The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive
 

Devoirs et responsabilités

Under the direct supervision of Chief Fuel Unit through the Fuel Operations Officer, the UN Volunteer will undertake the following tasks:

  • Operate the fuel pump/dispenser equipment on the ground fuel truck/fuel point and receive/issue fuel;
  • Keep accurate records of all receipts and issues of fuel products on a daily, weekly and monthly basis;
  • Measure and report stock levels of all fuels in tanks and fuel trucks by tank dips and meter readings;
  • Compile daily, weekly and monthly fuel balance sheets;
  • Ensure safety procedures are followed in operating the fuel trucks/fuel point refuelling equipment;
  • Ensure fuel is issued only to authorized personnel/equipment in accordance with mission regulations;
  • Report all anomalies in fuel consumption to the supervisor immediately;
  • Implement the Standard Operating Procedure (SOP) on fuel quality control procedures;
  • Ensure daily testing of aviation fuels and ground fuels as per ASTM, API, IE and other international test methods;
  • Keep computerized records of all quality control tests conducted in the mission;
  • Prepare periodic reports on quality assurance issues;
  • Refuel mission and other authorized aircrafts as per the order document;
  • Monitor and report stock levels of aviation fuel from refuelled tank dips and meter readings;
  • Placing orders to vendors and coordinate receipt/issue of Petrolum Oils and Lubricant (POL)  from vendors to delivery points;
  • Review and maintain all invoice and accounts records;
  • Monitor Fuel Turnkey contract and process invoices whilst overseeing the fuel operation.
  • Supervise collation and data entry of information into required databases;
  • When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;
  • Any other related duties as may be required.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

  • 95 to 100% Acceptable Performance Level (APL) of fuel operations and delivery;
  • 100% quality assurance programme implementation;
  • Full implementation of environmental policy programme;
  • Delivery of requested fuels to clients within prescribed time period;
  • Complaints from the clients are considered and resolved as per UN principles;
  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Compétences

Qualifications, skills, experience: 
The incumbent must be a dynamic, multi-functional person, who supports MONUSCO with professionalism, dedication and client orientation and has affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Degree level:   Bachelor's degree

Type of Degree: Certification/diploma or other supplemental academic qualifications or training in engineering, fuel or chemistry is highly desirable.

Years of work experience:  At least 3 years of progressively responsible experience in two or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures, including aviation fuel;(2) fuel contract administration; (3) maintenance/repair of fuel equipment. Experience in petroleum supply chain operations required. Experience in UN peacekeeping or other field operations is desirable.

Language:   Proficiency in English is required. Knowledge of other official UN languages would be an asset.

Driving license required:  Yes
Computer skills:  Proficient in various MS office applications (Excel, Word, PowerPoint) and the ability to generate ad hoc electronic documents, spreadsheets and databases.

Living Conditions:

The assignment is based in the town of Entebbe, located in the shores of Lake Victoria in the East-African country of Uganda (approx. 35 km from the capital of Kampala).

Uganda’s main international airport is located in Entebbe and functions as the most common entry point into Uganda for international travellers with direct connections to/from Addis Ababa, Amsterdam, Brussels, Cairo, Dar-es-Salam, Dubai, Johannesburg, Juba, Dakar, Kigali, Kinshasa, London, Nairobi and other destinations.

Entebbe is currently under UN Security Level 2 which is the warning and preparation stage to ensure that subsequent levels can be implemented smoothly (e.g. establishment of a coordination center). The UN Security Management Team (SMT) and other entities that are part of the security management/assessment system (e.g. wardens) meet regularly to monitor the security situation and top prepare for subsequent stages. The UN Department of Safety and Security (DSS) regularly update all UN personnel and conducts briefings upon arrival to sensitize newcomers and other on the latest political and social developments that may have security implications.

There is a Level 1 clinic in the Entebbe Support Base (where the assignment is located and there are several UN-cleared private hospitals in Kampala. Certain vaccinations are mandatory for UN personnel to enter Uganda including Yellow Fever. UN volunteers must ensure that they are up to date with appropriate vaccinations, especially a cleared endorsed Yellow Fever vaccination certificate as you may be required to provide this document upon arrival at Entebbe International Airport.

Entebbe has been declared a family duty station for all UN personnel as of July 2011. International schools and recreational facilities are available in Kampala and Entebbe. Local markets and supermarkets stock a good range of consumer goods.

Upon arrival, the UNV Support Office can assist with booking of temporary accommodation. This will be paid for by volunteer (the UNV Settling Grant is designed to cover this expenditure). The volunteer will subsequently locate long term accommodation with Entebbe rents ranging from US$ 400- 800.

Various mobile phone companies operate in Uganda. SIM and top up cards are readily available. UN personnel have access to internet and telephone connections (UN PIN code can be used for personal calls on a cost recovery basis).

Upon arrival, the volunteer will open bank account, usually with Barclays Bank (located in the Entebbe Support Base facility) where the UNV SIG and VLA payments will be received. ATMs are available throughout Entebbe and Kampala and accept many international cards.

Conditions of Service for international UN Volunteers:
A contract is issued until the end of the Monusco Budget year, 30/06/2017, with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of UGX 2,034,417.00 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
