UNDP is committed to strengthening development worldwide. This commitment is more challenging in those territories and communities which are subject to ongoing tensions, unrest and protracted conflict. As such, the UNDP Istanbul Regional Hub (UNDP IRH) is working to strengthen the organization’s ability to integrate context- and political-analysis into its development initiatives and positioning. Part of this work consists of providing an internal audience with better analytics on conflict and political trends which may impact development trajectories. 

This involves periodic (bi-weekly) analytical updates and a concise synopsis of significant regional events, analysis and prospective scenarios from the Europe and CIS region in areas that are known to constitute social, economic and political risk factors for stability and security in areas of importance to UN interests, assets and programming in the region. 

Devoirs et responsabilités

Under the supervision of the Conflict Advisor at the UNDP Istanbul Regional Hub, and with support from other UNDP Istanbul Regional Hub/RBEC staff as needed, the successful candidate will be entrusted with the following tasks:

Deliverable One: Periodic Risk Analysis Reports (all reports produced between contract start and end dates) 

Author the regular “Risk Monitor” reports, featuring news, analysis, significant visits and upcoming elections on a bi-weekly basis for distribution. 

  • Working largely independently, monitor, research, compile, analyse, draft and edit news and analysis from an array of sources (established list exists and should be updated) in order to supply UN HQ and Country Teams with high-quality analytics on a variety of known risks to development. The ability to monitor varied sources to maximise breadth and balance is of great value. 
  • Drafts should be produced in advance of the distribution date, in agreement with the Conflict Advisor, so that quality control can be undertaken with the input of selected RBEC staff and the consultant can incorporate appropriate changes during finalisation. 
  • Be available to respond to (relatively infrequent and minor) requests for clarifications by email.

Deliverable Two: Proposals for UN-relevant Enhancement of Risk Monitor

The consultant is expected to submit one brief mid-term report to the Conflict Advisor and related staff reviewing the Risk Monitor process and suggesting improvements and adaptations for discussion and implementation, by 06/03/2018. This is envisaged as a light task to be agreed with the Conflict Advisor, though options for undertaking brief consultations with key stakeholders at HQ and throughout the region (including PDAs) could be considered. 

Payment schedule:
Payments to the consultant are subject to regular delivery and approval by UNDP of bi-weekly Risk Analysis Reports, and payments will be made in six tranches with a total of 25 reports delivered during the contract. The payment schedule is as follows:

1. Instalment payable upon submission of 7 reports by 05/12/2017;
2. Instalment payable upon submission of 6 reports and mid-term report by 06/03/2018;
3. Instalment payable upon submission of 6 reports by 05/06/2018;
4. Instalment payable upon submission of 6 reports by 04/09/2018.

Contractual arrangements
The role envisions no physical presence in Istanbul. The Consultant should be available via-email.  
No office equipment will be furnished for this assignment. No travel is envisioned or expected.

Qualifications et expériences requises

Academic Qualifications/Education:

  • Master’s Degree in international relations, political science, security studies or a related field. 

Experience: 

Required

  • At least one years’ demonstrable work experience in social sciences, communication or journalism, political sciences or other related field with regular writing duties.
  • Demonstrable experience working with multiple sources of political and risk analysis. 
  • Demonstrable experience in report-drafting, editing and compiling of inputs. 
  • Demonstrable experience writing about political, economic and social issues.
  • Demonstrable experience conducting independent research.

Desirable

  • Further web content-management experience.
  • Specific experience relating to the Europe and CIS region.
  • Experience working with UNDP or similar organisations.
  • Experience working in international settings.

Language skills: 

Excellent writing, editing and copyediting/proofreading skills in English.

Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: 

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A - education – max points: 5;
  • Criteria B – work experience in social sciences, communication or journalism, political sciences or other related field with regular writing duties - max points: 5;
  • Criteria C – web content-management experience - max points: 10;
  • Criteria D – experience relating to the Europe and CIS region - max points: 5;
  • Criteria E – experience working with UNDP / similar organizations / in international setting – max points: 5;
  • Criteria F - interviews - experience in social sciences, communication or journalism, political sciences or other related field with regular writing duties – max points: 5;

Financial Criteria - 30% of total evaluation – max. 15 points.
