The United Nations Development Program (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. In Guinea-Bissau, failure to implement decentralization as foreseen by the Constitution, antiquated management systems, nepotism in the selection of senior civil servants, and dwindling resources, have rendered the public service ineffective. This leaves the State unable to provide high-quality services to citizens, especially at regional and sector levels, where the presence of the state is very week.

The UNDP program in Guinea Bissau aims to create the conditions for decentralization in the country building on lessons learned from other experiences, through the implementation of a Local Economic Development program. The main objective of this program is to capacitate local, regional and national state authorities, with a focus on Gabu, Quinara and Cacheu Regions, in participatory and inclusive local development planning processes, in technical, institutional and financial management to enhance quality service delivery, and support local economic development promotion. The proposed approach on Local development in Guinea Bissau seeks to improve food and income security of targeted populations, especially youth and women affected by poverty and exclusion.

Sustainable fisheries and aquaculture ensure food and nutrition security in some of the world's poorest regions. In West Africa and many small island states, the proportion of total dietary protein from fish can reach 60% or more. Fish also contains micronutrients and fatty acids that are essential for vulnerable parts of populations like children and pregnant women. Moreover, fisheries and trade in fisheries products contribute to alleviating poverty. Around the world, some 660 to 880 million people – 12% of the world population – depend on fisheries and aquaculture for their livelihood. Fish represent one of the most traded food commodities, with about 40% of fishery and aquaculture production entering international trade and a yearly export value of more than €115 billion. Trade of fish and fishery products provides an important source of income for many countries, particularly developing countries such as Guinea-Bissau and more needs to be done to ensure that fisheries are equitable, profitable, and sustainable.

Guinea-Bissau is a small country with an immense potential for wealth creation and poverty eradication given its natural endowment. Marine living resources have been harvested for consumptive use, livelihoods, medicinal purposes and as part of cultural and spiritual practices for centuries along its coastline. Small Scale fishers are an integral part of rural and coastal communities where they reside and this is reflected in the socio-economic profile of such communities. Small Scale fishers derive their livelihoods from a wide variety of activities apart from fishing to meet basic needs. These include insecure and low pay labour without any prospects for improvement and limited employment in the services sector. Small Scale fisheries may provide substantial job creation and livelihood opportunities if these fishers and communities are involved in and are part of the entire supply chain and related activities. There is potential for value addition and job creation in certain fisheries sectors but incentives are needed to stimulate the development of value added initiatives.

Guinea-Bissau is signatory of the Sustainable Development Goals, whose 14th Goal is to conserve and sustainably use the oceans, seas and marine resources.  General policy objectives regarding the target group of small-scale fishers, which are also relevant to the fisheries dependent poor in general, are encapsulated in the vision statement for small-scale fisheries developed by the FAO’s Advisory Committee on Fishery Research (ACFR) Working Group on small-scale fisheries that should be supported by all States (FAO 2004a):

  • Small-scale fisheries are not marginalized and their contribution to national economies and food security is recognized, valued and enhanced;

  • Fishers, fish workers and other stakeholder have the ability to participate in decision-making, are empowered to do so, and have increased capability and human capacity; thereby achieving dignity and respect; and

Poverty and food insecurity do not persist; and where the social, economic and ecological systems are managed in an integrated and sustainable manner, thereby reducing conflict and better fisheries management can support livelihoods and social resilience by addressing or support the creation of broadly-shared entrepreneurial opportunities and employment generation; consideration of gender roles and relations so that both men and women benefit; promotion of economic diversification;  and promotion of local food security through development of systems that meet local needs;

The local economic development program in Cacheu region should build on what has been developed over the last years and looking towards new opportunities in the years ahead, which can help to contribute towards a sustainable future for fishing and coastal communities. A more active participation in local decision-making would certainly benefit the fisheries sector and help to ensure that the needs of the sector are taken into consideration before new developments are planned or sanctioned.

This will allow the LED to support the design of realistic local development plan and economic value that takes into account these factors.

The assignment will be conducted at the local level, specifically in the region of Cacheu and will constitute a pilot with the purpose of integrating the fisheries sector in the local planning process.

Devoirs et responsabilités

The overall objective of this assignment is help to address major fisheries related challenges at local level and the specific contribution they can make to involving fishing communities in wider territorial development; this will be done to support the local planning process of Cacheu region by providing the necessary information, as well as to encourage initiative and innovation at local level, in the formulation of the development sustainable plans in the Secção, Sectors and Região levels.

