Cambodia is one of the fast-growing economies in the region with an average growth of 7% annually. Cambodia has also transited from a from a Low Income to a Lower-Middle income economy. Over the last 20 years Cambodia has experienced a period of rapid demographic growth, with national population growing by 50% and reaching 16 million today; in the same period the population of Phnom Penh doubled, and it now exceeds 2 million. The growth of the economy, coupled with the growth of the population and the rise in urbanization is increasingly stressing the environment: SWM represents one of the key challenges that Cambodia is facing today. It's estimated that Phnom Penh produces 1.800-2.000 tons of waste daily. Most of waste produced is organic waste (55%). Plastic is a major issue. A recent research  indicates that the average Cambodian uses more than 2.000 plastic bags per year. While Phnom Penh waste collection rate reaches around 80%, about 50% of waste collected in cities outside Phnom Penh. Waste separation is not practices amongst household and businesses. Waste being disposed to landfills is expected to double at the national level by 2029.

Solid waste management is amongst sector priority of Royal Government Cambodia’s (RGC) environmental reform. In 2015, a sub-decree #113 was approved to decentralised solid waste management (focusing on collection and cleaning) to sub-national administrations. However, the decree has not been fully implemented yet. UNDP is supporting the RGC to analyse value chain of municipal waste and to design a national programme on solid waste management.

Devoirs et responsabilités

The scope of the consultancy is to undertake a number of activities related to policy support and national programme design on solid waste management. UNDP is carrying out a co-design process and  a series of studies to inform the policy and national programme formulation. The incumbent is expected to work with and coordinate with other consultants recruited by UNDP and the SWM core group.

 

 

Activity 1: contributing the co-design process (4 days)

 

  • Participate and obtain inputs from the solid waste management core group meetings (2 meetings in Phnom Penh, Cambodia)
  • Contribute to the design of core groups meetings
  • Contribute technical knowledge to the discussions
  • In discussion with the core group, identify data/info gaps for research agenda for policy and programme formulation

 

Activity 2: coordination on the studies needed to inform the policy and national programme formulation (30 days)

  • Based on the results from the discussion of the SWM core group, prepare ToRs for the studies for additional data and information on SWM
  • Coordinate closely with the CO to prepare the procurement plan according to the UNDP template and implementation timeline;
  • In close collaboration with UNDP policy analyst, provide technical support to the research team and to ensure the research implementation according to the timelines.

 

The initial research topics identified from the recent SWM core group meeting include:

  • The potential for wet markets to act as platforms for promoting waste reduction and segregation.
  • Fee structures and tipping fees: international practice and implications for Cambodia
  • Options for financing SWM/MSW in Cambodia
  • Markets for recycling and composting.

 

Activity 3: Formulation of Policy Option Paper and National Programme on Solid Waste Management (10 days)

 

  • Analyze data and information from studies/researches commissioned by UNDP and other stakeholder to determine possible policy options
  • Contribute in identification of short term, medium term and long term policy recommendations for the policy option paper to the RGC
  • Contribute to the write up of policy option
  • Incorporate feedback from government and stakeholders to the final draft of the policy option paper
  • In coordination with the solid waste management research team, contribute to the proposed technical elements for the concept note and national programme on SWM

Qualifications et expériences requises

Education:

  • Bachelor of Science, Environmental Engineering or related disciplines

Experience:

  • At least 5 years experience working in solid waste management in Cambodia
  • Has experience in conducting researches/studies related to solid waste management
  • Strong background in providing technical support related to projects on environmental engineering particularly in waste sector.

 Language Requirement:

  • Fluency in English and Khmer required
