Historique

UNDP-PFF has been carrying out projects in the Cultural Heritage sites for conservation works under the auspices of the Technical Committee on Cultural Heritage. These projects are funded by the EC. So far, 13 cultural heritage sites have been completed all over Cyprus from Paphos to Famagusta. TCCH and UNDP with the EU funding will be carrying out conservation projects in the Famagusta Walls, some cultural heritage site in the old town of Famagusta and other sites in all over Cyprus.

Devoirs et responsabilités

Under the overall supervision of the UNDP Senior Programme Manager he/she shall be the ‘Engineer’ of the contract as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works.
Under the supervision and directly reporting to the Senior Technical Officer, the Engineer shall carry out duties and responsibilities stipulated in the General Conditions of Contract for Civil Works, as general duties/powers of the Engineer;

The Engineer shall provide administration of Contract as provided in the Contract Documents. In particular, he shall perform the functions hereinafter described.
The Engineer shall be the Employer's representative vis-à-vis the Contractor during construction and until final payment is due. The Engineer shall advise and consult with the Employer. The Employer's instructions to the Contractor shall be forwarded through the Engineer. The Engineer shall have authority to act on behalf of the Employer only to the extent provided in the Contract Documents as they may be amended in writing in accordance with the Contract.

The duties, responsibilities and limitations of authority of the Engineer as the Employer's representative during construction as set forth in the Contract shall not be modified or extended without the written consent of the Employer, the Contractor and the Engineer.

The Engineer shall visit the Site at intervals appropriate to the stage of construction to familiarize himself generally with the progress and quality of the Works and to determine in general if the Works are proceeding in accordance with the Contract Documents. On the basis of his on-site observations as an Engineer, he shall keep the Employer informed of the progress of the Works.
The Engineer shall not be responsible for and will not have control or charge of construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the Works or the Temporary Works. The Engineer shall not be responsible for or have control or charge over the acts or omissions of the Contractor (including the Contractor's failure to carry out the Works in accordance with the Contract) and of Sub-contractors or any of their agents or employees, or any other persons performing services for the Works, except if such acts or omissions are caused by the Engineer's failure to perform his functions in accordance with the contract between the Employer and the Engineer.
The Engineer shall at all times have access to the Works wherever and whether in preparation or progress. The Contractor shall provide facilities for such access so that the Engineer may perform his functions under the Contract.
Based on the Engineer's observations and an evaluation of the documentation submitted by the Contractor together with the invoices, the Engineer shall determine the amounts owed to the Contractor and shall issue Certificates for Payment as appropriate.
The Engineer shall review and approve or take other appropriate action upon the Contractor's submittals such as Shop Drawings, Product Data and Samples, but only for conformity with the design concept of the Works and with the provisions of the Contract Documents. Such action shall be taken with reasonable promptness so as to cause no delay. The Engineer's approval of a specific item shall not indicate approval of an assembly of which the item is a component.
The Engineer shall interpret the requirements of the Contract Documents and judge the performance thereunder by the Contractor. All interpretations and orders of the Engineer shall be consistent with the intent of and reasonably inferable from the Contract Documents and shall be in writing or in the form of drawings. Either party may make a written request to the Engineer for such interpretation. The Engineer shall render the interpretation necessary for the proper execution of the Works with reasonable promptness and in accordance with any time limit agreed upon. Any claim or dispute arising from the interpretation of the Contract Documents by the Engineer or relating to the execution or progress of the Works shall be settled as provided in Clause 71 of these General Conditions.
Except as otherwise provided in the Contract, the Engineer shall have no authority to relieve the Contractor of any of his obligations under the Contract nor to order any work involving delay in completion of the Works or any extra payment to the Contractor by the Employer, or to make any variations to the Works.
In the event of termination of the employment of the Engineer, the Employer shall appoint another suitable professional to perform the Engineer's duties.
The Engineer shall have authority to reject work which does not conform to the Contract Documents. Whenever, in his opinion, he considers it necessary or advisable for the implementation of the intent of the Contract Documents, he will have authority to require special inspection or testing of the work whether or not such work be then fabricated, installed or completed. However, neither the Engineer's authority to act nor any reasonable decision made by him in good faith either to exercise or not to exercise such authority shall give rise to any duty or responsibility of the Engineer to the Contractor, any subcontractor, any of their agents or employees, or any other person performing services for the Works.
The Engineer shall conduct inspections to determine the dates of Substantial Completion and Final Completion, shall receive and forward to the Employer for the Employer's review written warranties and related documents required by the Contract and assembled by the Contractor, and shall issue a final Certificate for Payment upon compliance with the requirements of Clause 47 hereof and in accordance with the Contract.
If the Employer and Engineer so agree, the Engineer shall provide one or more Engineer's Representative(s) to assist the Engineer in carrying out his responsibilities at the site. The Engineer shall notify in writing to the Contractor and the Employer the duties, responsibilities and limitations of authority of any such Engineer's Representative(s).

The Engineer will be carrying out duties at the locations for the projects below:

•   Mosque in Agios Nicolaos/Aynikola
•   Mosque in Agios Ioannis/Ayanni
•   Minaret of Cami-Kebir in Paphos

Deliverables:
•   The Engineer shall submit a weekly report to the Senior Programme Manager, the format and content will be given.
•   The Engineer shall submit a monthly report to the Senior Programme Manager, the format and content will be given.
•   Narrative parts of the reports must be written in good English and must be proof read before submission.

Qualifications et expériences requises

Education:

• Architectural or civil engineering degree

Experience:
•   8 years of post- university experience
•   6 years of experience in supervision of construction works at any level
•   Acting as Engineer for 2 similar projects (listed buildings and/or monuments)

Language:
•   Fluency in English and Greek and/or Turkish
•   Valid registration/membership with the relevant professional association/organisation
•   Competency in computer use
•   Ability to travel

Renumeration:

Interested candidates must submit daily fee considering the below criteria:

A day will be calculated as 8 hours
A day will be prorated with hours of work carried out either at the sites or at the home office of the Engineer
The services will be required for the project sites listed above
Up to 15 days of work per month will be required; these working days should be arranged with the progress of the works and in consultation with UNDP
Time will be kept by the Engineer; traveling to and from the sites will not be calculated as time worked
The Engineer shall attend to the meetings requested by the UNDP Senior Programme Manager.

Submission of Applications and Evaluation

Application:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Motivation/Cover Letter: Explaining why they are the most suitable for the work.

Financial Proposal: Financial proposal will specify the daily fee in EUR per working day and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to sites and sites to place of residence), cost of living and any other relevant expenses related to the performance of services. The same rate of daily fee will be applicable for all three sites. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process:

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points:

CV review: 30 points
•   Educational qualifications and certifications as defined in the ToR (15 points)
•   Experience as defined in the ToR (15 points)
Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited for an interview

Desk Review/Interview: 40 points
•   Experience in supervision of emergency measures works and/or restoration/conservation of stone buildings and similar architectural heritage buildings/structures (25 points)
•   Experience in international organizations (e.g. UN, UNDP, EC) (5 points)
•   Language: Fluency in English and Greek and/or Turkish (10 points)

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.
•   Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly lump-sum payable upon submission of the monthly time-sheet and the collated reports of the weekly reports and certification by the UNDP.
