The informal Interagency Task Team on Sustainable Procurement in the Health Sector (1) (SPHS) was established in May 2012 in Copenhagen, Denmark. Ten SPHS members (UNDP, UNEP, UNFPA, UHNCR, UNICEF, UNOPS, WHO, GAVI, the Vaccine Alliance, The Global Fund to Fight AIDS, Tuberculosis and Malaria, UNITAID) conduct high volume procurement in the health sector, representing a sizable portion of some segments of the global pharmaceutical and other health products markets. The cumulative purchasing power of SPHS members in the global health aid market is about USD 5 billion annually. The aim for establishing the Task Team was to facilitate and coordinate the introduction of sustainable procurement in the health sector among members and to leverage the standard-setting and joint procurement volumes of member agencies to influence the global health sector (governments and other international development partners) and beyond. Thereby the SPHS Task Team intends to act as driver for transformational change towards greener health systems and inclusive green economies. (2,3)

Besides the coordination of activities conducted by each member of the SPHS, its members follow a joint roadmap and strategy addressing normative aspects of sustainable procurement, the step-wise introduction of sustainable procurement criteria, the engagement with other purchasers in the global health sector and beyond as catalyst for sustainable procurement in the health sector at large, and the engagement process with suppliers and manufacturers of health commodities. This strategy is summarized in a recently published engagement strategy with the global supplier and manufacturer network of the SPHS has been developed, which is based on the vision and route map of the SPHS (4) and makes reference to the UN Supplier Code of Conduct.(5) The overall aim of the strategy is to represent SPHS members’ commitment to work in collaboration with suppliers and manufacturers to introduce green procurement in the global health sector. Through a transparent and inclusive engagement process, and by leveraging their normative and market power, members commit to lowering the environmental impact of their procurement, with a final aim of improving human health and well-being.  

Since its start the SPHS has been supported and coordinated by a Secretariat administered by UNDP. Within UNDP, the Secretariat is linked with the Bureau of Management Services (BMS) (procurement team, New York), the Nordic Liaison Office (UN procurement hub, Copenhagen), the Bureau of Policy and Programme Support (BPPS) (HIV, Health and Development team, New York) and the Regional Bureau for Europe and the CIS (RBEC, New York/Istanbul). 

The ability of the SPHS to effectively address the challenge of sustainable procurement hinges on its ability to galvanize collective engagement among public, private and non-profit stakeholders. With an increased engagement with key stakeholders, there is strong need to ensure effective communication and information related to the SPHS, including the necessity of further developing an online space for SPHS members to share documents, reports and other content and the necessity of an informal communication channel on the topic of green procurement between SPHS members and key stakeholders from the global health sector. 

Arising from these needs and circumstances, with this call, the Regional HHD Team at the IRH is seeking the services of a consultant, with a focus on communications, as well as relationship management to support the further development of the SPHS Secretariat.

This assignment is geared to broaden and deepen awareness of the SPHS initiative on introducing sustainable procurement in the health sector, engage with key audiences (donors, suppliers and manufacturers, media, as well as internal SPHS stakeholders), create brand recognition and further lift the related SPHS supported initiative's media profile. The communication work will raise awareness of target groups (to be defined in consultation with the SPHS Secretariat and members) in SPHS's work, particularly on engagement with suppliers and manufacturers on introducing sustainable procurement in the global health sector. The consultancy will aim to support communications efforts related to the 2017 Asia Forum, highlight individual projects to different audiences and mobilize partners, stakeholders, and the general public to advocate on results achieved through the portfolio (e.g. via the online SPHS platform and other).

Devoirs et responsabilités

Under the guidance of the SPHS Associate Coordinator and under the overall supervision of the SPHS Coordinator, and in close collaboration with the UNDP Istanbul Regional Hub HIV, Health and Development (HHD) team; the Communications team and the SPHS members, the junior communications consultant will perform the following duties:

  • Develop and support implementation the SPHS 2017 Communications Strategy;
  • Recommend to the team and support building of relationships with the key media outlets between the SPHS Task Team and partners’ communications departments;
  • Support the implementation of the communication strategy related to the 1st Saving Lives Sustainably: 2017 Asia Forum, with a focus on liaising with media for press releases and events, establishing media connections, with the aim of getting maximum media attention for press releases, special events, press interview through either broadcast or print media;
  • Support the preparation of the 2017 SPHS Annual Report and undertake communication activities for disseminating the report;
  • Undertake the communication activities to promote the SPHS's Engagement Strategy with Suppliers and Manufacturers on Green Procurement, and document the UNDP Regional HHD’s work on health and environment while liaising with both internal and external media, and key relevant partners; 
  • Develop and support implementation of communication strategies for various venues of engagement of the SPHS Secretariat and SPHS Task Team;
  • Maintain the SPHS's online platform News & Stories page and strategically develop key content (with identification of key partners), and liaise with the SPHS Global Leaders (also known as the SPHS Voices) to ensure constant receipt of the Voices’ blog posts and further disseminate these blog pieces through SPHS Secretariat communication channels;
  • Create quarterly content of the SPHS's newsletters (SPHS News Flash);
  • Build on and enhance the SPHS’s digital presence through social media channels, especially through the SPHS Twitter account (@UN_SPHS), or other planned and/or existing social media platforms such as the SPHS members regional and corporate social media channels.

