The ACES Project –Associations of Councils Enhanced Services Project– is jointly funded by UNDP and the European Union. The project aims to turn the Cambodian associations of sub-national councils into effective organizations able to efficiently represent the interests of their commune/sangkat councilors and provide services to them.

Presently, there are two national associations of sub-national administrations in Cambodia: i) The National Association of Capital and Provincial Councils (NACPC) representing 1 Capital and 24 Provincial Councils and ii) The National League of Local Councils (NLC) representing 25 Provincial Associations of Municipal, District, Khan, Commune and Sangkat Councils (PAs). All established associations (NACPC, NLC and 25 PAs—27 institutions) are new organizations, therefore, ACES project has been invested on institutional developments at both levels, national (NACPC, NLC and ASAC-S) and provincial level (PAs).

In response to the needs of PA, ACES Project has been providing capacity development to PAs through the following approaches:

  • Institutional development: ACES project provides grant to PAs in order to strengthen their internal system and procedure (planning, budgeting, operational guideline etc.) and to expand capacity for core service deliveries (capacity development and initiative/pilot advocacy via fora);
  • Individual’s capacity development: ACES project provides capacity building to PA leaders and staffs on soft skills related to facilitation, communication, coordination, decision making process, technical supports on planning, budgeting, reporting, financial and operational management, leadership, management etc. (through trainings, meetings, coaches and reflection workshops, and through daily technical advices provided by ASAC-S staffs, ACES advisors and 12 recruited IBOs).

Through these abovementioned interventions, target PA’s capacity is gradually and continually growing. With their available resource collected through membership fees, the PAs would be able to function after the end of ACES project.

Against this background, the ASAC-S and UNDP wish to engage an independent consultant to conduct impact evaluation of the grant for institutional strengthening of provincial associations of local councils, provided to selected PAs over the past two years. Specifically, the consultant is tasked to review whether PAs/institutions or capacity of these organizations have enhanced and changed as a result of the above grant, if there is any improvements of individual’s capacity/skills such as leaders and staffs, what are those improvements, and what are the values added of PA grant

Devoirs et responsabilités

Under this assignment, the consultant is expected to carry out an objective assessment of:

  1. the main activities implemented by PAs through grants received from ACES project and through capacity building activities provided by ACES project to the PAs in design and overall implementation of the grants, and
  2. their results against the set targets (based on MoU signed) as well as the impacts of the grants.

Expected Outputs and Deliverables

The key products expected from this impact evaluation will include:

  1. Inception report - The Consultant will prepare an inception report which details the consultant' understanding of the evaluation and how the assessment will be conducted. This is to ensure that the consultant and the key stakeholders (ASAC-S and UNDP) have a shared understanding of the assignment. The inception report will include the assessment design, methodology, questions, data collection and analysis (used both types of data—quantitative and qualitative) and deepening data and information analysis for evaluation’s findings. The report will include the scope of work, work plan and time frame.
  2. Draft evaluation report - The Consultant will prepare a draft assessment report, which shall be submitted to the UNDP and ASAC-S for review and comments. UNDP will then call for a validation meeting, after which the consultant will have 10 working days to consolidate the final evaluation report.
  3. Final evaluation report - the final evaluation report, which should include conclusions, recommendations and future pathways on institutional sustainability (PAs) in continuing the activity and system produced, capacity built and activities under PA grant intervention/implementation, this report will be submitted to UNDP with a copy to ASAC-S.

Qualifications et expériences requises

Education: 

  • At least Master’s Degree in political science, governance, public administration, development studies, law, human rights or other relevant fields.

Experience:

  • Minimum five years of relevant experience in the field of local governance and decentralization in Cambodia;
  • Experience and knowledge in institutional capacity development for sub-national administrative councils
  • Experience on participatory local governance, decentralization and assessment of institutional strengthening projects;
  • Solid experience in conducting project evaluation and impact evaluation with international development partners, especially UN agencies;

Language Requirement:

  • Excellent English and khmer language skills
