UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women works with a range of stakeholders, including the private sector, in pursuit of its mission. It is widely acknowledged that the private sector is critical to drive economic growth, create jobs, develop and deliver needed goods and services, and promote innovation for more sustainable development solutions. Private sector and markets can contribute to economic, social and environmental dimensions of sustainable human development. The development community at large is increasingly focused on the role of the private sector for development, as illustrated in the recent LDC conference, the Busan High-level Conference on Aid Effectiveness, the Rio+20 Conference on Sustainable Development, and the UN Secretary-General’s emphasis on strengthening UN – Business partnerships.

UN Women is currently seeking to intensify partnerships with the private sector in the context of 2030 Agenda for Sustainable Development which recognizes private business activity, investment and innovation as the major drivers for inclusive growth and job creation.  The Addis Ababa Action agenda, which provides a new global framework for financing sustainable development by aligning all financing flows and policies with economic, social and environmental priorities, is an integral part of the 2030 Agenda since it helps to contextualize means of implementation.  These international development agenda have set out the course for the private sector to focus on the global shared values and to realign their business models to help achieve sustainable development.  

From a gender-responsive development context, gender equality and women’s empowerment are both a stand-alone goal and a crosscutting issue which is recognized as key to help drive the achievement of the overall 2030 Agenda, under the notion of “leaving no one behind.” For the business sector then, integrating gender equality and women’s empowerment as core elements of sustainable business practices is a key strategy by which private sector actors can act as accelerators in achieving the 2030 Agenda and the Sustainable Development Goals.

Despite the increasing recognition by private sector that incorporating gender responsiveness into mainstream business models may lead to higher levels of innovation, service delivery and revenue, gender gaps are still prominent in the private sector. Closing such gaps will require the design and implementation of evidence-based policies and practices to advance gender equality and women’s empowerment across the value chain. Going far beyond addressing these issues as part of Corporate Social Responsibility (CSR) or philanthropic initiatives, this includes shared-value propositions which center around supporting, promoting and fostering the design and implementation of corporate practices that recognize the positive impact of positioning women’s empowerment as a core component of sustainable business models. Such gains can also be materialized by advancing the implementation of Women’s Economic Empowerment Principles (WEPs).  

The private sector has a large and increasing influence on change in society and is recognized in the 2030 Agenda as a driver for inclusive growth. UN Women is in a unique position to support the private sector to deliver for women and girls across the value chains, as the lead UN agency which works for the achievement of gender equality and women’s empowerment in the implementation of the 2030 Agenda.

In this regard, UN Women ROAP is seeking to develop a new regional programme of engagement with the private sector, which aims towards supporting businesses in targeted sectors to advance their objectives, services and innovations to speak better to market demands of both men and women, and to mainstreaming the SDGs and other internationally agreed standard on gender equality into the corporate world. Given the current expansion of digital economies and services in the Asia and Pacific region, UN Women sees the needs to partner with the private sector for the acceleration of actions that aim to leverage women’s entrepreneurship and advancement in the ICT-STEM and technology innovation in line with the 2030 Agenda for Sustainable Development.

Objectives and scope of the Consultancy:

We are seeking to recruit a highly qualified Consultant to develop a regional programme of engagement with the private sector for UN Women Regional Office for Asia and the Pacific. 

The consultant will provide a short analysis of UN Women’s ongoing work in Asia and the Pacific with the private sector, identify potential to scale up lessons learned, and extend on-going works also beyond CSR and the implementation of WEPs. Focus for the assignment will be on the ICT-STEM, but may include manufacturing and green energy sectors, with a particular focus on the opportunities associated with technology and innovation in these sectors for women’s empowerment.

Identification of partnerships established through the HeforShe Campaign will also be part of the analysis, as will other existing opportunities to be discussed with the consultant. The analysis will include the identification of UN Women’s specific value addition in relation to corporate business models, mechanisms for supporting mutual learning and sharing of good practices within targeted sectors, and possible platforms and tools for disseminating success stories and recognizing corporate champions.

Specific scope of work:

Analysis:

  • Build on existing analysis to review existing private sector engagement strategies as well as map the comparative advantages and positioning of UN Women in the context of the Asia and Pacific region;
  • Identify strategic intervention areas, with targeted entry points for corporate partnerships;
  • Identify prospective priority companies for engagement, especially those that with ICT-STEM and/or technology innovations for women’s empowerment;
  • Outline a set of engagement opportunities, frameworks and methods;
  • Consult, as necessary, with UN Women HQ, field offices, selected private sectors and other relevant stakeholders.

A Programme Proposal:

  • Follow the UN Women corporate standards in developing a successful programme proposal for UN Women’s engagement with the private sector;
  • Develop a case for a results-based programme intervention in a form of a targeted proposal with clear entry points, strategic partners and identified set of funding opportunities;
  • Participate as required in partner meetings to facilitate the development of new and management of ongoing partnerships;
  • Finalize a full proposal that includes a resource and results framework; as well as funding and cost-sharing strategies.

Expected Deliverables and Time Frame:

The key deliverables will essentially be two documents: an analysis of opportunities for enhancing private sector engagement, with a particular focus on technology and innovation in key sectors, and a regional programme of engagement (project proposal). The consultant’s specific tasks and expected deliverables include the following:

Deliverables Target date:

  • Draft analysis on partnerships with private sector: 20 August 2017;
  • Draft proposal with clear results-based framework: 15 September 2017
  • Validated programme analysis and proposal: 15 October 2017.

Contract Period and Duty Station:

The assignment is home-based, with expected travel to Bangkok for a period of 10 working days as required. The contract duration is tentatively from 1 August to 15 October  with maximum of 30 working days. Round trip airfare from consultant original country to Bangkok will be paid by UN Women .

  • Understanding of processes and requirements of the design and implementation of business models;
  • Familiarity with global development agenda, international instruments and frameworks related to gender equality, human rights, environment, sustainability and governance in the UN context;
  • Familiarity with gender issues and women economic empowerment in Asia and the Pacific.

Functional Competencies:

  • Ability to work in an international and multicultural environment;
  • Excellent team player and proven versatility;
  • Ability to conceptualize and translate strategic vision for potential partnerships with the private sector into programme interventions;
  • Ability to lead strategic planning, programme development and results-based management;
  • Ability to leverage innovation, information technology and management techniques for creating optimal programme interventions; and
  • Ability to fostering good relations with counterparts, UN agencies, donors, and private partners.

Qualifications et expériences requises

Education:

  • Master’s degree in business, marketing, economics, or related fields.

Experience:

  • At least 10 years of progressively responsible professional work experiences that include public-private partnerships, resource mobilization, and results-based program development at the international level;
  • Proven track record of success in developing partnerships with the private sector.

Language:

  • Excellent communications skills and fluency in English;

Evaluation Criteria:
Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.
Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated;
  • The total number of points allocated for the price component is 100;
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments:

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