Expected Deliverables

  • Deliverable 1 - Developed detailed work-plan for consultancy (1-2 pages);
  • Deliverable 2 - Developed and implemented SPHS Secretariat 2017 Communications Strategy (12 – 15 pages. This will include for the 1st Saving Lives Sustainably: 2017 Asia Forum and any on-demand initiatives involving development of social media kits, concept notes, invitation letters, presentations, press releases and other related content;
  • Deliverable 3 - Contributed to the development of 2017 SPHS Annual Report (25 pages) with inputs from Members focal points and communications specialists including dissemination communications activities;
  • Deliverable 4 - Further promoted the SPHS' Engagement Strategy with Suppliers and Manufacturers on Green Procurement through SPHS communication channels especially for new members;
  • Deliverable 5 - Contributed to the documentation of the UNDP Regional HHD’s work on health and environment (through liaising with both internal and external media and key relevant partners) – for up to 4 key interventions;
  • Deliverable 6 - Maintained News & Stories on the SPHS online engagement platform (at least 12 over the period of the consultancy);
  • Deliverable 7 - Reviewed and posted at least 20 SPHS voices blog posts and further disseminated these blog pieces through SPHS Secretariat communication channels;
  • Deliverable 8 - Produced 4 newsletters relevant to the SPHS mandate (5-7 pages each);
  • Deliverable 9 - Increased the number of SPHS followers on Twitter (@UN_SPHS) with a target of approximately 50 percent with a baseline of 800 followers;
  • Deliverable 10 - Boosted media coverage by reaching a minimum media outreach of 12 million views yearly (baseline in 2016 was 9 million);
  • Deliverable 11 - Developed and submitted End of Consultancy Report (12-15 pages).

Payments will be made upon submitted satisfactory progress report, against deliverables in the following order:

  • Deliverable 1 - payment 1 – 5% (by 15 March 2017);
  • Deliverable 2 – payment 2 – 10 % (by 15 April 2017);
  • Deliverable 4 – payment 3 – 5% (by 15 May 2017);
  • Deliverable 5 – payment 4 – 10% (by 15 June 2017);
  • Deliverable 6 – payment 5 – 10% (by 15 July 2017);
  • Deliverable 7 – payment 6 -  15% (by 15 August 2017);
  • Deliverable 8 – payment 7 – 10% (by 15 September 2017);
  • Deliverables 3 and 9 – payment 8 – 20% (15 October 2017);
  • Deliverable 10 – payment 9 – 10% (15 November 2017);
  • Deliverable 11 – payment 10 – 5% (15 December 2017)

Qualifications et expériences requises

Academic Qualifications/Education: 

  • Bachelor’s degree in Journalism, International Relations, Public Relations, Communications or relevant area. Additional course/diploma in relevant field is an asset.

Experience:  

  • At least 3 years of relevant experience in generating communications, communication strategies, media operations and advocacy material via various media (i.e. print, video, websites);
  • Demonstrated experience in communications work in the context of international relations tailored to different audiences is a distinct advantage;
  • Previous affiliation/experience working in the UN or UNDP is an advantage;
  • Strong IT skills (experience with in-depth research and handling large databases is an asset).

Language skills: 

  • Fluency and ability to communicate and perform complex tasks in English.


Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and a lump sum financial proposal in US$, which includes all consultant’s costs.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates who will receive at least 70% of total technical score can be considered for financial evaluation.

Technical Criteria -70% of total evaluation - max. points: 56:

  • Education - Bachelor’s degree in Journalism, International Relations, Public Relations, Communications or relevant area - max. points: 5;
  • At least 2.5 years of relevant experience in generating communications, communication strategies, media operations and advocacy material via various media (i.e. print, video, websites) - max. points: 20;
  • At least 1 year of demonstrated experience in communications work in the context of international relations tailored to different audiences (based on CV review) - max. points: 16;
  • Previous affiliation/experience working in the UN or UNDP - max. points: 5;
  • Strong IT skills (experience with in-depth research and handling large databases is an asset) evidenced by CV review) - max. points: 5;
  • Fluency and ability to communicate and perform complex tasks in English (as demonstrated by information presented in CV) - max. points: 5.

Financial Criteria - 30% of total evaluation - max. points: 24.
