Historique

The Disaster Management Act 2005 provides for integration of preventive/mitigating measures into development plans. The Disaster Management policy 2009 also calls for integration and synergies in efforts of the government for risk reduction. Accordingly, the Ministry of Home Affairs (MHA), the nodal Ministry for Disaster Management, has underscored the need for an integrated, multi-sectoral approach to disaster risk reduction, and to strengthen disaster risk reduction in key sectors, such as education, agriculture, urban development, environment and health etc. through mainstreaming DRR in development planning. MHA also shared a set of recommendations with the Central Ministries/Departments with the request to integrate disaster risk reduction in developmental plans and centrally sponsored schemes.

MHA and UNDP conducted a review study to find out status of integration of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) in 13 national flagship programmes in the year 2014. The study also identified entry points for mainstreaming DRR and CCA in the ongoing Schemes/Programmes being implemented by the respective Ministries/Departments in key sectors. It was observed that DRR and CCA considerations are not clearly articulated in many of the Schemes/Programmes being implemented by various Ministries/Departments. Accordingly, a number of general and scheme specific recommendation were given.

In the last couple of years, some of the Schemes have been revamped and new Schemes have been launched by the Government of India. It is now proposed to engage a consultant to assist the Ministry of Home Affairs and UNDP to review the following new Schemes launched by the Government of India and suggest measures for mainstreaming DRR & CCA:

Atal Mission for Rejuvenation and Urban Transformation (AMRUT);
National Heritage City Development and Augmentation Yojana (HRIDAY);
Smart Cities;
Swachh Bharat Mission;
Gram Jyoti Yojna (DDUGJY);
National RU-URBAN Mission;
Deen Dayal Upadhyaya Grameen Kaushal Yojana.

Devoirs et responsabilités

The consultant would work under the guidance of the Emergency Analyst, Energy & Environment Unit. S/he will consult other colleagues working in the DM team as well as officials of the Ministry of Home Affairs. S/he will be responsible to undertake the following tasks:

To carry out situation analysis in respect of the identified schemes;
To explain linkages between developmental initiatives in the select Scheme components and DRR & CCA as to how these affect each other;
To review scheme guidelines and suggest process to be followed and methodology to be adopted for mainstreaming DRR & CCA in select schemes;
To suggest measures to be undertaken for integrating DRR and CCA in the specified schemes;
To develop guidance notes on how to logically convert the key issues identified in the review into action plan for integrating DRR & CCA;
To analyze and suggest actions to be packaged into a matrix in the form of objectives, strategies and actions;
To suggest enabling framework for the effective, efficient and coordinated action by key stakeholders for mainstreaming DRR & CCA while implementing the schemes.

Schedule of Work:

Submission of a framework based upon desk research within 2 week from the date of signing of the contract;
Submission of draft report based on information/feedback obtained from the selected stakeholders engaged in the sector/Ministry/Programme/Scheme – within 4 weeks from the signing of the contract;
Submission of the final report within 1 week after receiving comments from UNDP/MHA.

Qualifications et expériences requises

Educational Qualification:

Post Graduate Degree in Disaster Management/Public Administration or any other related discipline;

Work Experience:

A minimum of 15 years practical experience in development of guidelines, tools, in-service training;
Should have experience in working with Government/ UN organizations;
Deep understanding of Government programmes and implementation mechanisms of these as well as issues and challenges pertaining to mainstreaming DRR and CCA in developmental planning.

Language:

Fluency in English and Hindi with ability to convey ideas clearly in writing and orally.

Duration of the Work:

The contract will be awarded 25 working days spread over a period of two months between March - April 2017

Payment Schedule:

On submission of a framework based upon desk research - 30%;
On submission of draft report based on information/feedback obtained from the selected stakeholders engaged in the sector/Ministry/Programme/Scheme – 30%;
On submission of the final report - 40%;

Documentation required:

Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
Financial proposal specifying all-inclsive per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules or all the arrangments would be done by UNDP.

Evaluation Method and Criteria:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive;
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Evaluation Criteria:

Educational Qualification 10% Marks;
Relevant Experience 40% Marks;
Suitability for the assignment 20% Marks.

Notes:

Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