The specific objectives are to:

Conduct a comprehensive diagnostic and definition of the baseline situation on fisheries in Cacheu region, using available official data from government and local NGOs institutions – Performance of the biomass of the last 5 years, how many people compose the artisanal fishers group, the production of the last 5 years, how many enterprises of semi-industrial and industrial fisheries, what ate the means of production and the prognostic of the sector in regard to all signed agreements;

  • Assess the impact of fisheries concessions in the pilot zone and design a strategy to increase monitoring capacityat local level;
  • Support the integration between fisheries and other sectors by identifying projects that benefit the fisheries sector and, tangibly, connecting these to other economic sectors or aspects of local life;
  • Preparation of the value chain in seccao and sector level that must be geared to the performance of the market, clearly identifying each of the links in the chain and business opportunities that they offer;
  • Develop a methodology for integrating, budgeting, monitoring and evaluation of the national fisheries strategy in the local development plans of Cacheu region – artisanal fisheries, semi-industrial e industrial fisheries;
  • Support the integration of fisheries in the local development processes by working together and leading the working groups at the seccao, sector and regional levels;

The consultant will work together with the Regional Planning Cabinet, the Regional Planning Delegate,, community councils and technical teams and all agents involved in the participatory planning at the level of Secção and Sector in the region of Cacheu to implement the tools and instruments that will allow the diagnostic, action plan, monitoring and evaluation of the regional development plan in Cacheu and the strategic sustainable development plans of the sectors.

The consultant is expected to deliver the following products:

  • Inception Report outlining how the consultant will undertake the assignment and the respective work plan, and suggestion for ToRs adjustment if need be;
  • The comprehensive diagnostic study on fisheries in Cacheu region (last 5 years) available that includes artisanal, semi-industrial and industrial fisheries and the prognostic for the sustainable development of the fishery sector for the next 5 years. This includes the  internal market demands as well as the external demands in order to promote better markets of fisheries products;
  • Stakeholders and fisheries projects of the last 5 years are assessed and causes of failure clearly identified in the region are available for planning purposes;
  • Value chain of fisheries and marketing opportunities identified;
  • The methodology for integrating, costing, monitoring and evaluating proposed interventions in the fisheries sector is developed;
  • The plan to (1) overcome the difficulties identified at the diagnostic; (2) organize the labor force and (3) strengthen the capacities of the different actors in the fisheries sector is proposed and approved;
  • Two training seminars with fisheries groups are held relating to the integration of fisheries in the design of the strategic sustainable development plans of the sectors do Sector and how to integrate in the socio-economic and budget plan of the region;
  • Restitution/validation workshops for the results held at the seccao, sector and regional levels;

In order to deliver the above products, the consultant is expected to perform the following activities:

  • Review the studies already carried out in the fisheries sector and including those studies as annexes of the document;
  • Carry out a participatory diagnostic of the fisheries sector including the prognostic for the sustainable developmentfor the next 5 years;
  • Advance a proposal action plan for the fisheries sector for the next five years including a strategy to overcome identified difficulties, labor force challenges and strengthening of capacities of the different actors;
  • Analysis of women's involvement in the fisheries sector and proposed solutions;
  • Design innovative or adapted techniques for the improvement of small scale fisheries sub-sector;
  • Prepare the fisheries value chain in the seccao and sectors of Cacheu and identify business opportunities that they offer;
  • Develop a methodology for integrating, budgeting, monitoring and evaluating of proposed innovations;
  • Hold training seminars at the regional level relating aiming at the integration of fisheries in the strategic sustainable development plans of the sectors and the regional development plan;
  • Working closely with the LED international consultant, Regional Focal Point and Regional Delegate of Planningin order to ensure a participatory approach of consultation and validation of results;

Reporting:

The consultant will work directly with the CTA for Local Development to whom will provide regular updates on the course of his assignment execution. The consultant will discuss any challenges or bottlenecks that he may find in the process with the CTA and find solutions to enable the achievement of defined objectives. He/she will also discuss with the CTA all technical aspects of the assignment, as well as proposed deliverables before formal submission.

The Consultant will report to the UNDP Deputy Resident Representative-Program, to whom he will provide briefings on weakly basis on the progress of the assignment.

Travel:

  • The consultant is expected to undertake the following travels during the assignment;
  • Travel 1: Cacheu Region, Guinea-Bissau:  10-18 September, 2017;
  • Travel 2: Cacheu Region: 12-20 October, 2017;
  • Travel 3: Cacheu Region: 03-19 November, 2017;
  • Travel 4: Cacheu Region: 07-10 December, 2017;

Qualifications et expériences requises

Education:

  • Advanced Degree – Master’s degree in Agriculture, Fisheries, International Development or other related field.

Experience:

  • Minimum of 10 years of national/international professional experience in the practice area with policy or program
  • Experience working in the field of Knowledge Management and/or organizational management highly desirable.
  • Work experience from a developing country highly desirable.
  • Experience in the use of computers and office software packages as well as web based management systems.
  • Excellent writing, research, analysis and presentation skills.

Any preference in knowledge or expertise in the following areas (please be specific):

  • Local development
  • African continent
  • Programme implementation vs. policy level

Language requirement:

  • Excellent writing skills in Portuguese and English.

Document requirement:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work;
  • Financial proposal;
  • Personal CV including past experience in similar projects and at least 3 references;
  • Lump sum contracts.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.? In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.? In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of?70 point would be considered for the Financial Evaluation.
