication by posting text, photos, video, links, etc. in the new format; 
  5. Support and supervise the Marketing Office in the production of promotional video materials in the conception, production and distribution; 
  6. Advise and support KIESA in the promotion, expansion of networking with businesses, institutions, business associations, media, foreign relations, communication with partners, potential investors, development of PR materials about KIESA's activities and presentation in media and communication with the public; 
  7. Prepare and coordinate development of the communication topics in the different platform by securing that the content and accuracy of the message is in line with the agency's brand and communication strategy;
  8. Prepare and coordinate promotional material from the whole spectrum of communication tools in the support of the agency, and all integral components of the agency;
  9. Prepare and edit promotional materials such as press releases, key messages, newsletters, reports and brochures;
  10. Write and edit promotional texts and video materials for communication tools with emphasis on the online, social media;
  11. Develop and implement a monitoring system for media and create  a list of journalists / editors from all media collaborators interested in the work of KIESA;
  12. Coordinate and prepare all promotional materials about the events the agency is organizing or where it is present, ensuring better coverage of the events and KIESA’s work in the media.

  • The KIESA communication strategy consolidated for a three-year period.

Deliverables / Final Products Expected

The Local Consultant should ensure timely delivery and high quality of the tasks presented in the scope of work. All deliverables are to be implemented in close cooperation with the KIESA and UNDP’s Programme and Project team and each deliverable requires KIESA’s approval. 

Scope of price proposal and schedule of payments

Lump sum payment on the monthly basis.

Required Presentation of Offer: 

The following documents must be submitted:

  • P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; (P11 can be downloaded in UNDP web site: http://www.ks.undp.org/content/kosovo/en/home/operations/jobs.  
  • Technical proposal, a max. 2 page document explaining the approach and the methodology to be utilized for delivering the expected results within the indicated timeframe and if applicable, provide a list of similar profiles prepared during previous work experience. 
  • Financial Proposal that indicates the all-inclusive fixed total contract price. The Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.  

Criteria for Selection of the Best Offer

  • Offers will be evaluated utilizing a combined Scoring method – where the technical qualifications, the relevant work experiences and the technical proposal will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

Qualifications et expériences requises

Education:

  • Master's degree in public relations, mass communication, journalism or any related field is required.

Experience:

  • At least 5 years of proven experience as journalist, PR, copywriter, social media specialist, or with similar assignments;
  • Previous experience in supporting government institutions on PR and social media;
  • Proven knowledge and familiarity with industrial sectors related to KIESA’s mandate;
  • Proven experience in creating, editing, and maintenance of promotional materials, management of content on the web, social networks, computer programs for editing photos and videos, and development of media network.

Language:

  • Fluency in English and Albanian required. Knowledge of Serbian language is considered an asset.
