The DFID funded Joint Programme “Support to the Humanitarian Response following the El Niño 2015/16 in Lesotho” is a 4,759,999.93 GBP programme implemented over 14 months (1st July 2016 - 31st August 2017). It aims at providing an effective response to the consequences of the El Niño weather phenomenon in Lesotho on agriculture, food security, protection, WASH and coordination sectors. It encompasses a holistic set of interventions with synergies between programme components in supporting people affected by the drought in Lesotho.

The Joint Programme (JP) is jointly managed and implemented by five Participating UN Organizations (PUNOs) – FAO, WFP, UNICEF, UNFPA and UNDP/Resident Coordinator’s Office (RCO) as the convening agent. The RCO is responsible for the operational and programmatic coordination of the JP beyond the individual outcome components. The collaboration between PUNOs is strategically guided by the JP Steering Committee. under the leadership of the UN Resident/Humanitarian Coordinator. The JP Steering Committee is the highest decision-making authority and provides strategic guidance for coherent and coordinated programme implementation.

The Multi-Partner Trust Fund Office (MPTF Office) serves as JP Administrative Agent (AA) and as such is responsible for the financial administration of the JP

Based on consultations among all PUNOs and MPTF, after the closure of the JP on the 31st August 2017 and in parallel to the narrative and financial obligations under the JP, PUNOs will conduct a Joint Review on Programme Delivery and Activities, hereinafter referred to as Joint Review. The Joint Review is in line with Section V and VI of the Memorandum of Understanding between PUNOs and the Multi Partner Trust Fund Office and with Section VI and VII of the Standard Administrative Arrangement between DFID and AA.

PUNOs will undertake individual financial audits on the JP for their own project components, in accordance with agencies’ financial regulations and rules.

As stipulated in the Joint Programme document, “the UNDP Country Office/RCO, as the Convening Agent, is responsible for operational and programmatic coordination: It coordinates all the Joint Programme partners, coordinates and compiles annual work plans and narrative reports, coordinates monitoring of annual targets, calls and reports on Steering Committee meetings, facilitates the evaluation, and reports back to the Steering Committee”.  The Joint Review will be facilitated by the UNDP Lesotho Country Office/RCO in collaboration with PUNOs and the Multi Partner Trust Fund Office. A final report will be made available to DFID after the completion of the process through the AA. The Joint Review will be funded by the approved JP budget.

The Joint Review outcomes will also contribute to the monitoring and lessons learnt of the overall humanitarian response in Lesotho

Devoirs et responsabilités

The specific objectives of the Joint Review are:

  • Examine, assess and report if the expected Joint Programme and component outcomes included in the Results Framework of the JP Document have been timely and effectively achieved.
  • Assess to what extent the objectives of the JP have been consistent with humanitarian needs and the humanitarian response plan.

Establish if the programme activities have been implemented in accordance with:

  • The JP Document and any subsequent modifications approved by the JP Steering Committee and DFID;
  • The Memorandum of Understanding between PUNOs and the Multi Partner Trust Fund Office regarding the Operational Aspects of JP;
  • The Standard Administrative Arrangement between DFID and AA;
  • Any further guidance provided by DFID;
  • Assess the level of complementarity among the different JP components for an overall assessment of the positive impact of the Joint Programme.
  • Assess the contribution of the Joint Programme to resilience-building agenda;
  • Assess the different methodologies used to target and enroll beneficiaries, their strengths and weaknesses and how they add value relating to timeliness of delivery of activities
  • Assess value for money focusing on equitable distribution of benefits to vulnerable communities
  • Determine the adequacy and effectiveness of the JP coordination structure (Steering Committee, Coordination structures, secretariat support etc.).

Qualifications et expériences requises

Education:

  • Have an advanced university degree (Master’s degree or equivalent) in Political and Social Studies, Statistics, Monitoring and Evaluation, Auditing or related field. 

Experience:

  • A minimum of seven (7) years of progressive experience in monitoring and evaluation, auditing, reviewing programmes and projects are required;
  • Demonstrated experience in drafting and reporting of evaluations is a requirement, ideally for United Nations;
  • Demonstrated experience of evaluating joint programme.

Language:

  • Fluent in English.
