Historique

The African Union Commission (AUC), with the technical support of the United Nations Development Programme Regional Service Centre for Africa (UNDP-RSCA) through the Bureau of the Chairperson, is implementing the project Building an Enabling Environment for Women’s Economic Empowerment and Political Participation in Africa, hereinafter referred to as the Project. The project seeks to operationalize AU Shared Values Instruments on gender equality and women’s empowerment, such as the African Charter on Human and People’s Rights, the Protocol on the Rights of Women (the Maputo Protocol), the Solemn Declaration on Gender Equality, and the Decade of the African Woman 2010-2020. In addition, the project is aligned to the UN agenda 2030, AU agenda 2063, UNDP corporate instruments, including the Gender Equality Strategy 2014-2017, UN legal frameworks, such as the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Declaration and Platform for Action, and the Sustainable Development Goals. This project is also guided by UNDP’s first Youth Strategy 2014-2017, through which the organisation continues to engage young people as a positive force for transformational change, and while most African countries are parties to these commitments, the situation of women and youth-run enterprises still leave a lot to be desired. 

In moving forward to accelerate the economic empowerment of women and youth in Africa therefore, the UNDP 2016, Africa Human Development Report and the Youth strategy provide insights into the strategies needed to urgently make progress in promoting and realising economic empowerment of women and youth. Both documents respond to Africa’s vision as articulated in agenda 2063 of leaving nobody behind as it pursues its transformation and development agenda. Indeed the smartest investment Africa can make towards inclusive economic growth, is investing in its people. Financial independence gives both women and youth opportunities and choices. It enables women to spend more on their families, drive growth in their economies and inspire others in their communities.

Similarly, considering that around11 to 12 million young people enter the labour market every year in Africa and that many of them lack the necessary technical skills and business acumen, capacity building is of paramount importance.  With the appropriate training and mentorship, young people will have a better chance to find decent work or start their own business. To stimulate the growth of the non-farm rural economy is critical for creating jobs for the youth.

Devoirs et responsabilités

This is a short-term assignment to carry out study on lessons learned and best practice in mentorship and twinning of young entrepreneurs.  The study will also include a stakeholder analysis to identify partners and target beneficiaries, Design a mmentorship Program Model for twinning of Young Women Entrepreneurs with CEOs/Business leaders.  The overall goal of the programme is to provide a business entrepreneurship support  for women and youth enterprises in Africa to grow and upscale. 

The consultant (s) will undertake desk research to gain insights into similar and on-going initiatives in Africa. It is therefore expected that the consultant will draw from existing literature available on line/internet sources to inform the design of the programme document and implementation strategy. UNDP recognizes the fact that it is important to consult with stakeholders: Women’s groups and relevant business associations, Government officials, young female entrepreneurs, CEOs/ Business leaders and NGOs and organizations working or implementing related programs. 

The consultant is expected to:

  • Undertake a quick but in-depth analysis of the status of young women entrepreneurs and mentorship programs;
  • Identify and critically analyse the challenges facing young women entrepreneurs and demonstrate how these can be addressed through a mentorship programme model with practical interventions;
  • Develop a Programme module concept note with a rational for this approach, showing the theory of change and the proposed model for the Mentorship Program for twinning of Young Women Entrepreneurs with CEOs/Business leaders and derive best practices for this program.
  • Based on existing information on women and youth, define the program beneficiaries (e.g., micro, small or medium enterprises, start-up enterprises, etc.) with a view to support upscaling of their enterprises;
  • Based on the primary and secondary information gathered, develop a program model on Mentorship and twinning of Young Women Entrepreneurs with CEOs/Business leaders;
  • Provide a logical framework (LFA) to guide the implementation including a budget, risks analysis and timeline
  • Develop Tools or Measures to Assess Progress and document results of the program (M&E plan)

Compétences

Functional Competencies:

  • Excellent public speaking and presentation skills;
  • Ability to set out a coherent argument in presentations and group interactions;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, youth, project staff);
  • Computer skills: full command of Microsoft applications (Word, Excel, PowerPoint) and common Internet applications required.

Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards
  • Promotes the vision, mission, and strategic goals of UNDP
  • Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability

Qualifications et expériences requises

Education:

  • Postgraduate degree in Economics, Business Management, development studies, Law, gender studies or related field;
  • A PhD in the relevant area is preferred.

Experience:

  • Minimum 7 years of directly relevant experience in designing and promoting young women entrepreneur’s mentorship program;
  • Previous experience working with UNDP and familiarity with its mandate and work in gender, local governance, and local development;
  • Similar experience with other UN agencies and international development organizations is a strong advantage;
  • Experience in designing programs, formulating development strategies and policies;
  • Experience and track record in developing programs, research work and reviewing and compiling technical reports with government and international institutions required.

Language and other skills:    

  • Excellent writing, editing and oral communication skills in English essential;
  • Knowledge of French will be an added advantage.
