Historique

The United Nations Training and Documentation Centre for South West Asia and the Arab Region (the Centre), was established by the General Assembly resolution 60/153 of 16 December 2005. It is mandated, under the supervision of Office of the United Nations High Commissioner for Human Rights (OHCHR), to “undertake training and documentation activities according to international human rights standards”.

Under the guidance and direct supervision of the Head of the Centre and in coordination with OHCHR Headquarters and the Regional Office for North Africa and Middle East, the Public Information/Communications Officer will develop and support the implementation of UNTDC communication strategy, as well as provide inputs to the design, management and implementation of UNTDC’s publication strategy which are geared to influence the human rights  agenda, promote public and media outreach.

The Communications Officer will work in close collaboration with the UNTDC’s team, staff of other UN Agencies, OHCHR HQs staff (Communications Section), Government officials, media, multilateral and bilateral partners and civil society. A communications strategy tightly linked to UNTDC’s program priorities helps position the Centre as a regional leader in training and documentation in the Arab Region and South West Asia. The Public Information/Communications Officer is expected to fulfill the following:

 

      1-Provide support to the planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results:

  • Develop the Centre’s communications and advocacy strategies;
  • Provide support to the planning and design of internal and external strategies for communications and outreach; 
  • Coordinate with partners to identify information needs and gaps;
  • Support the development/production of communication and advocacy  materials for awareness-raising campaigns, including briefing materials and press releases in coordination with the supervisor; 
  • Support management of website, social medias including online communication tools;
  • Synthesis of proposals for project formulations to  integrate advocacy and communication strategies into all aspects of Doha Centre’s development programme; 
  • Plan and implement communication activities in the Centre’s annual plan;
  • Proactively identify media opportunities and, in close liaison with the Centre’s partners, plan and implement media events including press releases, report launches and press conferences; and 
  • Develop strategies for partnerships and maintain databases of partners and supporters in the field of information and communication media. 

      2-Support the implementation of the communications and advocacy strategies and the Centre’s publications policy focusing on achievement of the following results: 

  • Provide technical advice and support to team leaders and other staff in planning and developing relevant information and communications products; 
  • Provide input to all major documents of the Centre, including strategies, technical documents,to ensure they are well written and clearly communicating the m essages; 
  • Establish mass communication coordination mechanisms, possibly including an inter-agency mass communication task force; 
  • Dissemination of information and publications; assistance at public events such as roundtable discussions, press conferences, briefing sessions, interviews; 
  • Maintenance of information database and photo library;
  • Collection of information, preparation of content for the web sites;
  • Arrangement of briefings and regular meetings with other UN agencies in the region and with national and international media; 
  • Support to UN information campaigns (HR Day, UN Day, Media Day, Environment day etc.);
  • Oversee the design and editorial content of the website ensuring that content are regularly updated and promoted; 
  • Link Doha Centre’s advocacy campaigns to other regional and international campaigns, and keep staff members, networks, and partners informed on the Centre’s various activities; 
  • Produce a digital file with all project translated and customized items (Training Modules, Conferences, Publications and Bibliography, Project Documentation, and others); 
  • Support in proofreading of all translated items – Arabic and English Language;
  • Draft press releases, statements, news summaries and ensure print and electronic media coverage for the events; 
  • Monitor international and regional media, and regularly update Doha Centre’s staff of any media coverage relevant to their work; 
  •  Assist in the implementation of the Centre’s seminars, workshops as well as internal meetings and disseminate information on these activities; 
  • Be responsible for the compilation and finalization of the narrative annual report;
  • Review of translations, contacts with printers and other suppliers to ensure high quality production; 
  • Support the preparation and conduct of communications needs assessments for the Ce ntre;

Qualifications et expériences requises

Education :University degree in public relations, communication or journalism, in addition to extensive knowledge of the representatives of the Government, NGOs, mass-media and donors working in the area, or any other related field  

Experience:4 years of extensive experience in the coordination and administration of social/ human rights campaigns, communication activities in an international organization or non-governmental organization; proven experience in working with the international organizations (successful experience in working with UN agencies is an asset)

Language Requirements:Native Arabic-speaker, professionally bilingual in English, including the ability to write clearly and concisely
