Historique

The United Nations Office for South-South Cooperation (UNOSSC), enhances knowledge sharing and matching of development cooperation through South-South and triangular cooperation. UNOSSC is encouraging developing countries to publish their successful policies, initiatives and activities that led to the achievement of some of their development goals.

Over the past 15 years, UNOSSC has advanced many publications dedicated to South-South cooperation issues have included academic studies, UN reports, proceedings of meetings and seminars or findings from research work. UNOSSC, in collaboration with other institutions, has published documents such as “Sharing Innovative Experiences”, “The Southern Innovator” and more recently, the UNOSSC has added “Good Practices in South-South and Triangular Cooperation for Sustainable Development”.

While external analysis and views are necessary to have a higher degree of objectivity in the analysis, it is also necessary to hear the voice of the “doers” - policy makers or practitioners.  There is therefore a need for a publication that distils a country’s own perception of its successful initiatives/undertaking (policy, activities etc.).

The purpose of the South-South in Action series is threefold:

•             This publication aims at giving countries and governments full ownership of the narrative of their undertakings (policies, activities, etc.). It will allow the countries to be at the driver’ seat from the conceptualization of the undertaking, the realization (implementation), to the writing and sharing of the stories of their successful undertaking.

•             Its second objective is to provide other governments, development partners and any other interested stakeholder, with basic information on the country South-South cooperation or development structures.

•             Finally, it aims at sharing with other developing countries, the foundations of their successful development undertaking. The publication will therefore be a window for development partners to see and recognize opportunities for collaboration that exist in the South.

Several countries have been currently working on creating their own South-South in Action. The Colombian Presidential Agency for International Cooperation (APC-Colombia), in partnership with UNOSSC, will publish its own South-South in Action study, showcasing APC-Colombia's model for South-South and triangular cooperation and is thus seeking services of a consultant. Guidelines for the publication have been prepared by UNOSSC, which will be shared with the consultant.

The consultant will closely work with APC-Colombia and UNOSSC to write a publication based on the guidelines provided by UNOSSC.

Devoirs et responsabilités

The consultant will work on the following:

  • Prepare the outline of the publication and work plan;
  • Analyze the documents and information provided by the Colombian Government;
  • Arrange meetings with the Government of Colombia and others to collect further necessary information for the publication;
  • Conduct additional research through documents and reports which would  enhance the publication;
  • Review the South-South in Action guidelines, draft an approximately 50 to 60-page paper including executive summary, photos, photo caption and charts, which will need to be approved by APC-Colombia and UNOSSC;
  • Make a short presentation summarizing the contents of the publication;
  • Participate in a few virtual conferences with UNOSSC and APC-Colombia to discuss expectation and to update progress;
  • Join a planning meeting with APC-Colombia in Bogota, Colombia (alternatively virtual conference);
  • Review translation (Spanish version) after the final draft is approved.

Expected Outputs and Deliverables

  • Outline of the publication and work plan within 2 weeks;
  • First draft of publication, approximately 50-60 pages, suggested word count: 8,500-9,000 (Chapters 1 to 6, to be submitted one chapter each month);
  • Final draft of publication within seven month;
  • Short presentation summarizing the contents of the publication after the initial draft is compled;
  • Reviewed and edited Spanish version of the publication.

The consultant will write the publication in English and review the Spanish version later which will be translated by a professional translator.

Estimated duration of the Work:

The work should be completed in about 8 months (15 working days per month).

Qualifications et expériences requises

REQUIRED SKILLS AND EXPERIENCE

Education:

  • Bachelor’s degree in politics, international relations, public policy, economics or relevant field.

Work experience:

  • At least 2 years of working experience in public affairs, especially in Latin America;
  • At least 1 year of working experience in research and data collection and analysis;
  • At least 1 year of working experience in strategic communications in public institutions.

 

Language Requirements:

  • Excellent writing and oral communication skills in English and Spanish required.

Application Requirements

  • Letter of Confirmation of Interest and Availability that includes financial proposal indicating all-inclusive fixed total contract price with the breakdown of costs that the consultant think is necessary for the assignment.
  • Personal CV or P11 form indicating all past experience from similar projects, contact details of the candidate, and at least three (3) professional references.

Evaluation

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; 70 points
  • Financial Criteria weight; 30 points

The following formula will be used to evaluate financial proposal: p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated;

 

Technical Proposal (70%): Selection criteria are as follows:

  • Education (15 points)
  • At least 2 years of working experience in public affairs, especially in Latin America (20 points)
  • At least 1 year of working experience in research and data collection and analysis (15 points)
  • At least 1 year of working experience in strategic communications in public institutions (10 points)
  • Languages (10 points)

Only candidates that obtain a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Financial Proposal (30%): Your financial proposal shall include a breakdown of the lump sum indicating fees and any other expenses required for the assignment.

Payment:

Payment will be disbursed upon submission and approval of deliverables by APC-Colombia and UNOSSC:

  • Outline – 10%
  • Chapter 1 to 6, one chapter each month, 10% monthly, 60% total.
  • Final draft and presentation - 20%
  • Review of Spanish version – 10%
