Tajikistan, with 93% of its territory covered with mountains, is a disaster-prone country. Mudflows, landslides and floods are most frequent, followed by avalanches and small-scale earthquakes. Disasters in Tajikistan are most often local, frequently affecting the more inaccessible piedmont and mountain areas of the country.

In September 2016, Disaster Risk Management Programme (DRMP) of United Nations Development Programme (UNDP) launched the new project to support to the Government of Tajikistan in undertaking a nation-wide risk assessment, selecting and implementing risk reduction measures, improving early warning and disaster management planning, preparedness and response, as well as strengthening capacities of search and rescue teams. UNDP DRMP has been working with Tajikistan’s Committee of Emergency Situations and Civil Defense (CoES) as the national counterpart.

In this project, risk assessments, land use planning, and hard and soft (ecosystems) approaches to risk management need to be combined to develop a robust process for managing risk within the generally limited means available to local authorities in Tajikistan.

To date, a wide range of hard and soft engineering risk reduction measures have been implemented in Tajikistan. Often, the design and application of these measures has not been consistent. At times the measures implemented have not been appropriate for the problem to be resolved. In terms of soft (ecosystem) measures, there is emerging experience with the ecosystem disaster risk reduction approach in Tajikistan. At the same time, there is a lack of consistency in the selection and execution of these measures, in particular due to a lack of common standards for when and how these measures should be applied. A standardized approach is required to ensure that the ecosystem DRR measures used are effective as implemented and the results are cost-effective in reducing disaster risk.

The theoretical part of a standardized approach will be based on Chapter Five of the Green Flood Management Guide developed by Worldwide Fund for Nature (https://envirodm.org/).  This work will be coordinated with CoES with involvement of the Committee for Environmental Protection, Ministry of Agriculture and regional and local authorities. The project also anticipates working with several local NGOs active in ecosystem-based Flood Disaster Risk Reduction (DRR).

Goals and objectives:

UNDP DRMP is looking for an International Consultant, who, under an overall supervision of UNDP DRM Programme Manager and in close consultation with the national stakeholders and other relevant counterparts, will lead the development of an environmentally-friendly disaster risk management manual incorporating standardized hard and soft (ecosystem) engineering measures on floods due to heavy rains.

Duties and responsibilities:

The International Consultant will be responsible for leading the development of the environmentally-friendly disaster risk management manual incorporating standardized hard and soft (ecosystem) engineering measures on floods. Specifically, the International Consultant will:

  • Conduct a situation analysis of the current DRR engineering measures through communicating with relevant stakeholders such as the Committee for Environmental Protection, Ministry of Agriculture and regional and local authorities, and analyze their current capacity in light of flood disaster risk reduction measures;
  • Visit ecosystem-based DRR project sites to assess how hard and soft engineering risk reduction measures for flood prevention have been developed and implemented in Tajikistan;
  • Analyze disaster risk reduction measures written in the Green Flood Management Guide developed by Worldwide Fund for Nature and other sources to be provided by DRMP.
  • Develop an original Flood Disaster Risk Reduction Manual for Tajikistan which will address the localized synergetic hard and soft (ecosystem) engineering measures, based on the analysis of the Green Flood Management Guide and field visits at past DRR sites;
  • Conduct a workshop includes presentation to show the results of the analysis and to introduce the original Flood DRR manual;

Qualifications et expériences requises

Education:

  • Advanced university degree in environmental study or environmental engineering related to disaster risk management and reduction; or an equivalent combination of education and extensive relevant professional experience in a related area.

Experience:

  • At least 8 years of working experience related to disaster risk management and reduction or an equivalent combination of the relevant professional experience with state or non-state institutions;
  • At least 5 years of working experience in the similar professional role (i.e. technical expert, national consultant) with national and international organizations.

Language:

  • Written and verbal fluency of English language;
  • Knowledge of Russian or Tajiki is an asset.
