Through its website (www.arabstates.undp.org) on UNDP’s new corporate online platform and content management system and its social media accounts, the Regional Bureau for Arab States has established itself as the principal provider of up-to-date information and news relevant to its work in the region to a wide range of external clients. The RBAS external website serves more like a bilingual (Arabic & English) “portal” providing integrated information, content and knowledge services on all aspects of regional work and activities.
Since the launch of its current iteration in 2012, the RBAS website has been managed from its Cairo-based Regional Centre through a dedicated Online Content and Social Media Manager assisted by an Online Content Associate. Since the departure of the Online Content and Social Media Manager in April 2014 to join the Syria Facility of RBAS, the site has been overseen by the Regional Communication Advisor for Arab States with regular updating handled by the Online Content Associate, who has been contracted intermittently since, with her last contract expiring on 31 December 2016. With the move of UNDP regional presence to Amman as part of UNDP’s structural change, new arrangements were to be made to manage the website and social media accounts from Amman, but this has been prevented by budget constraints preventing the restoring the post of a Content Manager—a post that continues to be required and cannot be given up.
Accordingly, and in light of continuing demand for keeping the online presence of RBAS updated, especially with preparations for a new Regional Programme cycle, expanding work on the SDGs and follow-up outreach on the recently launched products and activities, there is a need to hire an Online Content Associate to support necessary online communication on these events, and many other RBAS initiatives, through the RBAS website. Such online communication is an essential part of RBAS’ overall outreach effort.

Devoirs et responsabilités

Under the overall editorial responsibility and guidance of the Regional Communications Advisor, the Online Content Associate will be responsible for the following deliverables:

  • Create on the RBAS website (both English and Arabic versions – fully mirrored) event pages for key RBAS events in 2017, organized by the Directorate, the Regional Hub in Amman or Regional Programmes. Such event pages will serve as the repository for all information on the event/initiative launched, including pre-launched communication; launch information and media-oriented material; and immediate post-launch information. This will be done in coordination with the newly initiated Regional Programme online Calendar;
  • Populate the Arabic and English event-pages of the RBAS key events with relevant announcements, news articles, press releases, stories and speeches;
  • Support the promotion of and/or the embedding of engagement/dialogue Apps on relevant event pages (within limitations of the current corporate CMS) and on Facebook account as part of pre- launch communication;
  • Uploading photos, videos, documents related to the key events on the digital assets to be used in the Arabic & English pages;
  • Based on materials obtained through the RBAS CO focal points, create image libraries for the UNDP Arab States website on priority regional topics for 2017 including, the SDGs, Development knowledge, PVE, social cohesion, youth, women/gender etc.;
  • Designing and managing campaigns on the RBAS social media platforms related to key 2017 RBAS events and issues;
  • Generating and translating content, and posting it on UNDP’s Arabic Twitter account @UNDPArabic, related to key 2017 RBAS events and issues, and as relevant to UNDP-led global campaigns;
  • Researching, generating and editing pictogram (photos and captions) and posting them on Facebook related to key 2017 RBAS events and issues, and as relevant to UNDP-led global campaigns.

Institutional Arrangement

  • The individual is required to exhibit his or her full-time commitment with the UNDP-RBAS;
  • S/He shall perform tasks under the direct supervision of the Regional Communication Advisor and in close coordination with the UNDP – RBAS HQ and RBAS Regional Hub based in Amman, Beirut and Cairo. The supervision will include approvals/acceptance of the outputs as identified in previous sections;
  • The individual is expected to liaise and collaborate in the course of performing the work with other consultants, stakeholders and UN colleagues;
  • S/He will report to and consult with Regional Communication Advisor on regular and needed basis at any period throughout the assignment. Reports shall be prepared by the expert on the basis of specific requirements;
  • The individual is required to maintain close communication with UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, S/He will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that would affect the flow of the collaborative work and the delivery of outputs on schedule will lead to termination of contract;
  • Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work.

Qualifications et expériences requises

 

I. Education

  • BA /BSc degree in Business Communication or other related field of study.


II. Work Experience

  • At least three (3) years of relevant experience in online content management;

  • Proven relevant experience working in online content editing for the UN is a plus;

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

     

III. Language Requirements

  • Proficiency in both written and oral English and Arabic is required. Knowledge of other UN language is preferable. Knowledge of French is an asset.

a)       Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b)      Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; and

c)       Financial Proposal that indicates the all-inclusive daily fees, supported by a breakdown of costs, as per the table given in section D. template provided.

Financial Proposal

Financial proposal must be expressed in a Daily Fee approach. This amount must be “all-inclusive”. Please note that the contract price will be subject to change in the cost components and therefore must be supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodology.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

·         BA /BSc degree in Business Communication or other related field of study.

·         At least 3 years of relevant experience in online content management

·         Submission of the above required documents

 

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Technical evaluation Criteria max 100 points (Weighted 70):

·         First university degree or equivalent Business Communication or other relevant fields (35%).

·         At least 3 years of professional working experience (35%).

·         Proven relevant experience working in online content editing for the UN (20%).

·         Language proficiency in both written and oral English and Arabic is required (10%).

 

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

 

Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

 

·         Responsive/compliant/acceptable; and

·         Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

 

Technical Criteria weight: [70%]

Financial Criteria weight:  [30%]

 

Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
