UNDP promotes sustainable human development to help build resilient nations and to empower people to build better lives. As the UN's development network, UNDP has drawn on world-wide experience for over three decades to assist China both in developing solutions to its own ongoing development challenges, and in its south-south cooperation and engagement in global development. Domestically, our work focuses on Poverty Reduction, Good Governance, Energy & Environment, and Disaster Management. In UNDP’s Country Programme Document 2016-2020, UNDP position itself as a policy advisor to support China’s reform.

The UN 2030 Agenda for Sustainable Development endorsed by 193 UN member states in 2015 puts eliminating poverty as its primary goal. The Sustainable Development Goals (SDGs) calls for ending poverty in all its forms everywhere by 2030. Echoing this, the 2015 Global Poverty Reduction and Development Forum, Chinese President Xi Jinping stated that China will intensify its poverty reduction efforts and lift all 70 million poor out of poverty by 2020. UNDP views poverty as a multifaceted reality. It is not simply a lack of adequate income; it is a mix of human deprivation in knowledge, health, dignity and rights, obstacles to participation and lack of voice. It is therefore significant to measure poverty from multi-dimensions, so that the root causes of poverty can be identified and addressed to trigger real progress in China’s “targeted poverty alleviation” strategy.

Inclusive finance is a concept and practice that has been actively promoted by the UN, and which has received worldwide attention and lead development. A financial system without inclusive finance is incomplete and unfair. Develop inclusive finance has become an important national policy and important content of China's economic and financial development and reform. China's inclusive financial system is in the process of forming, the government will develop inclusive financial development strategy and planning, mobilize financial systems to carry out innovation in inclusive finance. However, yet there is no domestic research institutions that has conducted in-depth, systematic research on theory, policy and practice of inclusive finance. To establish a high level of inclusive financial professional research institutions is the current top priority of financial development in China. UNDP has the desire, capacity, and resources to promote the establishment and operation of this kind of academic research institution. In May 2017, UNDP, together with China International Center for Economics and Technical Exchanges and Shanghai Jiao Tong University established an Inclusive Finance Innovation Center at Shanghai Jiao Tong University. To facilitate the growth and research of the center, a consultant focusing on poverty and inclusive finance research will be based in UNDP to contribute to the key research by the center, as well as management support from UNDP.

The Center's vision is to become an authoritative institution in inclusive finance sector. The center will conduct independent, professional, and systematic researches on inclusive finance theories, policies of all countries, and best practices, in order to provide policy recommendations to relevant regulatory authorities, and to provide theoretical support and practical guidance on innovation of inclusive finance. 

Devoirs et responsabilités

Under the supervision of the Team Leader the Poverty, Equity and Governance Team, the consultant on poverty and inclusive finance will assist to analyze political, social, economic and legal trends and management and evaluation of programme activities within poverty, particularly focuses on the area of inclusive finance. She/he assists to provide quality research and analysis on inclusive finance policy and innovative poverty and inclusive finance methods and tools. He/She assists to develop and maintain close constructive relations with different stakeholders in poverty and inclusive finance areas, such as the Government of China, research institutes, the private sector as well as a broad range of civil society organizations.  He/she will also provide general support to other team tasks as assigned. Major activities include but not limited to following areas:

  1. Research. Takes lead in poverty and inclusive finance related research and report compiling, which may include, but not limited to, National Inclusive Financial Strategy Research and Planning, the international comparative study of the inclusive financial system, the case study of inclusive financial and compile the annual development report and special report about inclusive financial fields, inter alia, Internet-based finance development report and so forth.
  2. Participate in project formulation and appraisal, assist in review and adjustments to project documents, work plans and other relevant documents to ensure effective programming in poverty and inclusive finance
  3. Consultation Service. Provide policy advisory service on poverty and inclusive finance for government departments and other clients, including training material developing, partnership developing and organizing trainings.
  4. Communications and Promotion. Facilitate international communications and cooperation for the center, organize launch and roadshows of research and policy products, and promote the best practices.
  5. Build certain website and database.
  6. Monitor and evaluate financial and substantive components of projects on poverty and inclusive finance, identify operational and financial problems, and provide assistance for M&E activities of projects;
  7. Support poverty and inclusive projects communication and advocacy including preparing statements, advocacy materials, presentations, and strategy papers in the specific thematic areas;
  8. Participate in office and team-wide activities, e.g. formulation of office/team plans, reporting to HQs and monitoring of the Sustainable Development Goals (SDGs) linking with the dimensions of poverty, inclusive finance and other areas assigned.
  9. Perform other duties as required.

Qualifications et expériences requises

 

  • Advanced university degree (Master’s degree or equivalent) in finance, economics, statistics, international development, or social sciences. Advanced skills in poverty and inclusive finance research and analysis, report writing, and program management experience is preferable;
  • At least 2 years' related experiences. 
  • Demonstrated knowledge of international poverty reduction and China’s domestic poverty alleviation efforts, particularly in inclusive finance;
  • Sufficient analytical skills and ability to conduct research on inclusive finance;
  • Conscientious and efficient in meeting commitments, observing deadlines and achieving results;
  • Excellent communication skills, including speak and write clearly and effectively, listen to others, correctly interpret messages from others, demonstrate openness in sharing information and keeping people informed.
  • Proficient in Microsoft Excel, Word, Powerpoint;
  • Advanced command of English and Chinese.
