UNDP’s Anti-Corruption for Peaceful and Inclusive Societies global project, ACPIS (2016-2020)

Despite the challenging global and regional contexts for tackling corruption, there was an important global agreement in 2015. The 2030 Development Agenda, which comprises a set of ambitious Sustainable Development Goals (SDGs) and targets that build on the Millennium Development Goals (MDGs), was adopted on 25 September 2015 by 193 Member States. The SDGs agenda was a major breakthrough for the anti-corruption movement because it capitalizes on the importance of promoting transparency, accountability and anti-corruption, and makes an explicit link between corruption, peace and just and inclusive societies. SDG 16 on peaceful, just and inclusive societies includes key factors needed to ensure access to justice, build effective, accountable and inclusive institutions at all levels, and tackle corruption. Goal 16 is not only a valuable and important aspiration in its own right; it is also an important enabling goal for the entire sustainable development agenda. 

As UNDP’s main vehicle for policy and programming support on anti-corruption, UNDP’s Global Anti-Corruption Initiative (GAIN) (2013-2016) succeeded by the Anti-Corruption for Peaceful and Inclusive Societies global project (2016-2020) and supported by the Department of Foreign Affairs and Trade (DFAT) Australia, provides a lead role in strengthening UNDP’s global, regional and national advocacy strategies, mainstreaming anti-corruption norms and standards in UN/UNDP programming processes, continuing global partnership, knowledge management, policy dialogue and analysis as well as leadership on the emerging issues of anti-corruption. The policy and programming support on anti-corruption particularly focuses on: strengthening state/institutional capacities (the supply side of anti-corruption); promoting social accountability (the demand side of anti-corruption) through youth and women’s empowerment and the participation of civil society and the media; and promoting meaningful policy dialogue and interaction with governments and partners for effective implementation of anti-corruption initiatives and monitoring their effectiveness.

The ACPIS project is thus part of UNDP’s offer to support the 2030 agenda as it will not only contribute to the achievement of other targets under Goal 16, such as reducing violence and promoting access to justice for all, but also other goals related to poverty eradication, reducing inequalities, improving education, health, water and sanitation, and infrastructure, and fostering safe and resilient cities. 

The technical support consultant will be primarily responsible for providing technical support to maintain and further improve the interagency anti-corruption webportal (www.anti-corruption.org), which is managed by UNDP. The technical support consultant will be closely working with the ACPIS Knowledge Management consultant who is primarily responsible for the content management of the webportal.

Working under the direct supervision of the ACPIS Programme Manager, the incumbent will be responsible for supporting the following areas.

Devoirs et responsabilités

  • Provide overall support to make the “anti-corruption.org” webportal user-friendly and easily accessible;
  • Transfer of files and database from the domain of home.corruptioncourses.com to anti-corruption.org;
  • Provide technical support to update and improve anti-corruption online courses;
  • Adding pages for each country with anti-corruption programming information;
  • Uploading publications to fill portal with knowledge products, as needed;
  • Installing Newsletter Backend;
  • Design of multimedia (videos/banners/flyers), as needed;
  • Provide other technical support related to the maintenance of the webportal on needs basis.

Compétences

Functional competencies:

  • Excellent knowledge and experience of using new tools and platform to update website and design online courses;
  • Excellent writing and communication skills;
  • Excellent analytical skills; ability to compile and interpret data easily;
  • Prior background or experience in anti-corruption is an asset;
  • Effective at applying web search tools and conventions;
  • High degree of knowledge of MS office, internet-based applications, development of websites and web content;
  • Knowledge of social networking and KM2.0 technology is an asset.

Qualifications et expériences requises

  • Master’s degree or equivalent in economics, law, political science, development studies or international affairs.    

 

Experiences:

  • A minimum of 3 years’ experience in ensuring operational functioning of websites and drafting of different communication materials;
  • Experience in development, governance or anti-corruption desired.

 

Language:

  • Excellent written and spoken proficiency in English;
  • Knowledge of other UN official language would be an asset.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score as a result of verification should there be require and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

The interview results including educational background (10%), web content/online course development (30%) and relevant experience on similar assignments (30%) will be weighted a max. of 70%; The price proposal will weigh as 30% of the total scoring.
